Valve gave a different account of how the issue reached Steam: it said payment processors and acquiring banks cited Mastercard Rule 5.12.7 and brand risk when discussing the platform’s game policies. Those accounts are not the same claim—and the available statements do not establish that Mastercard directly ordered Steam to remove games.
What did Mastercard deny?
In a company statement dated 1 August 2025, Mastercard said: “Mastercard has not evaluated any game or required restrictions of any activity on game creator sites and platforms, contrary to media reports and allegations.” The statement describes Mastercard’s own position on its conduct.

Mastercard also said its network allows lawful purchases but requires retailers to use appropriate controls so cards are not used for unlawful purchases, including illegal adult content. That is a distinction between lawful content and unlawful transactions; the statement does not say that every game a platform carries is acceptable to every payment intermediary. What did Valve say happened with Steam?
A statement attributed to Valve and reproduced by GamingOnLinux on 1 August 2025 says Mastercard did not contact Valve directly, despite Valve asking it to do so. Valve said Mastercard communicated with payment processors and their acquiring banks, which then contacted Valve. According to Valve, those processors rejected Steam’s explanation that it had followed a policy since 2018 of attempting to distribute games legal for distribution, and specifically cited Mastercard Rule 5.12.7 and risk to the Mastercard brand.

This is Valve’s account of what its intermediaries told it; the report does not independently verify the communications. It can be true both that Mastercard denied directly evaluating games or requiring restrictions and that Valve says intermediaries invoked a Mastercard rule while discussing Steam’s policies. The statements describe different parts of the chain, not a confirmed direct order from Mastercard to Steam. Read the report reproducing Valve’s statement.
What is Mastercard Rule 5.12.7?
Game Developer’s 4 August 2025 report reproduces rule language that bars merchants from submitting transactions that are illegal or that, “in the sole discretion of the Corporation,” may damage Mastercard goodwill or reflect negatively on its marks. The reproduced wording also refers to patently offensive material lacking serious artistic value and to other material Mastercard deems unacceptable.

The language, as reported, is broader than a prohibition limited to illegal transactions: it also refers to reputational concerns and material the Corporation considers unacceptable. That helps explain why Valve said processors cited both the rule and brand risk. It does not by itself establish which content or transactions were at issue, how the rule was applied in this episode, or that Mastercard ordered a particular game’s removal. The quoted text is contemporaneous reporting, not a complete or necessarily current legal interpretation. Read Game Developer’s report.
Mastercard cautions on its official rules page that rules and standards change and online documents may not always be absolutely current; the official rules govern if there is a discrepancy. Consult the current documents before relying on the precise operative wording.

How do card networks, processors and acquiring banks fit together?
A card network sets rules for transactions on its network. Payment processors and acquiring banks are intermediaries that work with merchants to handle card acceptance. In Valve’s telling, Mastercard’s communications went to processors and acquiring banks, and they relayed concerns to Steam. That indirect route matters: a platform can experience a payment-related restriction or warning without the network speaking to it directly.
The available statements do not provide a full account of every party’s contractual duties or all communications. They do, however, explain why Mastercard’s denial of direct game review and Valve’s description of processor pressure are not automatically contradictory.

Did Mastercard ban adult games on Steam?
The statements cited here do not establish a general Mastercard ban on adult games or prove that Mastercard directly ordered Steam to remove specific games. Mastercard said merchants must prevent unlawful purchases, including purchases involving illegal adult content. Valve said processors raised a Mastercard rule and brand risk in communications about Steam. A rule that addresses unlawful transactions as well as material considered damaging or unacceptable can prompt intermediaries to raise broader concerns, but the documents described above do not settle the specifics of any individual listing or transaction.
What did the FTC do in March 2026?
On 26 March 2026, the Federal Trade Commission announced that Chairman Andrew N. Ferguson had sent warning letters to PayPal, Stripe, Visa and Mastercard. The FTC said the letters raised concerns about publicly reported denials of service based on political or religious views. It warned that practices inconsistent with terms of service or customer expectations may violate the FTC Act and could lead to investigation and enforcement.
