jlem.dll Load Errors: Trace the Jasc App Before Repairing Windows

“The program can’t start because jlem.dll is missing from your computer.”

When jlem.dll is missing, Windows is usually reporting a damaged or incomplete installation of an old Jasc graphics application, not a broken Windows runtime. The safest repair is to identify the program that owns the file, then repair or reinstall that exact application from its original licensed media or installer.

  • Paint Shop Pro or Animation Shop stopped launching after a deletion, cleanup, or reinstall: repair or reinstall the affected Jasc application.
  • Windows Security recently detected or quarantined the file: inspect Protection history before restoring anything.
  • The file exists beside the program executable, but the error continues: check for another missing dependency, a moved program folder, permissions, or compatibility problems.
  • The program was copied from another computer or drive: restore its original installation layout or reinstall it properly.
  • You downloaded jlem.dll from a DLL website: remove that replacement and reinstall the parent application from trusted media.
  • Several Windows features or applications are also failing: investigate Windows component corruption with DISM and SFC, but do not expect those tools to restore jlem.dll.

What jlem.dll actually is

jlem.dll is identified as the Jasc Localized Error Message DLL, developed by Jasc Software, Inc. It is an application-private library used by old Jasc software to provide localized error messages and related program functionality.

It commonly appears with:

  • Jasc Paint Shop Pro 7
  • Jasc Paint Shop Pro 8 and related editions
  • Jasc Paint Shop Pro 9
  • Jasc Animation Shop 3
  • Potentially other Jasc-era graphics products

The exact product that installed a particular copy cannot be determined from the filename alone. The error dialog, shortcut, installation folder, or program executable is more useful than the DLL name.

This is not a Windows system file. It is not known to be part of Windows, Microsoft Visual C++, DirectX, .NET, Windows Update, or a device driver. It normally belongs in the same application directory as the executable that loads it.

Typical historical locations include:

C:Program FilesJasc Software IncPaint Shop Pro 7jlem.dll
C:Program FilesJasc Software IncAnimation Shop 3jlem.dll

On 64-bit Windows, an older 32-bit program may instead be installed below:

C:Program Files (x86)...

That does not mean jlem.dll belongs in C:WindowsSystem32 or C:WindowsSysWOW64. Those are Windows-managed locations. The application loader normally searches its own directory first.

What the error messages mean

You may see one of several generic loader messages:

  • “This application failed to start because jlem.dll was not found.”
  • “The file jlem.dll is missing or corrupted.”
  • “A required component is missing: jlem.dll. Please install the application again.”
  • “Error loading jlem.dll. The specified module could not be found.”
  • “The program can’t start because jlem.dll is missing from your computer.”
  • “Cannot register jlem.dll.”

These messages do not prove that Windows itself owns the file. They mean the program tried to load a required library and could not locate, load, or validate it.

If the file exists but Windows says the specified module could not be found, the named file may be present while one of its dependencies is missing. That is another reason to reinstall the complete application instead of copying individual DLLs.

Fix 1: Identify the Jasc application first

Before changing Windows, find the program that is producing the error.

From the error dialog

Read the title bar and surrounding text. It may identify Paint Shop Pro, Animation Shop, or a launcher associated with one of them.

From the shortcut

  1. Right-click the shortcut that produces the error.
  2. Select Properties.
  3. Open the Shortcut tab.
  4. Read the Target field.
  5. Note the executable name and its containing folder.
  6. Open File Explorer and browse to that folder.

If the shortcut points to a Jasc or Paint Shop Pro directory, repair that installation. Do not start by searching Windows folders for a replacement DLL.

From Task Manager

If the program opens briefly and then closes:

  1. Start the application.
  2. Press Ctrl + Shift + Esc.
  3. Select Processes or Details.
  4. Look for the Paint Shop Pro, Animation Shop, or Jasc executable.
  5. Right-click it and choose Open file location.

The folder containing that executable is the location where the application normally expects its private DLLs.

Fix 2: Repair or reinstall the original application

This is the most likely fix because jlem.dll is part of the old application installation.

Try the built-in repair option

  1. Press Windows key + I to open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for Paint Shop Pro, Animation Shop, Jasc, or the relevant Corel-branded product.
  5. Select the three-dot menu beside the application.
  6. Choose Modify, Repair, or Change if the option exists.
  7. Follow the installer prompts.
  8. Restart Windows.
  9. Launch the application from its normal shortcut.

On older Windows layouts:

  1. Open Control Panel.
  2. Select Programs.
  3. Select Programs and Features.
  4. Select the Jasc or Paint Shop Pro entry.
  5. Choose Change, Repair, or Uninstall/Change.
  6. Select the repair option if offered.

A successful repair should restore the missing file beside the program executable and allow the application to start without the jlem.dll message.

Reinstall when repair is unavailable

If there is no repair option:

  1. Make sure you have the original licensed disc, installer, or vendor-provided installation package.
  2. Back up any personal presets, workspaces, brushes, scripts, or other user-created files that are stored separately from the program folder.
  3. Open Settings → Apps → Installed apps.
  4. Select the affected application.
  5. Choose Uninstall.
  6. Restart Windows when prompted.
  7. Reinstall from the original media or trusted installer.
  8. If setup asks for administrative permission, select Yes.
  9. Restart again after installation.
  10. Test the application before copying custom files back into its folder.

If the installer is on an optical disc or removable drive, copy its contents to a local folder first. Then right-click the setup program, choose Properties, open Compatibility, and select Run this program as an administrator if setup cannot write files correctly.

Do not copy only jlem.dll from another installation. A missing file may be the first visible symptom of a partially damaged application, and replacing files one at a time can leave the installation inconsistent.

Fix 3: Check Windows Security Protection History

Antivirus quarantine is a common explanation when a previously working program suddenly loses a DLL.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent actions involving the Jasc application folder or jlem.dll.
  5. Open an entry to inspect its detection details and file path.

If the file was quarantined, do not immediately restore it. First confirm all of the following:

  • The path belongs to the genuine Paint Shop Pro or Animation Shop installation.
  • The file appeared as part of a legitimate install or repair.
  • The installer came from your original licensed media or a trusted vendor source.
  • The detection is not associated with an unofficial DLL download.

If you are confident the file is legitimate, use the available Windows Security restore or allow option, then reinstall or repair the application if necessary. Microsoft explains quarantine and restoration behavior in its Protection history guidance.

If the detection remains suspicious, leave the file quarantined. Remove the unofficial replacement, scan the system, and reinstall the complete application from trusted media instead.

Fix 4: Restore the original installation layout

Old Jasc applications often expect supporting files to remain beside the main executable. Moving only the program folder can break those assumptions.

Check whether the application was recently:

  • Moved to another drive
  • Renamed
  • Copied from another computer
  • Restored from a partial backup
  • Extracted from an archive instead of installed
  • Cleaned by a disk utility
  • Installed over an older, damaged copy

If so, restore the original folder structure or perform a clean reinstall.

Do not move jlem.dll into a Windows directory to make the message disappear. Even if that changes the error, it can create conflicts between unrelated applications and conceal the real installation problem.

Fix 5: Use compatibility settings for the old program

A 32-bit Jasc application can sometimes run on 64-bit Windows, but compatibility is not guaranteed on every current Windows release.

Try the built-in compatibility troubleshooter:

  1. Right-click the application executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run compatibility troubleshooter.
  5. Follow the prompts.
  6. Test the recommended settings.
  7. If the program works, select Apply these settings when offered.

You can also test manually:

  1. Right-click the executable.
  2. Select Properties → Compatibility.
  3. Enable Run this program in compatibility mode for.
  4. Select an older Windows version from the list.
  5. Enable Run this program as an administrator only if the application requires access to its own installation folder.
  6. Select Apply, then OK.
  7. Launch the program again.

Compatibility mode will not recreate a deleted DLL. Use it after the application has been completely installed.

If the installer itself fails, copy the installation media to a local folder and run setup from there. Check that antivirus protection or controlled-folder protections are not blocking setup.

Fix 6: Check permissions and folder access

A correct file can still fail to load if the application cannot read its own folder.

  1. Browse to the application installation directory.
  2. Right-click the folder and select Properties.
  3. Open the Security tab.
  4. Confirm that your Windows account has permission to read and execute files.
  5. Select Advanced if you need to inspect inherited permissions.
  6. Avoid granting broad permissions to unknown users or replacing ownership unnecessarily.
  7. Test the application again.

If the program was installed under C:Program Files or C:Program Files (x86), do not routinely grant full write access to everyone. Use a proper reinstall and compatibility settings instead.

Fix 7: Do not use regsvr32 for this DLL

regsvr32 is not a general-purpose DLL repair command. It is intended for self-registering COM or ActiveX components that expose the required registration entry points.

jlem.dll is treated as a normal private application dependency, not as a known self-registering component. Running a command such as this is therefore not the correct default repair:

regsvr32 jlem.dll

It may produce an entry-point or registration error because the DLL was never designed to register itself. It also does not restore missing dependencies or repair the parent application.

Only use regsvr32 if the software vendor specifically documents registration for the exact file and product version.

Fix 8: Check Windows components only when other symptoms support it

DISM and SFC repair Windows components. They do not normally restore a missing third-party Jasc DLL.

Use them when you also have broader Windows symptoms, such as broken built-in applications, repeated servicing errors, damaged system files, or several unrelated Windows components failing.

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Wait for verification to reach 100 percent.
  2. Restart Windows.
  3. Test the Jasc application again.

Run the commands separately. Microsoft documents DISM repair and System File Checker.

If both commands report that Windows is healthy but jlem.dll is still missing, return to the application repair or reinstall. Repeating SFC will not rebuild a Jasc installation.

Fix 9: Treat driver troubleshooting as a secondary check

A graphics driver does not normally install or replace jlem.dll, and updating a driver will not recreate this Jasc application file. Consider drivers only if the program now fails with display errors, crashes after opening, or began malfunctioning immediately after a graphics hardware change.

To inspect the display driver:

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand Display adapters.
  4. Right-click your graphics adapter.
  5. Select Properties.
  6. Open the Driver tab.
  7. Review the provider, date, and version.
  8. Select Update Driver if an update is available from a trusted source.
  9. Restart Windows and test the application.

If a recent driver caused the new problem, open the same tab and select Roll Back Driver when available.

Driver work is not a substitute for reinstalling the parent application. Why random DLL downloads are a bad fix

Do not download jlem.dll from an arbitrary DLL archive and place it in System32, SysWOW64, or the application folder.

That approach can fail because:

  • The file may belong to a different Jasc product or build.
  • The file may have been modified.
  • The architecture may not match the application.
  • The download may include unwanted software.
  • The file may be missing other adjacent dependencies.
  • A replacement can hide a damaged installer or malware problem.
  • Windows folders may then contain an unrelated third-party library.

The safe sources are the original licensed disc, your own verified backup, or a legitimate installer supplied by the software vendor. If those are unavailable, preserving the old application in a compatible virtual machine may be safer than assembling DLLs from unverified sources.

Fix 10: Use System Restore only for a recent change

If jlem.dll disappeared immediately after a recent installation, cleanup operation, or system change, System Restore may reverse that change.

Before using it, understand that restoring system state can remove later applications, drivers, and settings.

  1. Open the Start menu.
  2. Search for Create a restore point.
  3. Open the result.
  4. Select System Restore.
  5. Choose a restore point from before the problem began.
  6. Review the affected programs.
  7. Start the restore only if the consequences are acceptable.
  8. Restart Windows and test the application.

System Restore is not a replacement for a clean reinstall and may not restore every application file. Microsoft describes its behavior in System Restore guidance.

If the original installer is unavailable

When the original media is missing, avoid downloading a loose DLL. Instead:

  1. Identify the exact Jasc or Paint Shop Pro product from the shortcut, old documentation, or installed folder.
  2. Search your own backups and original discs.
  3. Check whether you still have a legitimate licensed installer.
  4. Preserve the existing application folder before uninstalling it.
  5. Check whether the program can run in a suitable older Windows environment.
  6. If necessary, use a virtual machine with an older supported Windows version and keep the environment isolated and backed up.

Do not assume that a current Corel installer contains the historical Jasc file. Modern products and old Jasc releases are not interchangeable.

Prevention

Once the program works again:

  • Keep a backup of the original installer and license information.
  • Back up the complete application folder when appropriate, not just one DLL.
  • Exclude only a verified, trusted application path from antivirus scanning if your security policy permits it.
  • Do not use registry cleaners or “DLL repair” utilities that replace files automatically.
  • Keep personal presets and project files separate from the program installation.
  • Record the exact application version and installation location.
  • Avoid moving old applications without reinstalling them in the new location.
  • Create a restore point before major compatibility experiments.

Is jlem.dll a Windows file?
