fp4areg.dll Missing: Trace the FrontPage Server Repair

fp4areg.dll may appear in messages such as “This application failed to start because fp4areg.dll was not found” or “The program can’t start because fp4areg.dll is missing from your computer.” It can also appear as “Error loading fp4areg.dll,” “fp4areg.dll could not be loaded,” or “Cannot register fp4areg.dll.”

The 60-second answer

fp4areg.dll is not a normal Windows 10 or Windows 11 system DLL. It is a Microsoft FrontPage 2000 Server Extensions component used with legacy IIS integration. Microsoft describes it as the SrvReg Internet Server Extension Module and documents it under:

The safest repair is to identify the old FrontPage Server Extensions installation, then repair or reinstall that same version from the original Microsoft media or the matching official legacy package. Do not download a loose copy from a DLL website, put it in System32, or begin by running regsvr32.

This file may belong on an old IIS server rather than on the computer used to edit a FrontPage website. If FrontPage runs on one machine while IIS hosts the site on another, troubleshoot the server first.

Microsoft’s MS01-035 file details identify FP4AREG.DLL as a FrontPage Server Extensions 2000 file. The bulletin lists one patched build as version 4.0.2.5121, with a size of 94,308 bytes, but those details do not apply to every FrontPage release.

What installed fp4areg.dll

The file is associated with:

  • Microsoft FrontPage 2000 Server Extensions
  • Legacy IIS web-server integration
  • Related server components used by older FrontPage or Visual InterDev installations
  • A legacy Windows installation that still contains FrontPage Server Extensions

It is not normally:

  • A Windows operating-system component
  • A Visual C++ runtime
  • A DirectX file
  • A .NET component
  • A device driver
  • A general-purpose DLL that belongs in System32 or SysWOW64

FrontPage itself was a web-authoring application, but fp4areg.dll is more specifically tied to its server-side extensions and registration process. That distinction matters because reinstalling an unrelated runtime will not normally restore this file.

First determine where the failure occurs

Before changing files, establish whether the error is on a client computer or an IIS server.

If FrontPage is installed on the same computer

The missing file may be part of a local FrontPage Server Extensions installation. This is more likely if the error appears when opening FrontPage, configuring a web, or running an old setup utility.

If the website is hosted elsewhere

The error may be generated by the IIS server hosting the FrontPage web. The authoring computer may be healthy. Ask the server administrator to check the documented Web Server Extensions path and the IIS event logs.

Check whether the documented folder exists

  1. Press Windows key + E.
  2. Select the address bar.
  3. Enter:

  2. Look for fp4areg.dll.

On a 32-bit legacy installation, the actual program-files location can differ. Do not assume that a missing file in the 64-bit path proves the component is absent. Search only the relevant FrontPage installation directories and do not copy the file into a Windows system directory.

If the folder does not exist, that usually points to an incomplete or removed Server Extensions installation rather than a missing Windows runtime.

Why the error appears

The most credible causes are associated with the old FrontPage installation itself.

Damaged or incomplete Server Extensions setup

An interrupted installation, failed upgrade, or partial uninstall can remove the registration component while leaving IIS configuration behind.

Mixed FrontPage versions

FrontPage 98, FrontPage 2000, FrontPage 2002, SharePoint Team Services, and different Server Extensions packages should not be mixed casually. A shared Web Server Extensions40 tree can contain incompatible files after several legacy products have been installed over one another.

Quarantine or accidental deletion

An antivirus product may quarantine an old server-extension binary. This is plausible for legacy software, but a quarantine notice alone does not prove that the file is safe. Check the product’s detection history and verify that the file belongs to the trusted FrontPage installation.

File-system damage

Disk errors, cleanup utilities, failed updates, or a damaged dependency can produce a loader message even when the file appears to be present. Windows loader messages can be imprecise: “module not found” may refer to a dependency rather than the named DLL.

Unsupported operating-system migration

FrontPage Server Extensions were designed for old Windows and IIS environments. Current Microsoft IIS documentation discusses FPSE-era support around older IIS releases and does not establish FrontPage 2000 as supported software on current Windows 10 or Windows 11.

Fix 1: Repair or reinstall the matching FrontPage component

This is the most likely fix when the error occurs on a legacy IIS or FrontPage server.

Before starting

  1. Back up the website files and any FrontPage metadata.
  2. Record the Windows version and IIS version.
  3. Note whether the installation is FrontPage 2000, FrontPage 2002, Visual InterDev-related, or another legacy package.
  4. Do not remove a working server-extension installation before confirming that the original media or matching package is available.
  5. If the server is production-facing, schedule the repair because IIS may need to restart.

Use the original installation media

  1. Sign in with an administrator account.
  2. Insert the original FrontPage or Server Extensions media, or mount its trusted installation image.
  3. Open Settings with Windows key + I.
  4. Select Apps.
  5. Select Installed apps.
  6. Search for FrontPage, FrontPage Server Extensions, or a related Microsoft server component.
  7. If the entry provides Modify, Change, or Repair, select it.
  8. Follow the setup wizard.
  9. Choose the option that repairs or reinstalls the Server Extensions component.
  10. Restart the computer or IIS when setup requests it.

On older Windows releases, use Control Panel > Programs and Features, select the FrontPage or Server Extensions entry, and choose Change or Repair if available.

If the original installer does not offer repair, uninstall only the damaged Server Extensions component according to the product’s setup program, restart, and install the same major version again. Do not install a different FPSE generation merely because it is available.

Microsoft’s MS02-053 bulletin documents legacy FrontPage Server Extensions 2000 packages for old Windows releases, including separate packages for older operating systems. These are obsolete server components, not current Windows redistributables.

Confirm the result

After setup finishes:

  1. Open the documented Web Server Extensions40bin directory.
  2. Confirm that fp4areg.dll was restored by the installer.
  3. Open IIS Manager.
  4. Check the affected website or virtual server.
  5. Restart the affected IIS site or application pool.
  6. Test the FrontPage operation that originally failed.

If the file is restored but the error remains, do not immediately overwrite it with another copy. The remaining problem may be a missing dependency, a mismatched component, or a damaged IIS configuration.

Fix 2: Remove mixed versions and reinstall one consistent release

If several old Microsoft web tools have been installed, version mixing becomes a strong possibility.

Inspect the installed products

  1. Press Windows key + R.
  2. Type:

  2. Review entries for FrontPage, FrontPage Server Extensions, Visual InterDev, SharePoint Team Services, or related IIS extensions.
  3. Write down the displayed product names before changing anything.

Do not replace fp4areg.dll with fp30reg.dll, fp5areg.dll, or a file copied from another FrontPage release. Microsoft’s security documentation distinguishes FP4AREG.DLL from FP30REG.DLL; the names are not interchangeable.

Rebuild the affected installation

  1. Back up the web content and configuration.
  2. Stop the affected website or IIS application pool.
  3. Remove the damaged or conflicting Server Extensions installation through its own installer or Programs and Features.
  4. Restart Windows if the installer requests it.
  5. Install one matching FrontPage Server Extensions release.
  6. Re-extend or reconfigure only the affected IIS virtual server.
  7. Test that website before changing other sites.

If only one legacy website fails, repair that website’s FrontPage extension configuration rather than altering every DLL directory on the server.

Fix 3: Check antivirus quarantine safely

A quarantined file should not be restored blindly.

  1. Open your antivirus or Windows security product.
  2. Open Protection history, Quarantine, or Detection history.
  3. Search for an entry involving fp4areg.dll.
  4. Check the original file path.
  5. Compare that path with the FrontPage Server Extensions location.
  6. Confirm that the file was part of a trusted installation and not downloaded separately.
  7. If the product offers a Microsoft or administrator-reviewed restore action, use that only after verification.
  8. Run a complete malware scan.
  9. Prefer repairing or reinstalling FrontPage Server Extensions from trusted media instead of restoring a loose DLL.

If the file repeatedly disappears, investigate the antivirus detection, the parent installation, and any scheduled cleanup process. Replacing the file repeatedly does not address the reason it is being removed.

Fix 4: Check IIS and the event logs

A loader error can originate from IIS even when a desktop program appears to be involved.

  1. Press Windows key + R.
  2. Type:

eventvwr.msc

  1. Press Enter.
  2. Expand Windows Logs.
  3. Review Application and System logs around the time of the failure.
  4. Also inspect Applications and Services Logs for IIS-related entries if present.
  5. Note the executable, application pool, website, and module named in the event.
  6. In IIS Manager, open the affected site and check its application pool.
  7. Restart only the affected application pool or site.
  8. Reproduce the problem and compare the new event with the original one.

A 32-bit FrontPage component may require a compatible 32-bit IIS application setting in the old environment. However, there is no reliable current Microsoft evidence establishing a modern 64-bit fp4areg.dll distribution. Treat third-party “x64” labels as unverified.

Do not move the file between System32 and SysWOW64. Those directories serve different Windows loader environments and are not safe general-purpose storage locations for FrontPage files.

Fix 5: Do not routinely register fp4areg.dll

Microsoft documents regsvr32 for DLLs that expose a registration entry point such as DllRegisterServer. The existence of a .dll extension does not prove that a file should be registered this way.

Do not begin with:

regsvr32 fp4areg.dll

There is no authoritative evidence that manually registering fp4areg.dll is the routine repair. The command may produce:

The module was loaded but the entry-point DllRegisterServer was not found.

That message does not necessarily mean the file is corrupt. It may simply mean that the DLL is not a self-registering COM component. A “module could not be found” result can also indicate a missing dependency.

If the official FrontPage installer or a Microsoft troubleshooting procedure explicitly invokes registration as part of a complete repair, follow that procedure from an elevated Command Prompt and use the exact path supplied by the installer. Do not improvise a registration command from a DLL download page.

Fix 6: Use DISM and SFC only for broader Windows corruption

fp4areg.dll is an application or server-extension file, not a protected Windows component. Therefore, System File Checker is not the primary way to restore it.

Use Windows repair commands when you also have broader symptoms such as damaged Windows features, unexplained system-file errors, or multiple built-in applications failing.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control appears.
  6. Run:

DISM.exe /Online /Cleanup-Image /RestoreHealth

  1. Wait for it to complete.
  2. Then run:

text
sfc /scannow

  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Test the affected application again.

Microsoft documents this DISM-then-SFC sequence in its System File Checker guidance.

These commands can repair protected Windows files and the Windows component store. They do not guarantee restoration of a missing FrontPage DLL. If the error remains, return to the matching FrontPage Server Extensions repair.

Running these commands manually means tracking servicing results and determining whether a change affected the problem. Outbyte PC Repair can scan for broader Windows issues and show what it identifies, but its full repair features are not required, and reinstalling the specific FrontPage component remains the definitive fix for this file.

Fix 7: Do not install a driver or runtime for this DLL

fp4areg.dll is not a hardware driver. Updating a graphics, audio, printer, chipset, or network driver should not restore it. Installing Visual C++, DirectX, or .NET is also normally unrelated.

Use Device Manager only if you have a separate hardware problem:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category containing the affected device.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers, or install a driver supplied by the hardware manufacturer.
  7. Restart Windows if requested.

Do not force a driver update to solve a FrontPage DLL error. Fix 8: Consider migration instead of preserving the old server

FrontPage Server Extensions are obsolete and have a history of security issues. Keeping an exposed IIS server online solely for FrontPage functionality creates a significant maintenance and security burden.

If the website is still required:

  1. Back up the complete site and data.
  2. Identify any FrontPage-specific components, forms, navigation, or metadata.
  3. Reproduce the site in an isolated legacy environment if the application cannot be migrated immediately.
  4. Restrict network access to that environment.
  5. Plan a migration to a supported web platform.
  6. Remove the legacy service after confirming the replacement works.

Do not assume that installing old FrontPage packages on Windows 10 or Windows 11 makes the environment supported. Microsoft’s FrontPage Server Extensions guidance for IIS concerns an older IIS era and should not be read as current support for FrontPage 2000.

What not to do

Avoid these common but unsafe responses:

  • Downloading fp4areg.dll from a random DLL site
  • Copying the file to C:WindowsSystem32
  • Copying it to C:WindowsSysWOW64
  • Replacing it with fp30reg.dll or another FrontPage registration DLL
  • Installing a supposed 64-bit copy without verified provenance
  • Running regsvr32 repeatedly
  • Installing unrelated Visual C++, DirectX, or .NET packages
  • Using SFC as though it were guaranteed to restore FrontPage files
  • Mixing FrontPage 2000 and FrontPage 2002 Server Extensions
  • Replacing a server file without backing up the website and configuration

A downloaded DLL can contain malware, be the wrong build or architecture, or fail because the actual problem is a missing dependency or broken IIS configuration. Use original Microsoft media or the matching official legacy package instead.

Is fp4areg.dll a Windows system file?

No. It is associated with Microsoft FrontPage 2000 Server Extensions and IIS integration. Microsoft documents it in the FrontPage Server Extensions directory, not as a general Windows system component.

The exact location can vary with the operating system, installation architecture, and product setup. The FrontPage installer should determine the correct location.

Should I copy it into System32?

Normally, no. Copying it there can create version and loader problems and does not repair the FrontPage installation that owns the file.

Should I use regsvr32?

Not as a routine fix. Use it only when the official installer or documented procedure specifically requires it. The file may not expose the DllRegisterServer entry point.

Will SFC restore fp4areg.dll?

Not normally. SFC repairs protected Windows system files. fp4areg.dll belongs to a legacy application/server-extension installation, so repair or reinstall that component instead.

What if the error says fp30reg.dll?

Treat it as a separate component. FP30REG.DLL and FP4AREG.DLL are not interchangeable, and replacing one with the other can worsen a mixed-version installation.

What if the file exists but Windows still says it is missing?

The loader may be reporting a missing dependency, incompatible component, incorrect IIS context, or damaged installation. Check the event logs and reinstall the matching Server Extensions package rather than replacing the file with an arbitrary copy.

Can I fix this safely on Windows 11?

You may be able to preserve the application in an isolated legacy environment, but FrontPage 2000 Server Extensions are not current Windows software. For a production website, migration is safer than exposing an obsolete IIS installation.

Should I install a 64-bit version?

Do not assume one exists. The reviewed Microsoft material does not establish a modern 64-bit fp4areg.dll distribution. Match the original FrontPage Server Extensions release and its supported operating environment.
