You need to buy The Precinct to play it, including through cloud gaming. The Store lists cloud play for eligible Game Pass members, but explicitly says a game purchase is required.
Is The Precinct included with Xbox Game Pass?
No. The Xbox Store listing does not show The Precinct as a game subscribers can play from the Game Pass catalog. It says: “Cloud playable with XBOX Game Pass Essential, Premium or Ultimate. Game purchase required.” In other words, the listed Game Pass benefit is cloud play for people who own the game—not access to it at no extra cost through the catalog. See the Xbox Store listing.
