It is abandoning the idea that Quest and Horizon Worlds should be one tightly integrated product. The company is shifting Quest toward third-party games and apps, while moving Horizon Worlds away from Quest and into its mobile ecosystem.
That makes Andrew Bosworth’s comment—“We’re going to let VR be what it is and what it does great”—a description of strategic retrenchment, not a Quest shutdown.

What Meta’s Quest strategy is becoming
Andrew Bosworth, Meta’s chief technology officer and head of Reality Labs, discussed the change at an Axios House event in Davos. The company’s stated plan separates VR and Worlds into distinct platforms rather than treating Horizon as the organizing layer for the entire Quest experience.
Under that model, Meta supplies the headset, operating system, store, developer tools and distribution. Independent developers are expected to provide more of the games and applications that make Quest worthwhile. Horizon Worlds, meanwhile, is being treated primarily as a mobile social product rather than the center of Meta’s VR strategy.

Meta’s official announcement says third-party developers will be central to VR and that VR apps and games will receive greater prominence in the Horizon Store. That is a meaningful change from Meta’s earlier attempt to build a complete first-party social, gaming and productivity ecosystem around Horizon.
Meta’s 2026 strategy announcement describes the two businesses as separate platforms with separate priorities.
Is Meta killing Quest?
No. There is no verified evidence that Meta is shutting down Quest hardware or ending Quest operating-system development.
The distinction matters:
- Quest hardware: still an active platform.
- Quest software: still being developed, including interface changes.
- Quest’s store: being repositioned around third-party VR apps and games.
- Horizon Worlds on Quest: discontinued under Meta’s 2026 transition plan.
- Meta’s first-party VR role: being reduced, though not necessarily eliminated entirely.
- Reality Labs overall: continuing, with more spending directed toward wearables and smart glasses.
In other words, Meta is reducing its role as a content producer while continuing to operate the platform. Calling that an abandonment of VR confuses a cut in first-party ambition with a withdrawal from Quest itself.
Horizon Worlds is leaving Quest, not disappearing entirely
The most concrete change for users is Horizon Worlds’ removal from Quest. Meta’s published transition plan said Horizon Worlds and Events would stop appearing in the Quest Store by the end of March 2026. Access on Quest ended on June 15, 2026.
Horizon Worlds continues through the Meta Horizon mobile app. That means “Horizon Worlds is dead” is too broad. The more accurate version is that Horizon Worlds as a Quest VR destination has ended, while the brand continues in Meta’s mobile social ecosystem.

Horizon-specific features and benefits, including Meta Credits, digital clothing, avatars and in-world purchases, were also scheduled for removal as part of the transition. Meta has separately been replacing Horizon Feed with a Navigator interface beginning with Quest software version v85.

Meta’s Quest experience update and its March transition notice outline those changes.
This does not mean social VR is disappearing from Quest. Third-party social and multiplayer apps remain a separate category from Meta’s own Horizon Worlds service.
Why Meta says the old approach failed
Bosworth’s explanation centers on focus, user experience and cost. Meta had been treating Horizon and VR as parts of one large metaverse product. But Quest owners use headsets for many different reasons: games, fitness, entertainment, social experiences, productivity and mixed reality.
Trying to make Horizon the common layer for all of those activities created an unclear product direction, according to Meta. Bosworth said the lack of focus hurt the user experience and increased development costs.
That is Meta’s stated rationale, not independently proven evidence that Horizon directly caused a particular decline in Quest sales or engagement. Establishing that would require separate data on store discovery, user behavior, sales and developer performance.

The strategic admission is nevertheless important: Meta no longer appears to believe that every Quest user needs to pass through one company-built virtual world.
The first-party VR retreat
The strategy change comes alongside reports of major cuts inside Reality Labs. Outside publications reported approximately 1,500 layoffs—roughly 10% of the division—and closures or reductions affecting several first-party VR operations in January 2026.
That figure should be treated as reported rather than as a complete figure confirmed in Meta’s public filings. It also does not establish that every affected employee worked directly on Quest games.
Meta’s 2025 Form 10-K provides broader financial context. The company said it expected approximately 70% of Reality Labs operating expenses in 2026 to go toward wearables, leaving about 30% for VR and Horizon initiatives. That allocation does not prove Quest is being discontinued, but it does show that standalone VR is no longer expected to receive the majority of Reality Labs’ resources.
Meta’s SEC filing is the clearest primary source for that spending context.
Can third-party developers fill the gap?
Meta’s new strategy depends on more than changing the store homepage. A healthy third-party platform needs several things:

- Reliable store discovery and ranking.
- Marketing and developer-relations support.
- Funding, publishing advances or other ways to reduce development risk.
- Predictable certification and quality-assurance processes.
- Stable monetization tools and commercial terms.
- Multiplayer infrastructure that developers can depend on.
- Clear headset compatibility requirements.
- Confidence that the platform owner will not redirect attention to another internal initiative a year later.
Meta has promised improved discovery and monetization tools, but its announcement does not specify a complete funding program, timetable or performance target. That leaves the central question unresolved: can Meta make Quest sufficiently profitable and discoverable for outside studios without funding as much content itself?

The answer will determine whether this is a successful platform reset or simply a reduction in spending that leaves Quest with fewer compelling releases.
What the change means for Quest owners
For existing owners, the immediate impact is concentrated around Horizon Worlds. Users who relied on that specific Meta service can no longer access it through Quest after June 15, 2026. Users who primarily play third-party games, exercise, watch media or use other social applications are not automatically losing those experiences.
The potential upside is a store less dominated by Meta’s own Horizon strategy. If third-party games and applications receive better placement, Quest could become a clearer gaming platform. The downside is that fewer Meta-funded projects may mean fewer major exclusives designed to sell the headset.
Owners should watch whether Quest OS updates continue at a normal pace, whether store discovery improves, whether multiplayer developers keep supporting the platform and whether new hardware receives enough software to justify an upgrade. Meta has not published a blanket guarantee covering every future headset generation or a fixed support period.

The reset could create opportunity. Independent studios may face less competition from Meta’s own Horizon ecosystem for store attention, and a clearer separation between VR products and mobile Worlds content could make the platform easier to understand.

But developers also face real risks. Store ranking remains controlled by Meta, promised discovery tools may not compensate for reduced publishing support, and the company’s emphasis could shift again if wearables or mobile Worlds become more commercially important. A Quest-only project may also be harder to justify without the kind of funding that previously helped reduce platform risk.
Meta’s developer portal remains the relevant starting point for teams evaluating Quest and Horizon OS development. Unity and Unreal can help teams target multiple platforms, but neither removes Meta’s review, compatibility, policy or store requirements.
What it means for people considering a Quest
This restructuring does not automatically make Quest a bad purchase. The decision should be based on the software available now rather than on uncertain future exclusives or Horizon Worlds.

It is a weaker fit for someone who specifically wants Horizon Worlds, depends on PC-only VR titles, prioritizes high-end display quality or wants to avoid reliance on Meta’s ecosystem.
Before buying, check the current Quest hardware lineup and the Meta Horizon Store for the exact games and apps that matter. Compatibility, regional availability and pricing vary by title. Accessories such as comfort straps, battery packs and prescription lenses can also add materially to the total cost, so they should be considered only after the headset’s software fit is clear.
The bottom line on Meta’s VR reset
Meta is changing from a company trying to build and control a complete metaverse experience into a platform owner that wants outside developers to carry more of the content burden.
That is why Bosworth’s statement should be read as a retreat from an all-encompassing Horizon vision—not as a declaration that Quest is going away. Quest continues, but Horizon Worlds is no longer its center. The success of the new strategy will depend on whether Meta can make third-party developers profitable, visible and confident enough to keep building for the platform.
