If libssl-1_1.dll is missing, the safest fix is to identify the program requesting it and repair or reinstall that program from its official publisher.
Do not download this DLL from a random DLL website or copy it into System32. The application may require a particular OpenSSL build, a matching libcrypto-1_1.dll, or a specific 32-bit or 64-bit runtime.
What libssl-1_1.dll is
OpenSSL is a third-party security library. libssl-1_1.dll provides SSL/TLS functionality and normally works beside its companion cryptographic library:
libssl-1_1.dll: commonly the 32-bit librarylibssl-1_1-x64.dll: commonly the 64-bit librarylibcrypto-1_1.dll: related 32-bit cryptographic librarylibcrypto-1_1-x64.dll: related 64-bit cryptographic library
The 1_1 portion identifies the OpenSSL 1.1 ABI family. It is not interchangeable with libssl-3.dll, an OpenSSL 1.0.x file, or a DLL with a similar name.

Applications often place these files beside their executable or inside their own bin, lib, or runtime folder. Software that may use this type of dependency includes older Python-based tools, database clients, VPN and security products, Qt applications, games, and launchers.
Known file variants
File size and internal version depend on the vendor’s build, compiler, architecture, and packaging. These are examples rather than universal specifications.

Why Windows reports the error
You may see messages such as:
- “The code execution cannot proceed because libssl-1_1.dll was not found.”
- “The program can’t start because libssl-1_1.dll is missing from your computer.”
- “Failed to load libssl-1_1.dll.”
- “libssl-1_1.dll could not be found.”
- “libssl-1_1.dll is either not designed to run on Windows or it contains an error.”
The wording varies, but the cause is usually one of these:

The first question is not “Where can I download the DLL?” It is “Which program is trying to load it?”
Fix 1: Identify the program and its folder
Read the title bar or body of the error. If it appears while starting a game, launcher, Python tool, VPN, database client, or other application, that program is the repair target.
Also check the shortcut:
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Select Open File Location if available.
- Look for
libssl-1_1.dllbeside the executable or in folders namedbin,lib, orruntime.
If the message does not identify the program, search the usual application folders with PowerShell. Open Windows PowerShell from Start and run:
Get-ChildItem -Path "C:Program Files","C:Program Files (x86)" `
-Filter "libssl-1_1*.dll" -Recurse -ErrorAction SilentlyContinue
A result shows where an existing copy is stored. That location is a clue, not proof that the file is suitable for every application. Do not copy it into another program’s folder.
If the error appears after launching a shortcut, check Properties for the executable path. A portable application may have been moved or only partly extracted. Restore the original directory structure or extract the complete official archive again.

Fix 2: Repair or reinstall the application
This is the most reliable fix for a missing or damaged application-owned OpenSSL file.
Try Windows application repair
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair if Windows provides it.
- Start the application again.
Repair normally preserves the application’s settings. If there is no Repair button, or the error remains:
- Return to Settings > Apps > Installed apps.
- Select the application’s three-dot menu.
- Choose Uninstall.
- Restart Windows if requested.
- Download the installer from the application’s official publisher.
- Install the same architecture that the program requires.
- Launch the program from its new installation.
For a game, open its official launcher and look for Verify files, Verify integrity, Repair, or Scan and repair. Run that process before reinstalling the entire game. It should download the missing application files into the correct directory.
For a Microsoft Store application:
- Open Settings > Apps > Installed apps.
- Select the application’s three-dot menu.
- Choose Advanced options.
- Select Repair.
- If that fails, select Reset, understanding that this may remove the application’s local data.
If reinstalling fixes the error until the next update, the updater may be failing to deploy the dependency. Contact the application vendor and preserve the updater logs rather than repeatedly downloading individual DLL files.

Antivirus software can remove or quarantine a bundled DLL. Do not automatically restore it. First confirm that the application came from its legitimate publisher and that the detection concerns the expected installation.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Select Protection history.
- Open the relevant detection.
- Check the file path, detection name, and affected application.
- If the publisher and path are trustworthy, follow the available Restore or Allow on device option.
- Reinstall the application if you are uncertain about the file.
Reinstalling from the official publisher is usually safer than manually restoring a quarantined binary. Run a full security scan if the file appeared in an unexpected folder, changed after using an unofficial installer, or was accompanied by other suspicious behavior.
Fix 4: Match the application architecture
A 32-bit application needs its 32-bit OpenSSL dependency even when it runs on 64-bit Windows. Installing a 64-bit package does not satisfy a 32-bit application.
Check the application’s documentation or installer options. You can also inspect the executable with a trusted system or vendor diagnostic utility. The important distinction is:

- 64-bit application: generally requires the x64-named DLL set
- ARM64 application: requires an ARM64-compatible application package and dependencies
Do not rename libssl-1_1-x64.dll to libssl-1_1.dll, or rename libssl-1_1.dll to the x64 form. The filename and binary architecture must match what the application expects.
If you installed the wrong application edition, uninstall it and obtain the correct 32-bit or 64-bit release from the publisher. Let that installer place the DLL beside the executable.
Fix 5: Install Visual C++ Redistributable only when indicated
libssl-1_1.dll is not installed by Microsoft Visual C++ Redistributable. However, the OpenSSL DLL may depend on Microsoft runtime files such as VCRUNTIME140.dll, MSVCP140.dll, or Universal CRT components.
Install or repair the package only if the error also names one of those files or the application’s documentation requires it. Microsoft states that a 32-bit application needs the x86 package, even on 64-bit Windows.
Use Microsoft’s latest supported Visual C++ Redistributable downloads and choose the package matching the application:
- x86 for a 32-bit application
- x64 for a 64-bit application
- ARM64 for a compatible ARM64 application
After downloading:
- Close the affected application.
- Run the Redistributable installer.
- Accept the license terms.
- Choose Repair if it is already installed.
- Restart Windows.
- Test the application again.
If the error names only libssl-1_1.dll, installing Visual C++ Redistributable alone will not recreate it. Repair the application instead.
Fix 6: Inspect the DLL and its companion
If a copy exists in the application folder, inspect its basic metadata without moving it. Replace the path in this command with the actual location:

@{Name="Product";Expression={$_.VersionInfo.ProductName}}
Check whether the same folder contains libcrypto-1_1.dll or its x64 counterpart. If both files disappeared, the application installation is more likely incomplete or damaged.

A file that exists can still fail to load because it is corrupt, built for the wrong architecture, incompatible with the application, or dependent on another missing DLL. A “not designed to run on Windows” message especially points to corruption, wrong bitness, or an incompatible build rather than simple absence.
When reinstalling does not help, record the full path, exact error text, application version, and any companion DLL names. Use the application vendor’s diagnostic process or a trusted dependency inspection tool. Do not replace the file with a similarly named OpenSSL 3 library.
Fix 7: Repair Windows components only for Windows-level symptoms
Windows component repair is not the primary fix for an application-owned OpenSSL DLL. Use it when you also have damaged Windows features, repeated system-file errors, or broader operating-system problems.
Open Command Prompt as administrator:
- Open Start.
- Type
Command Prompt. - Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish, then run:
sfc /scannow
Restart Windows and test the application. DISM repairs the Windows component store, while SFC checks protected Windows system files. They will not normally recreate a DLL that belongs to a third-party application.
Repeating SFC and DISM without checking what changed rarely solves this specific error. If the problem began immediately after an update or installation, use Settings > System > Recovery > Open System Restore when available. Select a restore point from before the failure and follow the wizard. System Restore does not replace the need to repair the application if its own files were removed.

A graphics or device driver is not the normal source of libssl-1_1.dll. Consider driver work only when the application also crashes with graphics errors, fails to initialize a device, or shows a separate hardware-related message.
For a manual driver check:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters or Network adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Prefer the computer or device manufacturer’s official driver package when Windows cannot find a suitable update. What not to do
Do not download an isolated DLL
Random DLL download sites sites may provide the wrong architecture, an incompatible build, a modified file, or malware. Even a clean-looking replacement may not match the application’s OpenSSL ABI or its paired libcrypto-1_1.dll.
Use the application’s official installer, launcher repair function, Microsoft’s official runtime packages, or a vendor-provided package instead.

Do not copy it into System32 or SysWOW64
libssl-1_1.dll is not a Windows system component. Do not place it in:
C:WindowsSystem32C:WindowsSysWOW64- A global PATH directory
Global copies can create DLL search-order conflicts and cause unrelated applications to load the wrong OpenSSL generation. Keep the file in the application’s own directory unless the publisher specifies another location.

Do not run regsvr32
OpenSSL runtime libraries are normally loaded by an application and are not registered like COM components. Running:
regsvr32 libssl-1_1.dll
is not a valid repair and commonly produces a DllRegisterServer was not found error. Microsoft’s regsvr32 troubleshooting guidance explains this class of registration failure.
Do not substitute OpenSSL 3
libssl-1_1.dll and libssl-3.dll belong to different ABI generations. Renaming one to look like the other does not make it compatible. Obtain the exact runtime expected by the application, then plan to update the application because OpenSSL 1.1.1 is past public support.
FAQ
Is libssl-1_1.dll part of Windows?
No. It is an OpenSSL library shipped by the application or one of its vendors. It is not normally supplied in System32 or SysWOW64.
Is libssl-1_1.dll the same as libssl-1_1-x64.dll?
No. The names indicate different architecture variants. Use the version supplied for the application’s architecture, and do not rename either file.
Why is libcrypto-1_1.dll missing too?
The two libraries commonly work together. If both are absent, repair or reinstall the application rather than restoring only one DLL.
Will Visual C++ Redistributable install this file?
No. It can repair a separate dependency such as VCRUNTIME140.dll or MSVCP140.dll, but it does not install libssl-1_1.dll.
Why does the error say the file is not designed to run on Windows?
The file may be corrupt, built for the wrong architecture, incompatible with the application, or blocked by another missing dependency. Reinstall the correct application package and verify its architecture.

Is an application using OpenSSL 1.1.1 unsafe?
The DLL can be legitimate while still being outdated. OpenSSL 1.1.1 reached public end of life on 11 September 2023. Once the application works again, check for a current release from its publisher that uses a supported OpenSSL generation.
