That framing was explicit in a developer statement. Andrey Popovich, game designer and head of Lapovich Team, wrote in an April 12, 2021 developer blog post: “The idea of the project is to make a citybuilder, in which the player cannot make all the inhabitants happy.” The post clarifies the intended design; it does not by itself establish how successfully every system delivers on that aim.
Managing the city under pressure
Class needs sit alongside the practical work of allocating scarce resources and dealing with crises, including epidemics and unrest. Research, laws, and choices about support and power give the player several levers, but also make the experience depend on whether those interacting systems feel legible and well-balanced.
