Mastercard said it did not evaluate games or require game platforms to restrict content. Valve, however, said payment processors and acquiring banks invoked Mastercard rules and brand risk when discussing Steam’s content policy. The accounts differ on the role played behind the scenes: Valve says Mastercard did not contact it directly, while Mastercard denies directing platform restrictions. Public reporting does not include the underlying private communications, so it does not establish that Mastercard ordered a particular game removed.
Did Mastercard pressure Steam to remove adult games?
Mastercard’s August 1, 2025 statement said: “Mastercard has not evaluated any game or required restrictions of any activity on game creator sites and platforms, contrary to media reports and allegations.” The company also said its merchant controls are intended to prevent unlawful purchases, including purchases involving illegal adult content, and that it allows lawful purchases on its network. Mastercard’s statement sets out the company’s public position; it does not describe the private discussions Valve later reported.

Valve’s account, as reported by TechCrunch and PC Gamer, points to an indirect route: payment processors and their acquiring banks raised concerns with Valve and cited Mastercard rules. That is evidence of Valve’s reported account of intermediary communications, not independent proof that Mastercard itself directed Steam to remove a specific game.

Valve said it asked to speak with Mastercard, but that Mastercard did not communicate with Valve directly. Instead, Valve said, Mastercard communicated with payment processors and their acquiring banks, which then communicated with Valve.

As quoted by TechCrunch, Valve said it outlined Steam’s policy, in place since 2018, of attempting to distribute games that are legal for distribution. Valve said the processors rejected that explanation. PC Gamer reported Valve’s further characterization: “Payment processors rejected this, and specifically cited Mastercard’s Rule 5.12.7 and risk to the Mastercard brand.” These are Valve statements carried by the outlets, not independently published copies of the processor or bank messages.
The disagreement is therefore not simply whether Mastercard spoke directly to Steam. Valve said it did not. The unresolved issue is whether the intermediaries accurately conveyed Mastercard requirements, how they interpreted applicable rules, and how much influence Mastercard had on their decisions.

Why were games removed from Steam and itch.io?
In July 2025, Steam said some games might violate rules and standards set by payment processors, card networks, and banks, and that affected games would be retired from sale. PC Gamer reported Valve’s explanation that losing payment methods could also prevent customers from buying other games and content on Steam. The platform’s notice framed the issue around intermediary standards; it did not establish that Mastercard alone made the decision.
The episode also involved itch.io, which removed adult-content games from browse and search while conducting a review. TechCrunch reported that the developments followed an open letter from advocacy group Collective Shout criticizing the sale of certain games. That sequence does not by itself show that the letter caused a Mastercard directive.

On August 1, Mastercard issued its denial. Valve’s account of indirect communication was reported by PC Gamer and TechCrunch around August 1–3. TechCrunch also reported that itch.io had begun re-indexing free adult-content games while negotiating with payment processors. The platforms’ actions, the advocacy campaign, and the public statements form the documented chronology; the private decision-making remains less clear.
Did Mastercard directly tell Valve to take games down?
According to Valve, no: it said Mastercard did not communicate with Valve directly, despite Valve’s request. Valve instead described communications through payment processors and acquiring banks. Mastercard’s public statement separately denied evaluating games or requiring restrictions on game creator platforms.

Those positions are not fully interchangeable. Mastercard’s denial addresses its own direct evaluation or requirement of restrictions; Valve’s account describes what intermediaries told it. The public sources establish the companies’ stated positions and the reported sequence, but do not include the underlying messages or independently resolve whether intermediary requirements reflected Mastercard’s rules or influence. Neither account, on its own, proves that Mastercard directly ordered a named game’s removal.

Physical Steam gift cards are one option described in a New York Attorney General complaint filed February 25, 2026. The complaint says Steam Wallets can be funded with digital or physical gift cards and that retail cards may be bought using payment methods accepted by the vendor, including cash. This is a narrow funding alternative, not a way to reverse content restrictions or guarantee that every payment constraint is avoided. Retail availability, accepted payment methods, and redemption rules can vary.

The complaint is a court filing alleging facts, not an adjudicated finding about Steam’s funding practices or the 2025 payment-network dispute.
