“The program can’t start because libnelo2.dll is missing from your computer. Try reinstalling the program to fix this problem.”
libnelo2.dll errors usually involve LINE for Windows, not Windows itself. The safest fix is to rebuild the LINE installation rather than download this DLL or copy it into a Windows system folder.
Which fix applies to you
Use the first matching situation:
- LINE stopped opening after an update, crash, or incomplete uninstall: uninstall LINE, restart Windows, and install the current Windows package from LINE’s official website.
- Windows Security removed the file: inspect Protection history, then prefer reinstalling LINE instead of restoring an old DLL.
- The file exists but LINE still will not start: the file may be corrupted, incompatible with the executable, blocked, or missing a dependency. Reinstall the complete application.
- The error names
VCRUNTIME140.dllorMSVCP140.dllinstead: repair or install the Microsoft Visual C++ Redistributable with the architecture required by LINE. - Several Windows programs are failing: update Windows, then run DISM and SFC.
- The error began after a driver, update, or software change: check Event Viewer and consider System Restore. Update drivers only when Device Manager or the application identifies a driver problem.
- A game or unrelated program names
libnelo2.dll: identify the executable’s installation directory before changing anything. An old bundled copy may have come from another application.
What libnelo2.dll belongs to
Public file inventories associate libnelo2.dll with the Nelo2 Windows SDK, a crash-reporting component attributed to NBP Corp. Inventories of the Windows desktop version of LINE list it alongside files including crashReport.exe and NELO.dll.
That attribution is supported by file inventories rather than a current public NBP SDK specification or LINE technical reference. The practical conclusion is still clear: this is a private application DLL associated with LINE installations, not a normal Windows component and not a standalone Microsoft runtime.

Older LINE installations may place the file in locations such as:
C:Program FilesNaverLINE
%LOCALAPPDATA%LINEbincurrent
The exact directory depends on the LINE release and installation method. Windows normally searches an application’s own directory when loading a private DLL. It does not require this file to be in C:WindowsSystem32 or C:WindowsSysWOW64.
Public file records list 32-bit examples, including these historical entries:

These records are not confirmation of every current LINE build. A 32-bit application needs its 32-bit private DLL even when Windows itself is 64-bit. Installing a 64-bit runtime cannot replace a missing libnelo2.dll.
Fix 1: Reinstall LINE completely
This is the most likely solution for a missing, damaged, outdated, or mismatched copy.
Uninstall the existing installation
- Close LINE.
- Press Ctrl + Shift + Esc to open Task Manager.
- In Processes, close LINE, its updater, or any crash-reporting process that is still running.
- Open Settings with Windows + I.
- Select Apps > Installed apps.
- Search for LINE.
- Select the three-dot menu beside LINE and choose Uninstall.
- Follow the uninstall wizard.
- Restart Windows.
Do not manually copy a replacement DLL into the old directory before uninstalling. Mixed files from different LINE releases can be incompatible, and Windows’ DLL search order can cause the wrong copy to load.
Install LINE from its official source
After restarting, download the Windows version from LINE’s official website and install it normally. Do not use a DLL repository as the download source.

When installation finishes:
- Start LINE from the Start menu.
- Sign in using your normal account method.
- Complete any verification code or account confirmation requested after reinstalling.
- Try the action that previously produced the error.
The repair worked if LINE opens without the loader message and remains open after restarting Windows. If libnelo2.dll is still reported as missing, continue with the quarantine check below rather than copying a DLL from another computer.

Antivirus software can remove or quarantine an application file after an update or detection.
- Open the Start menu and search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections involving LINE or
libnelo2.dll. - Open the detection to see its location, status, and available actions.
Only restore or allow the file when you can verify that it came from a legitimate LINE installation and the security evidence supports that it is safe. Microsoft warns that allowing a malicious file can put the device and data at risk.
If the file was quarantined, the safer route is:
- Leave the suspicious or quarantined copy blocked.
- Uninstall LINE.
- Restart Windows.
- Download LINE again from its official website.
- Install it and complete sign-in verification.
The reinstall should place a clean application set together. If Windows Security quarantines the newly installed file again, do not repeatedly restore it. Run a full Microsoft Defender scan and investigate the detection.
Fix 3: Repair a Microsoft runtime only when the error names one
Visual C++ Redistributable packages do not contain libnelo2.dll. Installing one is not the primary repair for this file.

Use Microsoft’s current Visual C++ Redistributable downloads. For a likely 32-bit LINE process, the x86 package is generally the relevant architecture, even on 64-bit Windows. Install x64 as well only when another 64-bit application requires it.

After downloading the package from Microsoft:
- Run the installer.
- Accept the license terms.
- Select Repair if it is already installed.
- Otherwise select Install.
- Restart Windows.
- Start LINE again.
If the Microsoft runtime error disappears but libnelo2.dll remains missing, return to the complete LINE reinstall. The runtime cannot recreate a private LINE DLL.
Fix 4: Repair Windows components with DISM and SFC
DISM and System File Checker repair protected Windows components. They normally do not recreate a third-party LINE file, so use them when several applications fail, Windows features are damaged, or the problem began with broader system corruption.
- Open Start and type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to complete.
- Run:
sfc /scannow
- Restart Windows.
Microsoft recommends running DISM before SFC. Success means DISM completes without an error and SFC reports that it found no integrity violations or repaired corrupted files. If SFC reports that it could not repair some files, restart and run the commands again, then reinstall LINE regardless if the DLL itself is still missing.

Fix 5: Check the installation and error details
A file that exists can still fail to load. It may be the wrong build, corrupted, blocked, or dependent on another missing component.
Preserve the complete error before troubleshooting. Record:
- The executable or program name shown in the message
- Whether it says “missing,” “not found,” or “not designed to run”
- Any error code, including
0xc000007b - Whether the message appears when opening LINE, signing in, or starting Windows
Then check the likely LINE directories:
C:Program FilesNaverLINE
%LOCALAPPDATA%LINEbincurrent
If libnelo2.dll exists but the error continues, do not replace it with a downloaded copy. Uninstalling and reinstalling LINE removes mixed or damaged files and restores the matching executable and dependencies as one package.
If the error appears during Windows startup rather than when opening LINE:

- Open Task Manager with Ctrl + Shift + Esc.
- Select Startup apps.
- Disable an obsolete LINE entry if it points to an old installation.
- Restart Windows.
- Uninstall and reinstall LINE if the entry returns or the error persists.
For more detail, open Event Viewer:
- Press Windows + X.
- Select Event Viewer.
- Open Windows Logs > Application.
- Look for an error at the time of the failure.
- Note the faulting application and module names.
Fix 6: Update Windows and investigate drivers
A Windows update can repair broader servicing problems, but it will not supply libnelo2.dll.
- Open Settings > Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Test LINE again.
If the failure began after a graphics, storage, security, or chipset driver change, inspect Device Manager:

- Select Device Manager.
- Expand the category related to the suspected device.
- Right-click the device and select Properties.
- Review the General tab for an error.
- Open the Driver tab to view the provider and date.
- Use Update Driver only when Windows or the device vendor provides a matching update.
- Restart Windows and retest.

It does not replace reinstalling LINE, which remains the correct repair for a missing application DLL.
The Windows Features dialog is not a source for libnelo2.dll:
- Press Windows + R.
- Enter
optionalfeatures. - Select OK.
- Do not enable random features to resolve this error.
Windows Features can add optional Windows components, but it does not restore a private LINE file.
Fix 7: Use System Restore for a recent system change
System Restore is appropriate when the problem began immediately after a driver, update, or software installation and a restore point exists from before the failure.

rstrui.exe. - Select OK.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore and restart Windows.
System Restore rolls back system files, registry settings, drivers, installed programs, and updates while leaving personal files unchanged. It does not substitute for reinstalling LINE if the application installation itself is damaged.
Do not register or copy this DLL
Do not run:
regsvr32 libnelo2.dll
regsvr32 is for DLLs that expose registration functions such as DllRegisterServer. There is no evidence that libnelo2.dll is a COM or ActiveX server that needs registration.

Also avoid copying it to:
C:WindowsSystem32
C:WindowsSysWOW64
or to an unrelated application directory. This can create version conflicts and unsafe DLL-loading conditions. Random DLL download sites also cannot reliably establish the correct LINE build, architecture, provenance, or dependencies. Use LINE’s official installer for this file and Microsoft’s official pages for Windows components and Visual C++ packages.
FAQ
Is libnelo2.dll a Windows DLL?
No reliable evidence identifies it as a Windows component. Public inventories associate it with the Nelo2 Windows SDK and LINE’s Windows application.
Should I download libnelo2.dll separately?
No. Reinstall the application that owns it so the DLL matches LINE’s executable and related files.
Does it belong in System32?
No. It is expected to remain in LINE’s private installation directory. The exact path varies by release.
Is the file 32-bit?
Available public records list 32-bit versions, but those historical records do not prove that every LINE release uses the same version or architecture. The application and DLL must match.
Will Visual C++ Redistributable restore it?
No. Visual C++ can help only when the error identifies a missing Microsoft runtime dependency.
What if another program reports the error?
