No. In the cited SEGA game material, the Master Emerald is separate from the seven Chaos Emeralds. The distinction is clear in both the games’ item counts and the story of Chaos and Tikal.
How the games distinguish the emeralds
The Sonic Origins Plus manual identifies Knuckles as the guardian of the Master Emerald, while describing seven Chaos Emeralds in Sonic 3 & Knuckles. It also explains that collecting each of those seven Chaos Emeralds in the first part of the game makes a corresponding Super Emerald available in the latter part. The Master Emerald is not included in that count.
The Sonic the Hedgehog 2 manual likewise refers to the “7 Chaos Emeralds,” supporting the distinction between that counted set and the separately named Master Emerald.
What the Master Emerald does in Chaos’s story
SEGA’s Sonic Channel profile for Chaos describes Chaos gaining the power of seven emeralds and becoming Perfect Chaos. It then says Chaos was sealed inside the Master Emerald along with Tikal’s consciousness. In this account, the seven emeralds supply the power; the Master Emerald is the separate object associated with the seal.
