Neither Jevil reward is universally better. Choose the Devilsknife for Susie’s offense and cheaper Buster use; choose the Jevilstail for defense and the freedom to equip any party member. They are different gear types, so the right pick depends on the slot and character you want to improve.

Which should you choose?
Choose Devilsknife for Susie
Its +5 AT and +4 Magic make it the more specialized offensive reward, and the Buster TP reduction is useful if you want Susie to use Rude Buster more efficiently. The item entry specifies a reduction of 10, but that figure should be read as the listed cost reduction rather than a guarantee that the weapon is best in every later fight. Choose Jevilstail for defense or flexibility
The Jevilstail adds +2 DF alongside +2 AT and +2 Magic, and its armor slot can be used by any party member. It is the natural pick if survivability matters more to you, or if you would rather strengthen someone besides Susie. (Jevilstail item entry)

How the choice is tied to Jevil’s defeat
The item entries list the Devilsknife as the reward for defeating Jevil by fighting and the Jevilstail as the reward for defeating him through ACTing/mercy. That makes the comparison a route choice as well as an equipment choice. These entries do not establish that both rewards can be obtained from the same victory. (Jevil entry)
What Jevil says when handing them over
