Nintendo’s official Super Mario character page calls Waluigi “Wario’s pal and accomplice” and “the self-proclaimed rival of Luigi.” It says he puts effort into besting Mario and Luigi. That describes two separate characters in competition, not one character with a hidden identity.

Nintendo’s Waluigi amiibo profile likewise says he considers himself Luigi’s rival. The wording frames the rivalry as Waluigi’s own view, rather than a family or identity connection between them.

Nintendo characterizes Waluigi and Wario as teammates or associates. The Super Mario page calls Waluigi Wario’s pal and accomplice, while Nintendo’s Japanese Waluigi profile describes him as Wario’s partner and explicitly says they are not brothers. The US amiibo page says the nature of their relationship is a mystery and notes that they have hatched schemes together.

Nintendo’s profiles emphasize Waluigi’s long limbs and his participation in sports, which fit his recurring role alongside Wario in sports games. Nintendo also gives him a separate ambition in its Dance Dance Revolution: Mario Mix character page: he seeks the Music Orb so he can become the world’s greatest dancer.
