Yes. Use the Calamity Mod’s Arid Artifact to start a Sandstorm event. In Pre-Hardmode, natural Sandstorms become available only after you defeat the Desert Scourge; the Arid Artifact is the direct item for triggering the event.

The Arid Artifact is a craftable Hardmode event-summoning item that toggles a Sandstorm. The available item information does not establish its crafting recipe, so check the current in-game recipe browser or item entry for the required ingredients and crafting station.
Wait for a natural Sandstorm in Pre-Hardmode
In Pre-Hardmode, natural Sandstorms can begin only after you have defeated the Desert Scourge. If you have not beaten it yet, that progression milestone is the first requirement for a natural event.
Trying to summon the Great Sand Shark?
The Sandstorm’s Core has a different primary purpose: it summons the Great Sand Shark in the Desert or Underground Desert. Using it also starts a Sandstorm, so it can serve both goals when used in one of those locations.

Where the Sandstorm happens
Sandstorms are Desert events, and one event affects all Deserts at once. The Great Sand Shark summon from the Sandstorm’s Core, by contrast, requires the player to be in the Desert or Underground Desert.
