Which fix applies to you
Use this order:
- The error appears when Windows starts or when you change keyboard layouts: run DISM and SFC, then re-add the Latvian layout.
- The error began after Windows Update, cleanup software, or antivirus activity: check Windows Update and your security product’s quarantine history.
- Only one game or application reports the error: repair that application after checking whether Windows itself can load the file.
- The file exists but Windows says it is invalid or “not designed to run on Windows”: suspect corruption, an architecture mismatch, or an incorrect replacement. Do not register or download another copy.
- The problem continues after system repair: use Windows recovery options, installation media, System Restore, and malware or disk checks.
What kbdlvst.dll is
kbdlvst.dll implements the Latvian (Standard) Keyboard Layout for Microsoft Windows. Public layout metadata identifies it as a Microsoft Windows component with layout identifier 00020426 (lv) and an expected keyboard-layout entry point named KbdLayerDescriptor.

%WINDIR%System32on 64-bit Windows, for the 64-bit copy%WINDIR%SysWOW64on 64-bit Windows, for the 32-bit copy
The names can be confusing: on 64-bit Windows, System32 conventionally contains 64-bit system files, while SysWOW64 contains 32-bit system files.
Exact file versions, sizes, and hashes vary between Windows releases and builds. Do not use an old file list to decide which copy belongs on your computer.

A legitimate copy should be in a Windows system directory and have a valid Microsoft digital signature. A copy found in a temporary folder, user profile, or application directory deserves further investigation.
Fix 1: Repair Windows with DISM and SFC
This is the best first repair because the file belongs to Windows rather than to a game runtime or Visual C++ redistributable.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter and wait for the operation to finish. Do not close the window while it is running.
DISM repairs the Windows component store, which SFC uses as a source for valid system files.
Run System File Checker
In the same elevated Command Prompt, enter:
sfc /scannow
Press Enter and let the scan reach 100 percent. Restart Windows when it finishes, then try the program or keyboard layout again.
Success means the loader error no longer appears. If SFC reports that it could not repair some files, restart once and run the DISM command followed by sfc /scannow again. Microsoft documents this DISM-then-SFC sequence in its System File Checker guidance.
Repeating repair commands without knowing what changed can be tedious. Outbyte PC Repair can show what its free scan identifies, while repair actions are handled by the full version; it is optional, and Windows DISM and SFC remain the appropriate first-line repair for this file.
Fix 2: Install pending Windows updates
A partially serviced Windows installation can leave system files or language resources inconsistent.

- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart when Windows requests it.
- Check for updates again after restarting.
If the error began after an update and you use Windows 11, look for the repair reinstall option:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
Microsoft says this option reinstalls the current Windows version while preserving applications, files, and settings. If the option is unavailable, use the normal DISM and SFC process or proceed to the recovery options below.
Fix 3: Re-add the Latvian keyboard layout
The DLL can be intact while the installed language resources or layout registration are inconsistent.
- Open Start > Settings.
- Select Time & language.
- Select Language & region.
- Find the relevant language and select the … button beside it.
- Select Language options.
- Under Keyboards, select Add a keyboard.
- Choose Latvian (Standard) if it is listed.
- Sign out or restart Windows.
If Latvian is not listed, add the matching Latvian language first, then return to Language options and add the keyboard. Microsoft’s instructions for these controls are in Manage language and keyboard layouts.

However, users who never select that layout may not notice a problem until Windows or an installer attempts to initialize it.
Fix 4: Determine whether an application is the actual trigger
A game or application can mention kbdlvst.dll because it causes Windows input-layout initialization. That does not prove the application owns the DLL. It could also be requesting the file incorrectly or loading it from a damaged private directory.

Identify the executable shown in the error:
- Note the program name in the title bar or message.
- Check whether the error occurs when Windows starts, when changing keyboard layouts, or only when launching that program.
- Start another application and test the keyboard layout.
- If only one application fails, open its official launcher or installer.
- Use Repair, Verify files, or Scan and repair if available.
- If no repair option exists, uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Reinstall it using the developer’s official installer or launcher.
For a game, file verification repairs the game’s own installation. It should not be used to replace the Windows copy in System32 or SysWOW64.
There is no dependable evidence that kbdlvst.dll belongs to a particular game, Visual C++ package, DirectX package, .NET runtime, or driver. Do not install those packages as a guess unless the failing application independently requires them.
Fix 5: Check antivirus quarantine
Security software may quarantine a damaged or suspicious file, although quarantine is only a possible cause.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
kbdlvst.dll. - Check the reported path before taking action.
Restore a file only when it is located where Windows expects it and the security product identifies it as trustworthy. Then run a full scan. Do not disable antivirus protection simply to copy a DLL into a system folder.
If the file is in an application folder, repair or reinstall that application instead of restoring it blindly.
Fix 6: Check architecture and the file path
A 32-bit DLL is not a substitute for a 64-bit system DLL, and copying between System32 and SysWOW64 can make the problem worse.

To inspect the expected locations:
- Press Windows key + R.
- Enter
%WINDIR%System32. - Press Enter and look for
kbdlvst.dll. - On 64-bit Windows, repeat with
%WINDIR%SysWOW64.
If the file is missing from one location, do not download a replacement based only on the filename. Let DISM and SFC restore the correct architecture and build.
A message saying “The specified module could not be found” does not always mean the named DLL is absent. It can indicate a missing dependency or malformed loader path. Application repair and Windows servicing are safer than guessing which dependency to copy.
For “not designed to run on Windows”, status 0xc000012f, or similar invalid-image errors, treat the file as corrupted, mismatched, or improperly replaced. Repair it through Windows rather than substituting another version.
Fix 7: Update keyboard drivers only when Device Manager shows a problem
kbdlvst.dll is a keyboard-layout DLL, not a normal hardware driver. Device Manager is therefore not the primary repair tool. Use it only when the keyboard itself has a separate hardware or driver problem.
- Right-click Start.
- Select Device Manager.
- Expand Keyboards.
- Right-click the affected physical keyboard.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
You can also select Uninstall device, restart Windows, and let Windows detect the keyboard again. Do not uninstall devices merely because kbdlvst.dll is missing.
When several hardware drivers are outdated, manually hunting through vendor pages can be time-consuming. Do not run:
regsvr32 kbdlvst.dll
It is unsupported for this component and may produce an entry-point error. Microsoft explains the purpose and requirements of regsvr32.

Avoid random DLL downloads
Downloading kbdlvst.dll from an unofficial DLL repository is risky because the file may contain malware, belong to the wrong Windows build, use the wrong architecture, or fail to repair the missing dependency that caused the error.
The safe sources are:
- Windows component repair through DISM and SFC
- Windows Update
- Microsoft recovery or installation media
- The official installer or launcher for the application that reports the error
Manual replacement is appropriate only for controlled repair work using authenticated, matching Windows installation media or an enterprise repair source, followed by system-file validation.
If the error still remains
Use these escalation steps:
- Run a full scan in Windows Security.
- Check disk health if other files are becoming corrupted or disappearing.
- Test the same operation from another Windows user profile.
- Use System Restore if the problem began after a recent system change:
- Open Start and search for Create a restore point.
- Open it and select System Restore.
- Choose a restore point from before the failure.
- On Windows 11, use the Windows Update repair reinstall described above.
- For deeper corruption, use Microsoft’s Windows image repair guidance or installation-media reinstall instructions.
FAQ
Is kbdlvst.dll malware?
No, the legitimate file is a Microsoft Windows keyboard-layout component. Verify the path and Microsoft digital signature on your copy. A copy in a temporary, user, or unrelated application folder should not be trusted automatically.
Is kbdlvst.dll part of Visual C++, DirectX, or .NET?
No evidence supports that. Repair Windows first, then repair the specific application named in the error if only that application fails.

Can I copy kbdlvst.dll from another computer?
Do not do so casually. Windows builds and architectures differ, and manual copying can break component-store consistency. Use DISM, SFC, Windows Update, or authenticated installation media.
What should I do if the message says “could not be loaded”?
Run DISM and SFC, check the file’s path and signature, and repair the application that triggered the message. The wording can indicate a missing dependency or loader-path problem rather than an absent kbdlvst.dll alone.
Should I reinstall the Latvian language?
