Yes—the unusually slow blue dog can win the dog race in The Legend of Zelda: Majora’s Mask. GamesRadar+ and PC Gamer report a first known legitimate first-place finish after Falkush ran more than 30,000 automated races using conditions selected to favor the blue dog. That is not an ordinary-play odds estimate, and it does not prove nobody had seen an unrecorded win before.
What happened in the Romani Ranch dog race
At Romani Ranch, players can bet on one of 14 dogs. The dogs have different base speeds, and their conditions can improve or reduce their performance. The reports describe the gold dog as a strong contender and the blue dog as unusually slow.

Falkush used an automated search to look for a legitimate blue-dog win. The reported strategy selected a favorable condition for the blue dog while disadvantaging faster rivals. After more than 30,000 attempts under that setup, the blue dog finished first. GamesRadar+ and PC Gamer both describe the result as a legitimate win (GamesRadar+; PC Gamer).
Why there are two reported blue-dog wins
The earlier premature finish
Before the legitimate result, the investigation found a blue-dog win associated with a rare premature-finish glitch in the race logic. GamesRadar+ reports more than 8,000 attempts for this glitch-associated result; PC Gamer specifies 8,410 races. That outcome is distinct from a normal race finish.

The later legitimate finish
The later result came from a separate search for a first-place finish without relying on that premature-finish condition. The 30,000-plus attempts belong to this optimized search, not to the earlier glitch result. Calling the legitimate win a glitch would conflate the two outcomes.
What the 30,000 attempts do—and do not—tell us
The attempt count describes an automated search with selected conditions that improved the blue dog’s chances. It is not a measured probability for a player betting on a dog in an ordinary race, nor does it mean a human would need to play 30,000 races. The reports do not establish a reproducible ordinary-play method or odds for an unselected setup.

PC Gamer also reports that the creator’s analysis found more than one quadrillion possible race permutations. That figure is attributed to the creator’s analysis; it is not an independently verified probability that the blue dog will win. A count of possible permutations alone would not establish the odds of a particular outcome.
Is this the first time the blue dog has ever won?
The careful description is the first known or first recorded legitimate blue-dog win reported by GamesRadar+ and PC Gamer. The available reporting cannot establish that no player ever saw an unrecorded win earlier.
