The safest fix is to identify the program requesting it, then repair or reinstall that exact program with a compatible build instead of downloading a random DLL.
What this file actually does
libmcrypt.dll is the Windows library associated with libmcrypt, an obsolete encryption library. Older PHP mcrypt extensions used it to provide encryption functions to PHP applications.
It is different from php_mcrypt.dll:
php_mcrypt.dllis the PHP extension.libmcrypt.dllis the underlying library that affected builds may require.- A PHP warning naming
php_mcrypt.dllcan therefore be caused by a missinglibmcrypt.dll, another dependency, or an incompatible PHP build.
The file is not part of Windows and should not normally be placed in C:WindowsSystem32 or C:WindowsSysWOW64. It was historically distributed with older PHP packages, Apache bundles, XAMPP or WAMP installations, standalone mcrypt packages, and applications that embedded the library.
PHP removed mcrypt from the core distribution beginning with PHP 7.2. Modern PHP applications should generally migrate from mcrypt to OpenSSL or another maintained cryptographic library. A separately installed PECL mcrypt extension may still need compatible legacy files, but adding an old DLL to a current PHP installation is not a durable upgrade strategy.

Diagnose the error before changing files
The exact wording gives useful clues, but it does not identify the owner by itself:

First, note the executable that displays the message. If it appears while starting a game, utility, server, or desktop application, that program is the owner. If it appears when running php.exe, Apache, IIS FastCGI, or a web project, inspect the PHP installation instead.
You can also check the folder containing the executable. Application DLLs are commonly stored beside the requesting executable or inside the application’s own runtime directory. Do not assume that a copy found in an unrelated folder is trustworthy.
Fix 1: Repair or reinstall the owning application
This is the highest-probability solution for a third-party application.

If the program appears in Windows Settings
- Press Windows + I.
- Select Apps.
- Choose Installed apps.
- Find the application that reports the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If there is no Repair button, or the repair does not restore the file, select Uninstall. Restart Windows, download the installer from the application developer, and install it again.
If it is a traditional desktop installer
Open Control Panel by pressing Windows + R, entering:
appwiz.cpl
and pressing Enter.
Select the affected program and look for Repair, Change, or Uninstall. Choose Repair first. If repair is unavailable or fails, uninstall the program, restart Windows, and reinstall it using the original developer-supplied installer.
Close the application before repairing it. If the installer fails to write files, right-click the installer and choose Run as administrator. Reinstalling the program is preferable to copying libmcrypt.dll manually because the installer restores the complete set of matching files and configuration entries.

The fix worked if the original program opens without the DLL message and its normal features operate correctly. If the same error returns, confirm that you repaired the exact installation being launched. Multiple copies of PHP or an application can leave a shortcut pointing to a different executable.
Fix 2: Repair a legacy PHP, XAMPP, or WAMP installation
If the error names PHP, Apache, a web control panel, XAMPP, or WAMP, do not mix DLLs from different packages.
- Open the application’s control panel and stop Apache, PHP, and related services.
- Identify the PHP executable being used. In Command Prompt, run:
bat
where php - Check the version and build:
bat
php -v - Check the loaded configuration file:
bat
php --ini - Open the reported
php.ini. - Check the
extension_dirsetting. - Confirm that the configured extension is actually present in that directory.
- Check that
php_mcrypt.dlland its requiredlibmcrypt.dllare from the same PHP package. - Restart Apache or the relevant PHP service.
- Run
php -mand check whether the extension loads without a startup warning.
For PHP, all of these must agree:
- PHP version
- x86 or x64 architecture
- Thread Safe or Non Thread Safe build
- Compiler family
- Web-server integration method
Thread Safe builds are associated with module-based Apache use, while Non Thread Safe builds are commonly used with FastCGI or IIS. The correct choice depends on the existing PHP stack. Do not replace an x86 extension with an x64 file, or a TS extension with an NTS build.
The official PHP Windows downloads and official PECL mcrypt package archive are the appropriate sources for a legacy installation. The PECL archive lists separate Windows builds by PHP version, architecture, and TS/NTS status. Inspect the package contents and follow its installation instructions rather than assuming every archive contains the same standalone library layout.
If the PHP application can be updated, remove its mcrypt dependency instead. PHP’s mcrypt support is obsolete, and maintained encryption APIs such as OpenSSL are a safer long-term direction.
How to tell whether it worked
Run:
php -m
The command should complete without the Unable to load dynamic library warning. If the warning remains, run:

php --ini
php -i | findstr /I "Architecture Thread Safety extension_dir"
Then compare those values with the extension package. If the error says the module exists but cannot be found, another dependency may be missing. Reinstall the complete PHP package instead of adding individual files from unrelated builds.
Fix 3: Check antivirus quarantine
Security software can remove or quarantine an old encryption library, particularly when it is bundled with an old application.
Microsoft Defender
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
libmcrypt.dllor the affected application. - Expand the event and inspect the file path.
- Restore it only if the file came from the trusted application installer or an official package.
- After restoring it, repair or reinstall the owning application.
- Run a full scan from Virus & threat protection.
Do not restore a DLL merely because its filename matches the error. An unexpected copy, an altered file, or a DLL found in a temporary directory may be unsafe. If Defender repeatedly removes the file, leave it quarantined and obtain a clean copy through the application’s official installer.
Fix 4: Check architecture and application paths
A 32-bit application cannot safely use an arbitrary 64-bit replacement, and a 64-bit application may reject a 32-bit library. The same principle applies to PHP extensions.
Find the application’s executable in Task Manager:
- Start the program until the error appears, if possible.
- Press Ctrl + Shift + Esc.
- Open Details.
- Right-click the column headings and choose Select columns.
- Add Platform, if your Windows version provides it.
- Compare the executable architecture with the package you intend to install.
Not every Windows build exposes the platform column. In that case, use the application developer’s documentation or reinstall the complete application package, which avoids guessing.

Keep application DLLs in the directory specified by the application or installer. Copying them to a global Windows directory can cause the wrong program to load the wrong build and can create new errors for unrelated software.
Fix 5: Update or reinstall the application’s drivers only when identified
Drivers are not an established general fix for libmcrypt.dll. If the requesting application is a game or hardware utility and its own documentation identifies a graphics, chipset, audio, or device dependency, update that specific driver through the hardware manufacturer or Windows Update.
- Right-click Start and open Device Manager.
- Expand the device category named by the application’s documentation.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- If the device is malfunctioning, right-click it again, choose Uninstall device, restart Windows, and install the manufacturer’s current package.

Fix 6: Repair Windows components as a secondary step
Because libmcrypt.dll is normally a third-party application file, SFC and DISM will not usually restore it. They are appropriate when Windows itself has damaged protected components or when other built-in Windows features are also failing.

- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
Run DISM first:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to complete. Then run:
sfc /scannow
Restart Windows after both commands finish and test the original application.
Microsoft documents DISM image repair and System File Checker for Windows component repair. These commands cannot be treated as a guaranteed source for a vendor DLL.
Repeating SFC and DISM without identifying what changed can waste time. Do not run:
regsvr32 libmcrypt.dll
regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer, typically COM components. A normal libmcrypt runtime library is not established as a self-registering COM DLL, so registration will not repair PHP’s dependency loading.

C:WindowsSystem32
C:WindowsSysWOW64
Those directories are not general-purpose storage for application libraries. System32 is not simply “the 64-bit folder” in every context, and SysWOW64 exists for Windows compatibility redirection. Global copying can introduce architecture conflicts and hide the real broken installation.
Windows Features, DirectX repair, Visual C++ repair, and driver updates are not automatic solutions for this file. Use them only when the requesting application specifically identifies one of those components as its dependency.

When the file exists but still will not load
A present DLL can still produce “The specified module could not be found.” Windows may be unable to find a dependency that libmcrypt.dll needs, or the file may have the wrong architecture, compiler compatibility, or damaged contents.
Work through these checks:
- Confirm the error’s executable path.
- Confirm the DLL is in the application’s expected directory.
- Check that the application and DLL are both x86 or both x64.
- For PHP, verify the PHP version, TS/NTS mode, compiler family, and
extension_dir. - Reinstall the complete application or PHP package.
- Review antivirus quarantine.
- Use a trusted dependency inspection tool to identify the missing imported module.
- Capture the full error text and the path of every involved executable.
Do not download each dependency separately from random DLL websites. A dependency chain is fixed more reliably by reinstalling the package that supplied the executable and its runtime files.
Safe sources and unsafe shortcuts
Avoid generic DLL download sites sites. They may provide malware, a modified file, an incompatible architecture, or a build that satisfies the filename while failing the application’s actual dependency requirements. Unverified claims about a universal version, size, checksum, publisher, or Windows support should not guide a replacement.
Use the original developer installer, the official PHP for Windows downloads, or the official PECL mcrypt package archive for a legacy PHP stack. Preserve the package’s directory structure and match the application’s build requirements.
Final fallback: restore or contact the vendor
If the program worked recently and a Windows update or installation change preceded the failure, use System Restore only as a fallback:
- Open Start and search for Create a restore point.
- Select System Restore.
- Choose a restore point from before the problem.
- Review affected programs.
- Start the restore and restart Windows.
System Restore is not a replacement for repairing an obsolete PHP dependency. For an old PHP website, code migration may be the correct fix. For a commercial application, provide the vendor with the executable path, complete error message, Windows version, application version, architecture, and any antivirus quarantine details.
FAQ
Is libmcrypt.dll part of Windows?
No. It is associated with the old libmcrypt encryption library and applications that bundled or depended on it.
Does PHP 7.2 or newer need libmcrypt.dll?
Core PHP no longer includes mcrypt beginning with PHP 7.2. A separately installed PECL extension or an old application may still request it, but modern projects should migrate away from mcrypt.
Is libmcrypt.dll the same as php_mcrypt.dll?
