What kbdgeoqw.dll does
Windows loads this keyboard-layout component when the Georgian input locale is available or selected. It provides the scan-code and character mappings used by the Windows input system and exports KbdLayerDescriptor, as described in Microsoft’s keyboard-layout documentation.

The correct version depends on your installed Windows build and architecture. There is no single universal download version. On 64-bit Windows, do not assume that System32 means 32-bit; it is the normal system directory for many 64-bit Windows components. SysWOW64 serves 32-bit compatibility components.
You may see the file even if you never type Georgian. Windows language resources and keyboard layouts can remain installed after a language change, an upgrade, a shared-PC setup, or an application’s locale configuration. Its presence alone is not suspicious.

Do this first: repair Windows components
A missing or corrupted protected system file is the most likely cause. Install pending updates first, then run DISM and SFC in that order.
1. Install updates and restart
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart Windows, even if no restart is prominently requested.
Try the affected application or keyboard layout again. If the error remains, continue with component repair.
2. Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. It repairs the Windows component store, which supplies files that SFC may need. Then run:
sfc /scannow
Wait until verification reaches 100 percent. Restart Windows afterward.
A successful result may say that Windows Resource Protection found no integrity violations, or that it found corrupt files and successfully repaired them. Test the keyboard layout or the program that displayed the error.
If SFC reports that it could not repair some files, run DISM again, restart, and repeat SFC once. Save the exact message if the second scan still fails.

Reinstall Georgian language support
If Windows keyboard input is the only affected feature, the Georgian language or layout may be damaged or partially removed.

- Open Start > Settings.
- Select Time & language.
- Choose Language & region.
- Select Add a language.
- Search for Georgian, select it, and choose Next.
- Install the language features you need.
- If Georgian is already listed, select its … menu and choose Language options.
- Under Keyboards, select Add a keyboard.
- Choose the required Georgian layout.
- Remove an unwanted or damaged Georgian keyboard layout, then add it again.
- Sign out or restart if Windows requests it.
Afterward, select the input indicator on the taskbar and choose the Georgian keyboard. If the layout works but a single application still reports kbdgeoqw.dll, the application may be incorrectly probing for a Windows component. Repair or reinstall that application instead of copying the DLL into its folder.
Microsoft lists Georgian among the available Windows languages and documents these settings in its guidance for language packs and keyboard layouts.
Check whether antivirus removed the file
Windows Security may quarantine a system file after a false positive or after detecting tampering.
- Open Start > Settings.
- Select Privacy & security.
- Choose Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Review recent actions involving
kbdgeoqw.dll.
Do not restore a file merely because its name matches. First check that it belongs under the Windows directory, is signed by Microsoft, and matches the installed Windows build. If the file is unsigned, sits in a program or temporary folder, or has suspicious metadata, leave it quarantined and run a full scan.

Microsoft explains the available actions in its Protection history guidance. If Defender removed a genuine file, DISM, SFC, and reinstalling the Georgian input feature are safer ways to restore it than downloading a replacement.
Understand the error message
Common reported variants include:
- “The program can’t start because kbdgeoqw.dll was not found.”
- “The code execution cannot proceed because kbdgeoqw.dll was not found.”
- “Error loading kbdgeoqw.dll. The specified module could not be found.”
- “There was a problem starting kbdgeoqw.dll.”
- “kbdgeoqw.dll is either not designed to run on Windows or it contains an error.”
- “The file kbdgeoqw.dll is missing or corrupted.”
These messages are not all equivalent.
“Was not found” or “is missing”
Windows cannot locate the expected protected component, or an application is looking in the wrong place. Run DISM and SFC, then reinstall Georgian language support.
“The specified module could not be found”
The named DLL may exist, but another dependency may be missing. Check whether Windows keyboard input works normally. If it does, identify the application reporting the message and repair that application. Do not assume that copying another kbdgeoqw.dll will solve a missing dependency.

“Not designed to run on Windows” or “contains an error”
The file may be corrupted, the wrong architecture, the wrong Windows build, or altered by unwanted software. Use SFC and DISM, check its path and Microsoft signature, and scan Windows Security.
“There was a problem starting”
This can indicate a damaged language feature, a failed update, or an application incorrectly attempting to load a keyboard-layout DLL. Reinstall the Georgian layout if input is affected; otherwise repair the calling application.
Check the file path and signature
If the file exists, do not replace it immediately.
- Open File Explorer.
- Enter
%windir%System32in the address bar. - Locate
kbdgeoqw.dll. - Right-click it and select Properties.
- Review the Details tab for Microsoft Windows information.
- Open the Digital Signatures tab, if present, and inspect the signer.
A copy outside the Windows directories is not automatically malware, but it deserves investigation. Compare its path, signature, version, and hash with the installed Windows environment. Do not copy a file between System32 and SysWOW64 without identifying the Windows architecture, process architecture, and servicing context.
Consider updates, disk problems, or recent changes
The problem may begin after:
- A failed Windows update
- A language-pack change
- An antivirus quarantine
- A cleanup utility removing protected files
- Disk or filesystem corruption
- A malware incident
If the error appeared immediately after a recent change, open Start > Settings > System > Recovery and review the available recovery options. System Restore can be appropriate when a restore point predates the problem.
On supported Windows 11 installations, Microsoft also provides Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. This repairs the current Windows installation while preserving apps, files, and settings, subject to the conditions shown on your PC. See Microsoft’s Windows Update repair reinstall instructions.
Back up important files before using recovery tools. If disk corruption is suspected, check drive health and consider the following command from an elevated Command Prompt:
chkdsk /f C:
Windows may schedule the check for the next restart. Do not interrupt it, and back up important data first.

Drivers and related hardware checks
kbdgeoqw.dll is a keyboard-layout component, not normally a hardware driver. Device Manager is therefore not the first repair path.
If the physical keyboard itself is failing:
- Right-click Start and open Device Manager.
- Expand Keyboards.
- Right-click the affected keyboard.
- Choose Uninstall device.
- Restart Windows so it can detect the device again.
Do not uninstall random devices to fix a Georgian layout error. Windows Features also does not normally contain this DLL. Adding unrelated optional features will not replace it; use Language & region, DISM, and SFC instead.

What not to do
Do not download a random DLL
Third-party DLL libraries can provide the wrong Windows build, architecture, signature, or a modified file. Even a matching filename may not repair the component store or the language feature that caused the problem.
Use Windows Update, Georgian language-feature installation, DISM, SFC, System Restore, or Microsoft installation media instead. Microsoft documents advanced manual replacement only when SFC identifies a specific unrepaired protected file and the replacement is taken from the same Windows build and servicing context.
Do not run regsvr32 as a routine fix
Keyboard-layout DLLs are loaded by the Windows input system. They are not ordinary COM or ActiveX libraries that should generally be registered manually. regsvr32 kbdgeoqw.dll is therefore not a repair step and may produce a misleading registration error because the DLL does not expose the required DllRegisterServer entry point.
Do not install Visual C++, DirectX, or .NET for this error
kbdgeoqw.dll is a Windows keyboard-layout component, not a Visual C++ runtime, DirectX file, .NET assembly, or game dependency. Reinstalling those packages is not an appropriate first-line fix.
If DISM and SFC cannot repair it
If the error persists after language reinstallation, updates, DISM, and SFC:

- Confirm the file path and Microsoft signature.
- Note whether all Windows keyboard input fails or only one application.
- Use System Restore if the issue follows a recent change.
- On supported Windows 11 systems, use the Windows Update repair reinstall.
- If repair tools fail or malware caused broader damage, perform an in-place Windows reinstall using official Microsoft installation media.
- Use a clean reinstall only after backing up files and exhausting less destructive recovery options.

Is kbdgeoqw.dll safe?
The genuine file is a Microsoft Windows Georgian QWERTY keyboard-layout component. Verify its Windows path and Microsoft signature rather than trusting the filename alone.

A language resource may have been installed by Windows, a previous user, an upgrade, or a language-setting change. Its presence does not mean Georgian is currently selected.
Should I copy it into an application folder?
No. A system DLL should normally be serviced by Windows. Copying it can create a build or architecture mismatch and may hide a missing dependency.
Is it in System32 or SysWOW64?
The normal protected location is under %windir%System32. Other architecture-specific handling depends on Windows and the calling process. Do not copy files between the directories manually.
What is the safest fix?
Install Windows updates, run DISM followed by SFC, and reinstall Georgian under Settings > Time & language > Language & region. These steps restore the Windows component rather than substituting an unknown file.
