If Windows reports “The program can’t start because kbdtuf.dll is missing from your computer,” the missing file is kbdtuf.dll, a Windows keyboard-layout component. You may also see “This application failed to start because kbdtuf.dll was not found” or “Error loading kbdtuf.dll. The specified module could not be found.”
Other loader messages include:
- “The code execution cannot proceed because kbdtuf.dll was not found.”
- “The system cannot find kbdtuf.dll.”
- “kbdtuf.dll is either not designed to run on Windows or it contains an error.”
These are generic Windows loader messages. They do not identify a particular game or application as the cause, and “the specified module could not be found” can mean that a dependency needed during loading is missing rather than the named DLL itself.
The 60-second answer
kbdtuf.dll is a genuine Microsoft Windows file called Turkish F Keyboard Layout. It supplies Windows with the key-mapping tables for the Turkish F input layout; it is not a Visual C++ runtime, DirectX file, .NET component, or ordinary hardware driver. Microsoft identifies the Turkish F layout with keyboard-layout ID 0001041F in its keyboard documentation.
Do not download a replacement from a DLL archive or copy one beside the failing program. First install pending Windows updates, restart, then run these commands in an elevated Command Prompt:

DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Restart again when both commands finish. If the error appears only when Turkish F is selected, remove and re-add that keyboard layout in Windows language settings.
What kbdtuf.dll does
A keyboard-layout DLL is a small Windows component that tells the operating system how physical key presses should become characters and commands. Microsoft’s keyboard-layout sample documentation explains that these DLLs contain conversion tables and expose KbdLayerDescriptor, which Windows uses to obtain the layout information.
That makes kbdtuf.dll different from a general-purpose application library. It is loaded by Windows when the corresponding input locale or keyboard layout is used. A program may report the error during startup, but that does not prove the program supplied the file or that reinstalling a runtime will repair it.
Where should the file be?
On a typical 64-bit Windows installation, the expected locations are:
%WINDIR%System32kbdtuf.dll
%WINDIR%SysWOW64kbdtuf.dll
System32 contains native 64-bit system files on 64-bit Windows, while SysWOW64 contains 32-bit system files. Microsoft describes this separation in its documentation on the file system redirector.
The process requesting the DLL determines which architecture it needs. Do not copy a file from SysWOW64 into System32, or the reverse, simply because the first copy you find appears to work.
To check the expected locations:
- Press Windows key + R.
- Enter
%WINDIR%System32. - Press Enter and look for
kbdtuf.dll. - Repeat with
%WINDIR%SysWOW64if you are using 64-bit Windows.
The file is not required to appear in both locations on every Windows installation or architecture. Its absence from one folder alone is not conclusive.
Fix 1: Install updates and repair Windows files
This is the safest first repair when the file is missing, corrupted, or absent from the Windows component store.
Install pending updates
On Windows 11:
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install everything offered.
- Restart the computer, even if Windows does not immediately require it.
On Windows 10:
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Choose Check for updates.
- Install the updates and restart.
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to complete.
- Run:
sfc /scannow
- Let the scan reach 100 percent.
- Restart Windows.
Microsoft recommends running DISM before System File Checker. DISM repairs the Windows component store that SFC uses as a source, while SFC checks and restores protected system files.

A successful result may say that SFC found no integrity violations, or that it found corrupted files and repaired them. Test the original program or switch to the Turkish F layout after restarting.
If SFC says it found corrupt files but could not repair some of them, run DISM again, restart, and repeat SFC once. If the problem persists, continue to the repair-source and recovery steps below rather than downloading an isolated DLL.
Repeating SFC indefinitely without knowing what changed makes troubleshooting difficult. Outbyte PC Repair can scan for the condition and show what needs attention; its repair functions are provided by the full version, but it is not required for this Microsoft repair process.
Use a matching DISM repair source if needed
If DISM cannot obtain repair files through Windows Update, Microsoft supports specifying a known-good Windows repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows only with a genuine repair source that matches the installed Windows edition, language, and architecture. Do not substitute an arbitrary folder or a downloaded DLL collection.
Fix 2: Remove and re-add the Turkish F keyboard
Use this fix when the error appears during language switching, sign-in, or while Turkish F is selected. Repair Windows first if the file is missing or damaged.
On Windows 11:
- Open Start > Settings.
- Select Time & language.
- Choose Language & region.
- Find the language associated with the keyboard.
- Select its three-dot menu.
- Choose Language options.
- Under Keyboards, select the Turkish F layout.
- Open its three-dot menu and choose Remove.
- Restart Windows.
- Return to Settings > Time & language > Language & region.
- Open the appropriate language’s Language options.
- Select Add a keyboard.
- Add Turkish F.
Microsoft notes that keyboard layouts are not always grouped under the language you expect. Check the installed layouts under each relevant language rather than assuming Turkish F must be listed beneath the current display language. The official keyboard and input-layout instructions also note that Windows may require another layout before it allows you to remove the only one.

On Windows 10, open Settings > Time & Language > Language, select the language, choose Options, and manage the keyboard under Keyboards. The exact labels can vary slightly between Windows builds.
Fix 3: Check whether antivirus quarantined the file
Security software can quarantine a valid Windows file, but restoring a file solely because its name is kbdtuf.dll is unsafe.

- Review entries involving
kbdtuf.dll. - Check the file path and detection details.
- Restore it only if the item is demonstrably the genuine Microsoft system file and the detection is a false positive.
- Run Scan options > Full scan.
A file in %WINDIR%System32 or %WINDIR%SysWOW64 that is digitally signed by Microsoft Windows is expected. A copy in Downloads, Temp, an application directory, or an unknown folder deserves investigation.
You can check the signature from PowerShell:
Get-AuthenticodeSignature "$env:windirSystem32kbdtuf.dll"
You can also calculate its local hash:
Get-FileHash "$env:windirSystem32kbdtuf.dll" -Algorithm SHA256
A hash is useful for comparing the exact file against a trusted matching source, but file versions and hashes vary between Windows releases and cumulative updates. Do not treat a third-party metadata hash as universal.
If malware is suspected, disconnect the affected computer from untrusted networks, complete a Defender scan, and back up important personal files. If ordinary repair cannot restore confidence in the installation, review Microsoft’s Windows recovery options.
Fix 4: Repair the program that reports the error
If Windows itself works normally and only one older application reports kbdtuf.dll, the application may be incorrectly bundling or requesting a system component.
First complete the Windows repair steps. Then:
- Open Start > Settings > Apps > Installed apps on Windows 11.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- If Repair does not help, use Reset only if you understand that it may remove the application’s local settings.
- If those options are unavailable, uninstall the program.
- Restart Windows.
- Download the installer from the application’s official vendor.
- Reinstall it.
Windows 10 users can find similar controls under Settings > Apps > Apps & features. Microsoft also documents repairing and reinstalling apps and programs.

Do not assume the program installed kbdtuf.dll. If the application is old, it may have an incorrect DLL search path or an architecture problem.
Fix 5: Check 32-bit and 64-bit loading
A 32-bit process and a 64-bit process do not necessarily load the same copy of a system DLL. On 64-bit Windows:
- Native 64-bit system files normally belong in
System32. - 32-bit system files normally belong in
SysWOW64.
To identify the application architecture:
- Start the affected program if possible.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Details.
- Right-click a column heading and choose Select columns if architecture information is available.
- Check the application’s documentation or installation directory if Task Manager does not identify it.
- Do not replace files manually based only on the filename.
A mismatched DLL may produce “not designed to run on Windows” or similar loader errors. The correct solution is to repair Windows and reinstall the application using the appropriate build, not to swap copies between system folders.
If you are troubleshooting a broader driver or hardware issue at the same time, confirm the device manufacturer’s exact Windows and architecture support before updating. Hunting through dozens of driver versions manually is easy to get wrong. If SFC repeatedly reports unrepaired files, or the same corruption returns after a restart, the storage or file system may be contributing to the problem.

Save your work, then open Command Prompt as administrator and run:
chkdsk /f C:
If Windows says the volume is in use, type Y when asked whether to schedule the check for the next restart. Restart the computer and allow the scan to finish.
Repeated corruption can also indicate a failing drive. Review Event Viewer for disk or file-system errors and check the computer manufacturer’s storage-health utility when available. Repairing the DLL without addressing storage corruption may only provide a temporary result.

Does regsvr32 kbdtuf.dll fix it?
No. Do not use regsvr32 as a normal repair for this file.
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Keyboard-layout DLLs use the layout architecture described in Microsoft’s keyboard-layout sample documentation and are not ordinary COM or ActiveX components.
Running:
regsvr32 kbdtuf.dll
may produce an error saying that DllRegisterServer was not found. Even if the module loads, registration does not repair the Windows input-layout configuration.

Manually editing that registry area is not a first-line repair. Remove and re-add the layout through Windows Settings instead. Microsoft documents the related registry structure here.

Generally, no.
Random DLL download sites can provide:
- The wrong Windows-build version.
- The wrong 32-bit or 64-bit architecture.
- An unsigned or modified file.
- Incorrect permissions.
- A file carrying malware.
- A copy that does not match the keyboard-layout registration.
- A temporary workaround that leaves Windows component corruption unresolved.
Do not place a downloaded DLL beside a game or application executable. That can change DLL search behavior and make the security problem worse.

The supported sources are Windows Update, DISM’s matching repair source, SFC, the installed Windows recovery environment, or a Windows repair installation. Manual replacement is appropriate only for an administrator servicing an offline Windows image from a known-good matching installation source.
Fix 7: Use Windows recovery when servicing fails
If DISM and SFC cannot repair the installation, use progressively stronger Windows recovery options.

If the option is available:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.

System Restore
If the problem began after a recent change:
- Open Start.
- Search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the error appeared.
- Review the affected programs and complete the restore.
Repair installation or reset
If the file remains missing across multiple accounts and Windows repair continues to fail, use installation media for a repair installation or select an appropriate reset option. Back up personal data first and read each option carefully because reset and clean-install paths can remove applications or files.
Common mistakes to avoid
- Reinstalling Visual C++, DirectX, or .NET without evidence that the failing program needs a damaged runtime.
- Copying a 32-bit file into
System32. - Copying a 64-bit file into
SysWOW64. - Disabling Windows protection to replace a protected file.
- Running
regsvr32repeatedly. - Restoring an antivirus quarantine item without checking its signature and path.
- Editing keyboard-layout registry keys before trying Windows Settings.
- Assuming a game caused the error because it displayed the message.
- Treating every
kbdtuf.dllcopy as safe because the filename looks correct.
FAQ
Is kbdtuf.dll malware?
The genuine Windows component is a Microsoft file for the Turkish F keyboard layout. A file with that name is not automatically safe. Check its location, Microsoft Authenticode signature, and why it exists. A copy in an application folder, Temp, Downloads, or an unknown directory should be investigated.
Is kbdtuf.dll a driver?
It is a keyboard-layout DLL, not a hardware driver in the usual sense. Windows loads it to obtain the Turkish F key mapping.

Is Turkish F required for Windows?
Only users who need the Turkish F input layout require its functionality. Its presence or absence does not mean every Windows installation must show the file in both system directories.
Why does Windows say the specified module could not be found when the file exists?
The loader may be unable to find a dependency required by kbdtuf.dll, or the requesting process may be using the wrong architecture. Check the process, file path, system integrity, and application installation rather than assuming the visible filename is the complete cause.
Will changing the keyboard to Turkish Q fix it?
It may avoid using the Turkish F layout, but it does not repair a missing or corrupted Windows component. Run DISM and SFC, then remove and re-add the affected layout if necessary.
What if SFC repaired the file but the error remains?
Restart Windows first. Then confirm which process reports the error, whether it is 32-bit or 64-bit, and which path it is attempting to load. If only one application fails, repair or reinstall that application.
Is there an official standalone kbdtuf.dll download?
There is no need for a consumer standalone download. Restore the protected Windows file through Windows Update, DISM, SFC, Windows recovery, or a repair installation.
