libjcc.dll errors may say “The program can’t start because libjcc.dll was not found,” “libjcc.dll is missing from your computer,” or “Error loading libjcc.dll.” Windows may also report that libjcc.dll “could not be loaded” or that the specified module could not be found.
The 60-second answer
libjcc.dll is not a normal Windows component. It is the Jaguar Common Client Library, associated with Sybase EAServer and older Sybase or SAP PowerBuilder runtimes. InfoMaker and business applications built with those technologies may also install it.

The safest fix is to identify the application named in the error, then repair or reinstall that application using its original installer or the exact matching runtime package. Do not begin by downloading a lone DLL, copying it to System32, or running regsvr32.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat causes a libjcc.dll error
The most likely causes are:
- The owning application or runtime was incompletely installed.
- An uninstall, cleanup utility, or failed update removed the file.
- Antivirus software quarantined it.
- The application is loading a runtime from the wrong directory.
- A different PowerBuilder or EAServer release supplied an incompatible copy.
- The application is 32-bit but has a 64-bit runtime, or the reverse.
- A dependency of
libjcc.dllis missing. - The file is damaged or the application directory is corrupted.
The filename alone does not identify a safe replacement. Different products and releases can ship different builds, and the correct file must match both the application and its architecture.

1. Identify the program that owns the file
Before changing Windows folders, find the executable that is failing.
Check the error window
Read the dialog title and the full path shown in the message. Note:
- The application name
- The executable name
- The folder containing the executable
- Whether the error appeared during startup, installation, or an update
If the message names a business application, reporting tool, database client, or legacy office program, repair that application first.
Check the shortcut
- Right-click the failing program’s shortcut.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Right-click the target folder and choose Open file location if available.
If no application is visible, inspect background launch points:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps and look for an old business application.
- Check Task Scheduler by searching for it from the Start menu.
- Look for scheduled tasks or services belonging to software that was recently removed.
Do not delete an unknown startup item just because it mentions a DLL. Record its path first.
2. Repair the affected application
This is the most likely successful fix.
Use Windows repair
If the application supports Windows repair:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the application named in the error.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Restart Windows and launch the application again.
Some desktop programs do not provide Advanced options. In that case:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the affected application.
- Choose Change, Modify, or Repair.
- Follow the installer prompts.
- Restart Windows.
If repair is unavailable or fails, uninstall and reinstall the application from its original installation media or its publisher’s official distribution. Back up application data and configuration first.
A successful repair normally restores libjcc.dll beside the application or inside the application’s intended runtime directory. It may not place the file in a Windows system folder, and that is expected.
PowerBuilder and EAServer applications
Older PowerBuilder applications commonly depend on libjcc.dll through their PowerBuilder runtime. EAServer installs its own copy in its dll directory, and generated client components can call functions in that library.
Use the runtime package supplied for the application’s exact release. Older PowerBuilder documentation identifies packages such as PBCLTRT125.msi; do not assume that package is correct for a different release.

If the application publisher supplied a deployment package, use that package rather than copying a DLL from another computer. EAServer and PowerBuilder may each contain a file with this name, but mixing their runtime files can prevent the application from starting.

A 32-bit application needs the vendor’s 32-bit runtime. A 64-bit application needs the vendor’s 64-bit runtime. The filename libjcc.dll does not reveal which architecture it uses.
To check the application type, ask the application publisher or check its deployment documentation. You can also inspect the executable with a trusted administrative tool, but do not infer compatibility from the Windows folder where the program is installed.
Do not install both architectures randomly and do not replace an older runtime with a newer one merely because the filename matches. Restore the version shipped with the affected application.
Why System32 is usually wrong
Do not copy libjcc.dll into:
C:WindowsSystem32C:WindowsSysWOW64
Those folders are not general-purpose storage for third-party application runtimes. A documented SAP PowerBuilder Runtime Packager problem specifically showed that copying the file to System32 did not resolve the error.

4. Handle a missing dependency
Windows can report “The specified module could not be found” even when libjcc.dll is visibly present. In that situation, Windows may be unable to find a dependency used by libjcc.dll.
Older PowerBuilder runtime documentation lists related files such as:
libjutils.dlllibjtml.dllnlwnsck.dll- Microsoft Visual C++ runtime components
The reliable fix is to reinstall the complete matching vendor runtime, not just the file named in the dialog.

If the error says “bad image” or indicates that the file is not designed to run on Windows, suspect a corrupted or incompatible runtime. Remove the damaged installation through the application’s installer and reinstall the complete package.
5. Check antivirus quarantine
Security software may remove a legitimate application file after an update or scan.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving the application folder or
libjcc.dll. - Do not restore the file immediately.
- Verify that it came from the legitimate application installer.
- Update Windows Security and run a full scan.
- If the file is confirmed legitimate, restore it only according to your organization’s security policy.
- Repair or reinstall the application afterward so the complete runtime is restored.
Microsoft explains this process in its guide to Protection History in Windows Security.
Recommended Free Tools
If antivirus repeatedly quarantines the file, contact the application publisher or your security administrator. Do not weaken protection simply to make the application launch.
6. Check the application path and duplicate runtimes
An application can load an incompatible copy from an unexpected directory.
Look for multiple copies only as a diagnostic step:
- Open File Explorer.
- Search the application’s installation directories for
libjcc.dll. - Record each path and its file properties.
- Do not replace, rename, or delete copies yet.
- Compare the locations with the application publisher’s deployment instructions.
Windows uses a defined DLL search order. Microsoft documents that order in its Dynamic-Link Library Search Order guidance.
A copy beside the executable may be intentional. Remove a stray copy only when the vendor specifically directs you to do so. The proper correction is usually to repair the application’s path or reinstall its intended runtime.
7. If the error appears during Runtime Packager setup
If the message appears while installing a PowerBuilder Runtime Packager rather than while launching a business application, treat it as an installer or runtime-path problem.
Do not copy libjcc.dll to System32. Instead:
- Cancel the installer.
- Restart Windows.
- Confirm that you are using the Runtime Packager intended for the application’s PowerBuilder release.
- Confirm whether the package is 32-bit or 64-bit.
- Run the installer from a local folder.
- Right-click the installer and select Run as administrator.
- Retry the installation.
- If it fails again, remove the incomplete runtime installation and obtain the correct package from the application publisher or authorized vendor support.
If the dialog contains a path under C:WindowsSystem32, that path may describe where the installer looked, not where the application should permanently store the runtime.

8. Repair Windows components only when broader corruption is suspected
Windows repair commands usually will not recreate a third-party Sybase or PowerBuilder DLL. They are useful when several Windows components are failing or the problem began after broader system corruption.
First run Windows Update:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
Microsoft’s Windows Update instructions provide the current process.
Then open Command Prompt as administrator:
- Search for
Command Prompt. - Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows and test the application. Microsoft recommends running DISM before System File Checker in its SFC and DISM guidance.
Repeating these commands will not supply the correct application runtime if the program’s own installation is missing.
If manually comparing application versions and repeating DISM/SFC is taking time without identifying the cause, Outbyte PC Repair can scan for reported Windows problems; its free scan shows what it finds, while repair features require the full version. Reinstalling the affected application remains the definitive fix for a missing libjcc.dll runtime.
9. Reinstall drivers only when evidence points there
A driver is not the normal owner of libjcc.dll. Use this step only if the application’s error log identifies a device or driver component, or if the failure began with a hardware change.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the category related to the reported device.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
For a documented driver failure, use the hardware manufacturer’s official driver package. Outbyte Driver Updater can scan for outdated drivers and show what needs attention; driver installation through the full version is optional and is not required to repair a PowerBuilder application runtime.
Do not reinstall graphics, audio, chipset, DirectX, or .NET components merely because libjcc.dll is missing.
Why regsvr32 usually does not help
Do not routinely run:
regsvr32 libjcc.dll
regsvr32 is intended for self-registering COM or OLE libraries that provide the DllRegisterServer entry point. A runtime library such as libjcc.dll is normally loaded by the application and does not need registration.

Avoid random DLL downloads
Do not download libjcc.dll from an unaffiliated DLL archive or copy it from an unknown computer. That file may contain malware, use the wrong architecture, belong to a different runtime release, or leave other required dependencies missing.
There is no verified universal standalone Sybase download for every application. Safe sources are:

FAQ
Is libjcc.dll part of Windows?
No. It is an application runtime library associated with Sybase EAServer and older PowerBuilder-based software. It should not normally be installed in a Windows system folder.
Which applications use libjcc.dll?
Sybase EAServer, older SAP or Sybase PowerBuilder applications, InfoMaker, and commercial business programs built with those runtimes may use it. The executable named in the error is the best way to identify the owner.
Can I use a newer libjcc.dll?
Do not assume so. Runtime versions and architectures are not interchangeable. Restore the file set supplied for the affected application.
Is the 32-bit file interchangeable with the 64-bit file?
No. The runtime architecture must match the application architecture.
Should I register libjcc.dll?
Normally, no. regsvr32 is not a general repair command for application runtime libraries.
Why does Windows say the module is missing when the file exists?
A dependency of libjcc.dll may be missing, or Windows may be loading an incompatible copy. Repair the complete matching runtime instead of copying another standalone DLL.
