A December 2024 report says design documents for Grand Theft Auto III and a planned online component outlined factions, skills and property ownership. Those are proposed features described in the documents—not proof that they appeared in the released game.
What did the reported GTA III leak reveal?
Insider Gaming reported on December 26, 2024, that design documents dated to 2001 described ambitious plans for Grand Theft Auto III and GTA III Online. The outlet highlighted three proposed systems:
- Factions: a system organizing groups within the game world.
- Skills: a system for character abilities or progression.
- Property ownership: the ability for players to own properties.
The report characterizes these as plans in the documents. It does not provide a complete comparison with the released game, so the leak should not be read as evidence that all three systems—or every detail in the documents—made it into the final release.
When and where were the files posted?
According to Insider Gaming, a user identified as FrankieLiberty uploaded the files to GTAForums on December 17, 2024. The report says the user explained that they posted them because other users were selling the files for profit. It describes the documents as dating to 2001, citing multiple reports.

Who was meant to develop GTA III?
Insider Gaming says the documents identified Barking Dog Studios as the intended original developer. The report also says Take-Two Interactive acquired the studio in August 2002, after which it became Rockstar Vancouver. These studio-history details are reported by the outlet; the available account does not independently establish them through a primary corporate source.

The available substantive account is Insider Gaming’s December 26, 2024 report. The original GTAForums post and archive links referenced in that account were inaccessible for independent review, so the full files, their completeness and their provenance cannot be authenticated from that account alone. No named developer or company representative is quoted in the report; its feature descriptions should therefore be treated as the outlet’s summary of the documents, not as a developer’s public confirmation.

The report makes the leak notable for the scale of the concepts it describes, but it does not establish why any proposed feature may have changed or whether every item was intended for the same version of the game.
