On a modern Windows PC, windowed fullscreen—also called borderless windowed—is often good enough for gaming, and some modern presentation paths can perform as well as or better than classic exclusive fullscreen. There is no mode that wins in every game: the result depends on the game, graphics API, Windows version, driver, and settings. If a game has a real performance or smoothness problem in borderless mode, compare both modes in that game.
What windowed fullscreen and exclusive fullscreen mean
In borderless windowed mode, the game runs in a window sized to fill the screen, usually without a visible frame. The desktop and Windows presentation system remain part of how the image reaches the display. A regular windowed mode occupies less than the full screen and leaves the desktop visible around it.
Classic exclusive fullscreen (FSE) historically gave the game exclusive control of the display. But a game’s menu label does not reliably tell you which presentation path Windows is actually using. Fullscreen Optimizations can make an eligible game appear to use exclusive fullscreen while Windows presents it through an optimized borderless format. Microsoft says the feature is intended to retain fullscreen-like performance while enabling benefits such as quicker Alt-Tab, overlay support, and easier multi-monitor use.
Graphics API matters, too. Direct3D 12 does not support classic fullscreen exclusive mode; Windows uses Fullscreen Optimizations to provide a similar effect when the game is the only visible application. That API-specific behavior does not mean every game’s “fullscreen” setting works the same way.

How the modes compare

Microsoft’s DirectX guidance says flip-model windowed presentation can be effectively equivalent to or better than classic exclusive fullscreen. Its Fullscreen Optimizations documentation also reports that its performance data show almost all users have equal performance to exclusive fullscreen with the feature enabled. That is a qualitative statement about Microsoft’s data, not a numerical FPS benchmark or a guarantee for every game.
What Windows 11’s windowed-game setting does
In Windows 11, go to Settings > System > Display > Graphics. The Optimizations for windowed games setting can improve compatible DirectX 10 and DirectX 11 games running in windowed or borderless modes. It transitions eligible games from the older blt-model to flip-model presentation, which can reduce frame latency and enable supported features such as Auto HDR and variable refresh rate.

The setting is not a blanket upgrade for every game. Its effect depends on compatibility, and Windows may provide a per-game setting on the Graphics page. Microsoft also documents that Independent Flip can reach one frame of presentation latency on recent Windows versions, with a fallback when the desktop is composed. That describes a presentation capability—not total input-to-display latency in every game.
How to check whether borderless costs performance in your game
- Choose a repeatable scene, such as the same built-in benchmark or a fixed location in a match or campaign.
- Keep resolution, render scale, graphics options, refresh rate, V-Sync or VRR behavior, and frame cap the same in both modes.
- Run the scene in borderless and then in exclusive fullscreen, if the game offers it. Change only the display mode between runs.
- Compare average FPS and frame-time consistency separately. A similar average can still feel worse if frame times are less consistent.
- Assess input latency separately from FPS and frame times; a mode’s FPS result does not by itself establish its latency.
A result from one title should not be generalized to all games. The relevant comparison is the game and PC you actually use, because presentation behavior can change with the graphics API, Windows build, driver, and game updates.

Which mode should you choose?
Use borderless if it runs smoothly and you value quick Alt-Tab, overlays, or access to another monitor. Try exclusive fullscreen if the game offers it and you notice lower frame rates, stutter, refresh-rate issues, or latency problems in borderless. On Windows 11, check the windowed-game optimization setting when a compatible game is involved. Choose based on the behavior you observe in that title, not on a universal assumption that fullscreen always gives more FPS.
