You may see messages such as “The program can’t start because kbdno1.dll is missing from your computer,” “kbdno1.dll was not found,” or “kbdno1.dll could not be loaded.” A damaged kbdno1.dll can also trigger “kbdno1.dll is either not designed to run on Windows or it contains an error,” or a missing procedure-entry-point message.
The 60-second answer
kbdno1.dll is a genuine Microsoft Windows system DLL for the Norwegian with Sami Keyboard Layout. Its keyboard-layout identifier is 0000043B, and Microsoft has included this layout since Windows XP SP2.

It is not a Visual C++ runtime, DirectX file, .NET library, game component, or normal application dependency. Windows may load it because a language or keyboard layout is installed, even if you never deliberately use a Sami keyboard.

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Restart Windows afterward. DISM should run before SFC because it supplies the repair source that SFC uses to replace damaged Windows files.
What kbdno1.dll does
kbdno1.dll is the keyboard-layout module named Norwegian with Sami Keyboard Layout. It translates keyboard input according to that layout and exposes the KbdLayerDescriptor export used by Windows keyboard-layout DLLs.
The expected Windows location is normally:
C:WindowsSystem32KBDNO1.DLL
On 64-bit Windows, an architecture-specific copy may also exist under:

C:WindowsSysWOW64
The names can be confusing. System32 is commonly used for 64-bit system components on 64-bit Windows, while SysWOW64 contains 32-bit system components. Do not move files between these folders manually.
Not every Windows installation needs to actively use this layout. Windows can retain keyboard-layout files for installed languages and input features, and an application can request a layout without you having selected it recently.
Microsoft documents the layout as part of Windows rather than as a standalone redistributable. That means the correct repair source is Windows servicing, the relevant language feature, or Windows recovery.
Why the error appears
The most likely causes are:
- Windows system-file corruption or accidental deletion.
- An incomplete language or keyboard feature.
- Antivirus quarantine.
- An old application referencing the file incorrectly.
- An unofficial replacement with the wrong architecture or Windows build.
- Storage problems, malware, or broader Windows damage.
A Windows Update, language-pack change, cleanup utility, antivirus action, disk problem, or failed installation can expose the problem. However, the error alone does not prove which event caused it.
If the message appears only when starting one old application, that program may be using an invalid loader path. It does not necessarily mean the application should contain a private copy of kbdno1.dll.

Fix 1: Repair Windows automatically with DISM and SFC
This is the best first repair when the file is missing, damaged, or produces a “not designed to run on Windows” message.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete. Do not close the window if progress appears to pause.
- When DISM finishes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Install any pending updates and test the affected program or keyboard layout again.
SFC may report that it found and repaired corrupted files. That is a successful result. If it reports that no integrity violations were found, the issue may involve a language feature, antivirus quarantine, or an application reference instead.
If SFC says it could not repair some files, run DISM again, restart, and repeat SFC. Microsoft also supports using a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a genuine repair source matching your Windows edition and build. Do not use an arbitrary folder copied from another computer.
Repeating DISM and SFC while guessing at the cause can be tedious, especially when you do not know which component changed. Outbyte PC Repair can scan for problems and show what needs attention; its full version performs the repair, but it is optional and Windows repair remains the primary fix.
Fix 2: Re-add the Norwegian or Sami keyboard layout
Adding the relevant input feature can restore an incomplete language configuration, but it does not replace DISM and SFC when Windows system files are corrupt.
On Windows 11:
- Open Start > Settings.
- Select Time & language.
- Open Language & region.
- Under Preferred languages, select the relevant language.
- Choose the language’s … menu.
- Select Language options.
- Under Keyboards, select Add a keyboard.
- Choose the Norwegian/Sami keyboard layout when it is available.
- If the language is not listed, choose Add a language, install the matching language, and return to Language options.
- Restart Windows.
The base language and keyboard layout are separate features. A complete language pack is not always required, but Windows may need the matching language installed before the layout appears.

Fix 3: Check Microsoft Defender quarantine
Antivirus software may quarantine a legitimate system file, or it may flag an unofficial replacement that should not be restored.

- Search for Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an action involving
kbdno1.dll. - Expand the detection and inspect its path and details.
Restore or allow the file only when all of the following are consistent:
- The original path is a normal Windows system location.
- The file is identified as a Microsoft Windows component.
- The detection details do not indicate tampering or malware.
- A current security scan supports the decision.
Do not disable antivirus protection merely to make an unknown DLL load. If the file was found outside the Windows directories, remove the unofficial copy and repair Windows instead.

Fix 4: Repair the application that reports the error
If the error appears only when launching one application, repair that application after checking Windows.
For a Microsoft Store or supported Windows application:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select its … menu.
- Choose Advanced options.
- Select Repair.
- Test the application.
For a traditional desktop program:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the affected program.
- Choose Repair or Change, if available.
- Follow the installer instructions.
- Restart Windows.
For a game, use the launcher’s built-in Verify, Scan and repair, or equivalent file-repair command. If no repair option exists, uninstall and reinstall the game from its official installer or launcher.
No reliable file-specific association identifies a particular game or program as the normal owner of kbdno1.dll. A program that asks for it may simply be triggering Windows input initialization incorrectly. Reinstalling that program remains the definitive fix when its own installer or loader is broken.
Fix 5: Check the path, signature, and architecture
Do not assume every file named kbdno1.dll is genuine.

In File Explorer, check the normal Windows locations:
C:WindowsSystem32
C:WindowsSysWOW64
Right-click the file, choose Properties, and inspect the Digital Signatures tab when present. The expected publisher is Microsoft Corporation. A missing or invalid signature is a reason to replace the file through Windows repair, not to download another copy.

Also check for unexpected copies in:
- The affected application’s installation folder.
- The user profile’s temporary folders.
Downloads.- Other folders named after unofficial DLL packages.
An application may require a 32-bit module while Windows also contains a 64-bit copy, or the reverse. Architecture must match the process. Copying a file from SysWOW64 into System32, or copying a file from another Windows build, can create a worse servicing and compatibility problem.
Do not install Visual C++ Redistributables, DirectX, or .NET specifically to repair kbdno1.dll. There is no evidence that those runtimes provide this keyboard-layout module.
Fix 6: Do not register kbdno1.dll with regsvr32
This command is not the normal repair method:
regsvr32 kbdno1.dll
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Public export information identifies kbdno1.dll as a keyboard-layout DLL with KbdLayerDescriptor, not as a conventional self-registering component.
Using regsvr32 can produce another error about a missing entry point or module. Repair the Windows component with DISM and SFC, or restore the related keyboard feature through Settings.

Device Manager and Windows Features are also not normal repair locations for this file. Device Manager manages hardware drivers, while kbdno1.dll is a Windows input-layout module. Use Device Manager only if the broader problem involves a physical keyboard or its driver.
Fix 7: Recover Windows when normal repair fails
If DISM and SFC cannot repair the file:
- Install pending Windows updates.
- Restart and run DISM again.
- Run SFC again.
- Check the SFC result for the affected path.
- Use a matching Windows repair source if available.
- Run a Microsoft Defender scan.
- Check disk health if other files are also becoming corrupt.
If the failure began recently and a restore point exists, use System Restore:

- Search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the problem.
- Follow the wizard and restart.
System Restore can revert system files and settings, but it is not malware removal and does not guarantee a replacement download.
On Windows 11, an available option is:
Settings > System > Recovery > Fix problems using Windows Update > Reinstall now

What to report if the error continues
For a useful diagnosis, record:
- Your Windows version and whether it is 32-bit or 64-bit.
- The complete error text.
- The application or process that displays it.
- The full path shown in the error.
- Whether
kbdno1.dllexists inSystem32orSysWOW64. - Whether the file has a valid Microsoft digital signature.
- The final DISM and SFC results.
- Whether the Norwegian/Sami layout is installed.
- Whether Defender shows a quarantine event.
That information distinguishes a missing Windows component from a bad application reference, a quarantined file, or an architecture mismatch.
FAQ
Is kbdno1.dll safe?
The genuine Windows component is a Microsoft keyboard-layout DLL. Safety depends on the file’s location, signature, and integrity. A random copy with the same filename is not automatically safe.
Should I download kbdno1.dll?
No. Microsoft does not provide an identified standalone kbdno1.dll redistributable. DLL download sites sites can provide malware, an incorrect architecture, a mismatched Windows build, or a file that does not repair the underlying problem.
Does every Windows PC need this file?
No. It is associated with the Norwegian with Sami keyboard layout. Windows may still retain or load it when language and input features are installed.
