No. In the original Hell Let Loose, Xbox console players cannot join PC players. Team17 says cross-play is limited to PC-to-PC and console-to-console play.

Which platforms can play together in Hell Let Loose?

Team17’s official FAQ says the original game does not support cross-play between console and PC. The platform combinations are:

Platforms Can they play together?
Xbox console and PC No
PC storefronts, including Steam, Game Pass and Epic Games Store Yes, PC-to-PC
Xbox and PlayStation consoles Yes, console-to-console

Here, “PC cross-play” means players using different PC storefronts can play together; it does not include Xbox consoles. Buying the game on another platform does not change the original game’s platform restriction.

Does changing platform carry your progress?

No. Team17 says Hell Let Loose has no cross-progression: changing platform or launcher, such as moving from console to PC or Steam to Epic Games Store, means starting a fresh account. This is the publisher’s guidance for the game; it does not establish details about every kind of save or account data.

Is this different in Hell Let Loose: Vietnam?

Yes. Team17 describes Hell Let Loose: Vietnam as supporting full cross-play across PC and console in its Vietnam FAQ. That is a separate title and does not change the original Hell Let Loose’s Xbox-to-PC restriction.
