mdt2fw95.dll Won’t Load: Repair the Legacy Microsoft App

You may see one of these messages when starting an old Microsoft program:

  • “The program can’t start because mdt2fw95.dll is missing from your computer.”
  • “This application failed to start because MDT2FW95.dll was not found.”
  • “Error loading mdt2fw95.dll. The specified module could not be found.”
  • “mdt2fw95.dll is missing or corrupted.”
  • “The procedure entry point could not be located.”
  • “The file mdt2fw95.dll is not designed to run on Windows or it contains an error.”

mdt2fw95.dll is a legacy 32-bit Microsoft Design Tools component, not a normal Windows 10 or Windows 11 system file.

The 60-second answer

Do not download mdt2fw95.dll from a random DLL website and copy it into System32 or SysWOW64. The safest fix is to identify the old Microsoft program requesting the file, then repair or reinstall that complete program from its original licensed installation media.

The file is associated with Microsoft Design Tools and has the internal description “Microsoft Design Tools – W95 Wrappers.” Historical installation records connect it with Visual FoxPro 6, Access Runtime and Office-era components, and SQL Server client or design tools.

Start by checking the application named in the error window. If the error appeared after removing SQL Server, Office, Visual FoxPro or an Access Runtime, reinstall or repair that parent product rather than replacing one DLL.

What is mdt2fw95.dll

mdt2fw95.dll is a Win32 DLL developed by Microsoft Corporation for Microsoft Design Tools. “W95 Wrappers” refers to compatibility components intended for older Windows software.

It is not established as a protected Windows component. Windows 10 and Windows 11 do not normally require this file for ordinary operation, and Windows Update, DirectX, Visual C++ Redistributables or .NET repair are not proven replacements for the missing legacy component.

The file is commonly encountered with old Microsoft development and database products, including:

  • Visual FoxPro 6
  • Access Runtime and related Office-era components
  • SQL Server 7.0 or SQL Server 2000 client tools
  • Enterprise Manager and DTS Designer installations
  • Other Microsoft Design Tools components installed by legacy software

The filename alone cannot identify the exact product on your computer. Several Microsoft installers shared related design-tool files.

Identify the program that needs the DLL

Read the complete error window

Look at the title bar and the first line of the error. The program name may identify the parent application more reliably than the DLL name.

For example, an error appearing while launching Enterprise Manager points toward SQL Server client tools. An error appearing when opening an old database application may point toward Access Runtime, Visual FoxPro or a custom program built with one of those tools.

Also note whether the message says:

  • The file is missing
  • The file could not be loaded
  • A procedure entry point is missing
  • The file is corrupt or not designed to run on Windows

These messages do not all mean the same thing.

Check recently removed applications

Open Settings and select:

  1. Apps
  2. Installed apps
  3. Sort by installation date if available
  4. Review entries related to Microsoft Office, Access, Visual FoxPro, SQL Server or database tools

On older Windows installations, open Control Panel > Programs > Programs and Features instead.

If the problem began immediately after uninstalling one of these products, the uninstall may have removed a shared component or left other shared files in an inconsistent state.

Check the application folder

Right-click the program’s shortcut and select Properties. The Target field shows the executable path. Open that folder and check whether other files with names beginning with mdt2 are present.

Do not assume that finding a copy elsewhere makes it safe to copy. Windows searches the application directory before normal system locations, so multiple copies can cause the wrong companion DLL to load. Microsoft documents this behavior in its DLL search order documentation.

Check security software quarantine

Open Windows Security:

  1. Select Virus & threat protection
  2. Select Protection history
  3. Review recent detections and quarantined files
  4. Expand any detection related to the legacy application

If another security product is installed, open its quarantine or detected-threats page.

Restore the file only when it came from the original installation, the parent application is legitimate and the security product confirms that the detection was a false positive. Afterward, repair the parent application. Do not add a random DLL download sites folder to an antivirus exclusion list.

Fix 1: Repair or reinstall the parent Microsoft program

This is the most likely and safest solution.

Repair the installed program

  1. Open Settings > Apps > Installed apps.
  2. Find the application named in the error.
  3. Select the three-dot menu beside it.
  4. Choose Advanced options if available.
  5. Select Repair.
  6. Restart Windows and launch the application again.

Some older products do not provide a modern Repair button. In that case:

  1. Open Control Panel.
  2. Select Programs > Programs and Features.
  3. Select the relevant Microsoft product.
  4. Choose Change, Repair or Modify, if offered.
  5. Follow the installer prompts.
  6. Restart the computer.

If the repair completes and the same error remains, continue with a complete reinstall.

Reinstall from original media

Use the original CD, mounted installer image or licensed software archive for the same product release. Do not mix files from separate releases.

  1. Back up the application’s databases, projects and configuration files.
  2. Uninstall the damaged parent product.
  3. Restart Windows.
  4. Run the original installer as an administrator.
  5. Install the complete application, including its client tools or design tools.
  6. Restart Windows again.
  7. Apply the matching service pack or update only after the base installation works.

A complete reinstall is particularly important for SQL Server 7.0, SQL Server 2000, Access Runtime and Visual FoxPro-era software because these products could share Microsoft Design Tools files.

If the installer does not run correctly on modern Windows, use a supported legacy Windows environment or a virtual machine instead of forcing old shared components into the current operating-system folders.

Fix 2: Resolve mixed Microsoft Design Tools versions

A missing-file message is not always caused by deletion. A procedure-entry-point error usually indicates that related DLLs are from incompatible releases.

This can happen after installing or removing multiple legacy products, such as:

  • SQL Server 7.0
  • SQL Server 2000
  • Access 2000-era components
  • Enterprise Manager
  • DTS Designer
  • Visual FoxPro

Do not replace only mdt2fw95.dll. A newer or older mdt2fw.dll, mdt2f.dll or another companion component may still be loaded.

Use this recovery sequence:

  1. Record the exact application producing the error.
  2. Back up databases, projects and installer configuration.
  3. Uninstall the related client or design tools.
  4. Restart Windows.
  5. Reinstall the complete product from matching media.
  6. Apply the product’s compatible service pack.
  7. Test the application before installing another legacy Microsoft product.

If several old products must coexist, install them in the vendor-recommended order and keep a backup before changing shared folders. If the applications remain unreliable, move them into separate virtual machines.

A file listed in an old installer directory is evidence that a product may have installed it, but it does not prove that the same build belongs in every application folder.

Fix 3: Restore the file from the original installer

Manual extraction can be appropriate in a controlled recovery, but only when the source is trusted and matches the installed product.

Acceptable sources include:

  • The original Microsoft installation CD
  • A licensed installer image
  • A backed-up installation directory from the same product release
  • An organization’s verified software archive

Before copying anything, confirm that the source matches the product, language and 32-bit architecture. Prefer running the installer’s repair operation because it restores companion files and configuration as well.

If the installer provides an Extract, Repair or Modify option, use it instead of manually copying the DLL. If a file must be extracted manually, place it only in the destination specified by that product’s installation instructions.

Do not copy it into both C:WindowsSystem32 and C:WindowsSysWOW64. Those directories have specific loader behavior, and their names are counterintuitive on 64-bit Windows.

Fix 4: Account for 32-bit software on 64-bit Windows

mdt2fw95.dll is consistently identified as a 32-bit file. A 32-bit legacy application can run on 64-bit Windows, but it must load compatible 32-bit dependencies.

Check the application architecture and installation path:

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Try Run this program in compatibility mode for an appropriate older Windows version.
  5. Select Run this program as an administrator only if the application requires it.
  6. Select Apply, then launch the program.

Compatibility mode does not convert a 32-bit DLL into a 64-bit one, and it does not repair mismatched companion files. If the program still fails, reinstall it inside a legacy virtual machine.

A “not designed to run on Windows” message can indicate corruption, an incompatible architecture, mismatched files or tampering. The message alone does not identify the cause.

Fix 5: Check Windows integrity, but treat it as a lower-priority step

Because this DLL belongs to an old application rather than established Windows system files, System File Checker will not normally restore it. Run Windows repair commands when other unrelated Windows components are also failing.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. Then run:

sfc /scannow

Restart Windows and test the affected application.

Microsoft recommends running DISM before SFC. More details are available in Microsoft’s System File Checker instructions.

Repeatedly running these commands will not replace an application DLL that was removed by an uninstall. Fix 6: Update drivers only when the error points to a broader device problem

A graphics, printer or storage driver is not an evidenced source of mdt2fw95.dll. Do not install a driver merely because a generic DLL guide recommends it.

Check Device Manager only if the computer also shows device failures:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category.
  4. Look for a warning icon.
  5. Right-click the affected device.
  6. Select Update driver.
  7. Choose Search automatically for drivers.

For a device that stopped working after an update, select Properties > Driver > Roll Back Driver when available. Otherwise, download the driver from the computer or device manufacturer.

When several devices need attention, manually identifying the correct hardware IDs and driver releases can take time. Why regsvr32 usually is not the answer

regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. It is not a general command for installing every DLL.

regsvr32 mdt2fw95.dll

There is no authoritative evidence that every build of mdt2fw95.dll is a self-registering COM DLL. If the original installer explicitly performs registration, let the installer do it.

A regsvr32 error may mean the DLL is not self-registering, is the wrong architecture, or has missing dependencies. It does not prove that the file itself is defective. Microsoft documents the command’s purpose and syntax in its regsvr32 documentation.

Why downloading a replacement DLL is risky

An isolated copy from an unknown download site can be:

  • The wrong build for the parent application
  • The wrong 32-bit or 64-bit architecture
  • Missing companion Microsoft Design Tools files
  • Modified or malicious
  • Placed in a directory that causes future version conflicts

It may also turn a missing-file message into a procedure-entry-point error because the replacement does not match the installed mdt2* components.

There is no verified current Microsoft standalone download package for mdt2fw95.dll. Use the original Microsoft application installer, licensed media or a clean legacy virtual machine instead.

If the error continues after reinstalling

Check these details before changing more files:

  1. Confirm the exact executable producing the error.
  2. Confirm that the repaired application is launching from the expected folder.
  3. Check whether antivirus quarantined a companion DLL.
  4. Look for a procedure-entry-point message instead of a missing-file message.
  5. Review Event Viewer > Windows Logs > Application for the failing executable.
  6. Test the program under a compatible user account.
  7. Check whether compatibility mode or administrator restrictions change the result.
  8. Compare the application’s complete installation with the original media.
  9. Stop mixing files from SQL Server, Access and Visual FoxPro installations.
  10. Move the software to a clean legacy virtual machine if it cannot run safely on modern Windows.

For old database tools, preserving the working environment is often safer than repeatedly replacing shared DLLs on a current Windows installation.
