Yes. You can hold up to 20 ordinary Gifts in your Bag, and you can send each friend up to one Gift per day. That per-friend limit is separate from your Bag storage limit.
How many Gifts can you hold in Pokémon GO?
You can hold a maximum of 20 ordinary Gifts in your Bag. Gifts do not use your regular item-storage space, according to Niantic’s Sending & Receiving Gifts help page.
You may receive Gifts by spinning PokéStops, and your Buddy Pokémon may also bring Gifts from nearby PokéStops. Niantic’s guidance does not say these sources change the 20-Gift Bag limit.
How many Gifts can you send?
You can send each friend up to one ordinary Gift per day. This is a limit per friend, not a single daily cap across all your friends. You can send Gifts to multiple friends, subject to the per-friend restriction.

If a friend has not opened the Gift you already sent, you cannot send them another one yet. Once they open it, you can send that friend another Gift, subject to the daily limit.
Is there a daily limit on opening Gifts?
Niantic’s cited help page explains how to open Gifts but does not state a daily opening quota. It therefore does not establish a specific number of ordinary Gifts you can open per day.

Ordinary Gifts and event tickets are different
The ordinary Gifts sent through your Friends list are not the same feature as paid event tickets gifted to friends. Niantic says Community Day tickets can be gifted up to 20 times per day; limits for other events, including GO Fest, may differ. That ticket allowance does not change the limits for ordinary Gifts.

Each Gift includes a postcard showing the PokéStop where it was collected. Sending a Gift therefore shares that PokéStop location with its recipient.
