The available build description does not establish exact support-gem links, a rotation, gem levels, passive-tree nodes, equipment, or ascendancy choices. Do not infer those details from the skill list alone.
Lightning Spear’s historical 0.2.0c adjustment
In the official 0.2.0c notes, Grinding Gear Games increased Lightning Spear’s attack speed from 50% to 60% of base, listed about 5% more damage at all gem levels, and reduced mana costs proportionately to the attack-speed increase. These are specific historical patch values, not verified numbers for a later client.
The 0.2.0c notes describe the patch as including “some balance adjustments to Player Minions, Spear Skills, some Bosses, as well as a number of bug fixes.” That release-level statement does not establish how Lightning Spear performs in a later patch.
