The filing does not say the Chinese government formally banned Roblox or explain why the app became unavailable. Roblox says it and Tencent are building a next version of Luobulesi. That is different from establishing whether the separate global Roblox client can be accessed on every mainland network, app store, or device.
What is Luobulesi, and what is its current status?
Luobulesi is Roblox’s localized China app, developed with Tencent. Roblox’s Form 10-K for the year ended December 31, 2025, filed February 11, 2026, states: “The Luobulesi app is not currently available to users in China while we and Tencent build the next version of Luobulesi.” Roblox Corporation’s SEC filing is the clearest current-status statement in the cited sources.

The filing describes an unavailable localized app and work on a next version. It does not identify a government order banning Roblox as the reason. Roblox also says Tencent received a Chinese publishing license for Luobulesi in December 2020. The filing says the license could be withdrawn if Tencent fails to comply with applicable regulations; it does not say the license has been withdrawn.
Does this mean the global Roblox client is blocked?
Not necessarily. The filing’s availability statement specifically concerns Luobulesi. The cited sources do not establish whether the separate global Roblox client is reachable across mainland networks, app stores, and devices. So it would be too broad to treat Luobulesi’s unavailability as proof that every version of Roblox is blocked in China—or to promise that the global client works there.

Did China’s rules for minors cause Luobulesi to become unavailable?
The rules are relevant context, but the available sources do not connect them directly to Luobulesi’s unavailability. On August 30, 2021, China’s National Press and Publication Administration issued a notice, effective September 1, setting limits on minors’ online gaming. The notice applies broadly to online-game services; neither it nor Roblox’s filing says it ordered Roblox or Luobulesi shut down.
What the 2021 notice requires
- People under 18 may use online-game services for one hour, from 8 p.m. to 9 p.m., on Fridays, Saturdays, Sundays, and legal holidays.
- Online-game users must register and log in using their real names.
These are requirements in the National Press and Publication Administration’s August 30, 2021 notice. They describe China’s regulatory environment, not a documented Roblox-specific shutdown order.

Is Roblox still doing work related to China?
Roblox’s 2026 filing says its Luobu subsidiary works on a localized version of Roblox Studio for Chinese creators and helps them build and publish experiences and content on Roblox’s global platform. This indicates that work associated with the China joint venture continued as of the filing, even though Luobulesi was not available to users in China.
