Paradox publishes games that are available on consoles, but that does not mean every game from the publisher is on Xbox. Its console-games support page names titles such as Cities: Skylines, Stellaris, and Empire of Sin; it does not list Hearts of Iron IV. (Paradox console-games list)

Check the requirements before choosing a PC
Steam’s live Windows minimum requirements include Windows 10 Home 64-bit, 4 GB of RAM, 2 GB of available storage, and a mouse and keyboard. Requirements can change, so check the current Steam listing before buying or upgrading a computer. These are minimum requirements, not a guarantee of performance on every system.
A controller or console adapter does not turn the Xbox version of the game into a playable option: the reviewed platform listings do not establish an Xbox edition.
