If by “the new Elder Scrolls game” you mean The Elder Scrolls VI, RPG is the best-supported expectation—but Bethesda’s official pages reviewed here do not explicitly confirm its genre. They identify it as the next chapter in the series and describe its development status, not its gameplay classification. Here’s how to tell what is confirmed, what is a reasonable inference, and what remains unknown.
What genre has Bethesda confirmed for The Elder Scrolls VI?
Bethesda’s public descriptions identify The Elder Scrolls VI as the next chapter of the Elder Scrolls series. Its official support page describes the project, while Bethesda’s June 10, 2018 announcement called it “the highly-anticipated next chapter in the iconic The Elder Scrolls series.” Neither source gives the game an explicit genre label.
So the accurate answer to “Is the next Elder Scrolls game an RPG?” is: it is expected to be an RPG, but that is not confirmed by these official descriptions. The material cited here does not disclose enough gameplay detail to classify it as a strategy game or another genre.
Why is RPG the strongest expectation?
The expectation comes from the series’ mainline role-playing lineage and Bethesda’s own descriptions of its games. Bethesda Game Studios presents titles including Morrowind within that lineage and describes Starfield as a role-playing game on its studio site. Bethesda also describes The Elder Scrolls Online as an online RPG on the game’s official site.

That is useful precedent, not a specification for The Elder Scrolls VI. A studio’s past genre choices make RPG a well-grounded expectation; they do not establish what the unreleased game’s systems or official classification will be.
Why doesn’t the Elder Scrolls name settle the question?
Not every game set in the Elder Scrolls universe has been a role-playing game in the franchise’s usual tradition. Bethesda Support says: “Redguard and Battlespire were set in the Elder Scrolls universe, and play a part in the overall history of the Elder Scrolls, but neither was a true role-playing game in the Elder Scrolls tradition.” The statement appears in Bethesda’s answer about how Morrowind relates to earlier games.

That exception matters: a setting or franchise label alone does not prove a game’s genre. It also does not make strategy a plausible announced alternative for The Elder Scrolls VI; the official material cited here offers no such classification.

A teaser that names a project as the series’ next chapter confirms its place in the franchise; by itself, it does not answer what kind of game it is.
