Yes—within the Xbox and Microsoft Store ecosystem. Starfield is listed as Xbox Play Anywhere, which supports shared entitlements between Xbox consoles and Windows, along with cross-progression. Bethesda also confirms that Game Pass players with access to the base game can buy and receive the Premium Edition Upgrade. This does not establish access to the upgrade on Steam.
What Play Anywhere means for the Starfield upgrade
Xbox labels Starfield as an Xbox Play Anywhere title. Microsoft describes Play Anywhere as providing unified entitlements for a game’s Xbox console and Windows versions, including associated digital content, and supporting cross-progression for saves, statistics, progress and achievements. In practical terms, the upgrade’s Xbox/Microsoft Store ecosystem is the relevant one if you want to use its benefits across Xbox and Windows. What the Premium Edition Upgrade includes
Bethesda lists the digital upgrade as including the Shattered Space story expansion, Constellation Skin Pack, digital artbook and soundtrack access, and up to five days of early access. The early-access period depends on when the upgrade is purchased and can be affected by outages and time-zone differences. The upgrade does not include the base game; Bethesda says it is sold separately.
The physical upgrade, when bought from participating retailers, includes the digital benefits plus a Steelbook display case and Constellation patch. The base game is also sold separately with this format. See Bethesda’s edition comparison for the listed contents.

Can you use the upgrade with Starfield on Game Pass?
Yes. Bethesda says players who have the base game through Xbox Game Pass can purchase and receive either the physical or digital Premium Edition Upgrade. That confirms eligibility to buy and use the upgrade with Game Pass access; it does not mean the upgrade gives you ownership of the base game independent of your subscription. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does an Xbox purchase grant the upgrade on Steam?
That is not established by the official sources cited here. The Xbox listing identifies the upgrade as available only on Xbox Series X|S and Microsoft Store, while Microsoft’s Play Anywhere documentation describes Xbox console and Windows entitlements. Neither source says an Xbox or Microsoft Store purchase grants a Steam entitlement. If you play through Steam, do not assume the Xbox/Microsoft Store upgrade will carry over.
