kbdbene.dll is a genuine Microsoft Windows keyboard-layout component for the Belgian (Comma) layout, not a game file or Visual C++ runtime. If Windows says it is missing, not found, or could not be loaded, restore the keyboard layout and repair Windows system files instead of downloading an isolated DLL.
What this file actually does
kbdbene.dll is internally described as the Belgian Dutch Keyboard Layout. Windows uses it to provide the Belgian (Comma) keyboard layout, identified by Microsoft as 0001080C.
A keyboard-layout DLL contains the tables and entry point Windows needs to translate physical key presses into characters. Windows loads the component through its input-language system when the Belgian layout is selected or requested by an application.
The file is part of the Microsoft Windows Operating System and is published by Microsoft Corporation. It is normally a protected Windows component, not a library that an individual game or application should install in its own folder.

On 64-bit Windows:
- The native 64-bit copy normally belongs in
%WINDIR%System32. - A 32-bit Windows-on-Windows component normally belongs in
%WINDIR%SysWOW64.
Those directories are not interchangeable. Windows uses them for different processor architectures, so copying a DLL from one to the other can create a second problem rather than fixing the first.
Belgian (Comma), Belgian French, Belgian (Period), and Dutch keyboard layouts are separate layouts. They should not be treated as interchangeable replacements. Microsoft lists keyboard identifiers and layouts separately in its Windows keyboard identifier documentation.

The exact wording varies by Windows version, application, and system language. Common examples include “The program can’t start because kbdbene.dll is missing from your computer,” “Error loading kbdbene.dll,” “Cannot find kbdbene.dll,” and “kbdbene.dll could not be loaded.”
Fix 1: Restart and install pending Windows updates
A pending update can leave Windows components or language resources in an incomplete state. Start with the least disruptive repair.

- Select Start > Power > Restart.
- After signing in, open Settings.
- In Windows 11, select Windows Update.
- In Windows 10, select Update & Security > Windows Update.
- Choose Check for updates.
- Install available updates and restart when Windows requests it.
- Open the program that displayed the error.
If the error remains, continue with the keyboard-layout repair below. Do not search for a replacement DLL yet.
Fix 2: Add the Belgian keyboard layout again
This repair is appropriate when the error began after changing language settings, removing an input method, or installing a language pack.
Windows 11
- Open Settings.
- Select Time & language.
- Select Language & region.
- Find the language that should contain the Belgian keyboard.
- Select the … button beside that language.
- Choose Language options.
- Under Keyboards, select Add a keyboard.
- Add Belgian (Comma) if that is the layout you need.
- If it is not listed, install the matching language first, then return to Language options.
- Restart Windows and test the affected program.
Windows 10
- Open Settings.
- Select Time & Language.
- Select Language.
- Choose the relevant Windows display or preferred language.
- Select Options.
- Under Keyboards, choose Add a keyboard.
- Select the required Belgian layout.
- Restart Windows.
Microsoft’s language and keyboard input settings describe the current Settings paths.
Adding Belgian (Comma) does not make the other Belgian layouts identical. If an application or user profile specifically expects Belgian (Comma), choose that layout rather than Belgian French or Belgian (Period).
If the layout is already listed, remove it, restart Windows, and add it again. This refreshes the language association, but it does not replace broader system-file corruption. If the error affects multiple applications, proceed to DISM and SFC.
Fix 3: Repair Windows with DISM and SFC
This is the main repair for a genuinely missing or corrupted kbdbene.dll. Run the commands in an elevated Command Prompt and in this order.

Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the command to finish. Do not close the window because progress may pause while Windows checks or repairs the component store.
DISM repairs the Windows component store that SFC uses as its source. Microsoft recommends running DISM before System File Checker.
Run SFC
After DISM finishes, keep the elevated Command Prompt open and enter:
sfc /scannow
Press Enter and allow the scan to reach 100 percent. Then restart Windows and test the program again.
A successful result may say that Windows Resource Protection found corrupt files and repaired them. If the result says no integrity violations were found, the error may instead involve the keyboard layout, application installation, security quarantine, or an incompatible copy of the file.
If SFC reports that it could not repair some files:
- Restart Windows.
- Run DISM again.
- Run
sfc /scannowagain. - Test the result.
- If repair still fails, review the CBS repair details or move to Windows recovery options rather than copying a DLL manually.
Repeating the commands indefinitely is not useful. If the same corruption returns, investigate disk problems, security software quarantine, system-cleanup utilities, or recent unauthorized changes.

Repairing protected Windows files by hand can mean hunting through logs and repeating DISM and SFC without knowing what changed. If DISM cannot find repair files
DISM may fail when Windows Update cannot provide the required repair source. Microsoft documents using a matching Windows installation source with /Source and /LimitAccess, but the source must closely match the installed Windows edition and build.
Do not guess at a source path or use a random ISO. Use Microsoft’s DISM and SFC repair guidance, then run SFC after DISM completes successfully.
Fix 4: Check Windows Security Protection History
Microsoft Defender or another security product may quarantine a file that Windows expects to load. A quarantine event does not automatically prove that the file was malicious, and the filename alone does not prove that a quarantined copy is safe.

- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving
kbdbene.dll. - Expand an entry to view its path, detection, and action.
- Restore or allow the file only if its original location is a legitimate Windows directory and its signature can be verified as Microsoft’s.
Do not restore a file merely because it has the expected name. If the file was found in a temporary folder, a downloads folder, or an application directory, leave it quarantined and run a full scan.

Microsoft explains these actions in its Protection History documentation. After restoring a verified Windows file, run DISM and SFC so Windows can validate the installation.
If the file is repeatedly quarantined, investigate before adding an exclusion. Recurring detections can indicate a modified file, malware, or software that is altering protected Windows components.
Fix 5: Check the file path, signature, and architecture
If kbdbene.dll exists but Windows says it “is either not designed to run on Windows” or “contains an error,” verify the copy that Windows is attempting to load.

Check the expected location
- Press Windows key + R.
- Enter
%WINDIR%System32. - Press Enter.
- Search for
kbdbene.dll. - On 64-bit Windows, also understand that
%WINDIR%SysWOW64contains the 32-bit system-DLL view.
Do not assume that a file in an application folder is the correct system component. A copied file beside a game or launcher can be an incompatible build, a wrong architecture, or an altered file.

Check the digital signature
- Right-click the file.
- Select Properties.
- Open the Digital Signatures tab.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid and that the signer is Microsoft.
The absence of a signature, an invalid signature, or a location outside the Windows directory is a reason to avoid restoring or copying the file. Run a security scan and use DISM/SFC to obtain the correct Windows-managed copy.
Check version information without treating it as a universal value
Open the file’s Properties and select Details. The description should identify the Belgian Dutch Keyboard Layout, and the product should identify Microsoft Windows. File versions vary across Windows releases, architectures, and servicing levels, so there is no single version number that every installation should have.

A program can display a DLL message even when the underlying problem is its own installation. This is especially plausible when Windows starts normally and only one application fails.
Repair a supported Windows application
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select its … button.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
For a traditional desktop program:
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected program.
- Choose Repair or Change, if offered.
- Follow the installer’s instructions.
Microsoft’s application repair guidance covers these options.
If repair does not work, uninstall and reinstall the application using its official installer. Do not place kbdbene.dll in the application folder as a substitute for repairing the installation.

If a game launcher reports the error
Use the launcher’s built-in Verify, Repair, or Scan and repair function. Reinstall the game only if verification identifies damaged game files or repair fails.

A launcher mentioning it does not make a third-party DLL download safe or necessary.
Fix 7: Do not use regsvr32 for this DLL
regsvr32 kbdbene.dll is normally the wrong repair. Keyboard-layout DLLs are loaded by Windows through input-language mechanisms and expose keyboard-layout entry points, including KbdLayerDescriptor; they are not ordinary COM or ActiveX libraries that are expected to register through DllRegisterServer.
Running regsvr32 may produce an error such as a missing registration entry point, or it may distract from the actual issue. Microsoft describes keyboard-layout loading through Windows input-locale APIs such as LoadKeyboardLayout, not DLL registration.
The correct sequence is to restore the layout in Settings and repair protected files with DISM and SFC.
Fix 8: Do not download an isolated DLL
Avoid websites that offer individual DLL downloads. An isolated replacement can have:
- Malware or unwanted modifications
- The wrong Windows build
- The wrong processor architecture
- An invalid or missing Microsoft signature
- A version that does not match the component store
- No connection to the actual cause of the failure
Manually copying the file into System32, SysWOW64, or an application directory can also hide system corruption and make later servicing harder.
The safe sources are Windows Update, the Windows language and keyboard settings, DISM, SFC, and official Windows recovery or installation media. Microsoft does not provide a general standalone kbdbene.dll download package.
Should you update a driver?
A keyboard-layout DLL is not a device driver, so Device Manager is not the normal repair path. Updating a keyboard or chipset driver will not usually replace a missing Windows keyboard-layout component.
Use Device Manager only if you also have a separate hardware problem, such as a keyboard that is not detected:

- Select Device Manager.
- Expand Keyboards.
- Right-click the affected device.
- Choose Update driver or Uninstall device.
- Restart Windows if you uninstall it.
Get driver packages from the computer or device manufacturer when possible. Finding the correct driver manually can involve checking hardware IDs and comparing several versions. When to use System Restore or Windows repair
Escalate when:
- DISM and SFC cannot repair the component
- The file becomes corrupted again
- The error began after a cleanup utility, update, driver, or system modification
- Multiple Windows components are failing
- Malware or repeated quarantine is suspected
If the problem began recently, open Start, search for Create a restore point, open it, and select System Restore. Choose a restore point from before the failure, if one exists, and follow the wizard.
Microsoft’s Windows recovery options also cover uninstalling a recent update, repairing Windows through Windows Update, Reset this PC, and using installation media. Back up important files before disruptive recovery steps. Use Reset or reinstallation only after normal servicing and application repair have failed.
Frequently asked questions
Is kbdbene.dll safe?
The genuine file is a Microsoft Windows keyboard-layout component for Belgian (Comma). A file with that name is not automatically safe if it came from a download, email, temporary folder, or application directory. Verify its location and Microsoft digital signature.
Is kbdbene.dll part of Visual C++, DirectX, or .NET?
No. It belongs to Windows keyboard input. Reinstalling Visual C++, DirectX, or .NET is normally irrelevant to this error.
Do I need both the System32 and SysWOW64 copies?
Not necessarily. Their presence depends on Windows architecture and installed components. On 64-bit Windows, the directories serve different architecture roles and should not be treated as interchangeable.
Can I copy the file from another computer?
This is not a safe general repair. The other computer may have a different Windows build, architecture, language configuration, or servicing level. Use Windows servicing, language installation, or official recovery media instead.

It can repair a damaged or removed keyboard-layout association, but it will not necessarily repair a corrupted protected system file. If the error affects multiple programs, run DISM followed by SFC.
Why does an unrelated application mention a keyboard DLL?
Applications can cause Windows to load input-language components when they create windows, use text input, or interact with the active keyboard layout. A failure in that Windows component can therefore surface while an unrelated program is starting.
What is the safest next step if the error returns?
Run Windows Security scans, review Protection History, check for cleanup software or unauthorized changes, and run DISM followed by SFC again. If corruption persists, use System Restore or Microsoft’s broader Windows recovery options rather than downloading another DLL.
