If you see “The program can’t start because mfc71cht.dll is missing from your computer” or “This application failed to start because mfc71cht.dll was not found,” the affected program cannot load one of its legacy runtime resources. mfc71cht.dll is a genuine Microsoft MFC 7.1 language-resource DLL, but it is normally supplied with the older application that needs it rather than with current Windows.

Other messages can include:

  • “Error loading mfc71cht.dll. The specified module could not be found.”
  • “A required component is missing: mfc71cht.dll. Please install the application again.”
  • “The application was unable to start correctly.”
  • A possible “not designed to run on Windows” or “Bad Image” message.

The 60-second answer

The safest and most likely fix is to identify the application named in the error, then repair or reinstall that application using its original installer or the publisher’s official package.

As an Amazon Associate I earn from qualifying purchases.

Do not start by downloading mfc71cht.dll from a random DLL website. Do not copy an unknown file into System32, and do not run regsvr32 against it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical order is:

  1. Read the complete path in the error message.
  2. Repair the affected application.
  3. Reinstall its complete prerequisite or vendor package if repair fails.
  4. Check Microsoft Defender quarantine.
  5. Confirm that the application is using the correct 32-bit files.
  6. Check related MFC and Visual C++ 7.1 files.
  7. Use DISM and System File Checker only if wider Windows corruption is plausible.

Current Visual C++ packages do not provide this old MFC 7.1 file. The modern Visual C++ 2015–2022 or later redistributable is not a replacement for the Visual Studio .NET 2003 runtime.

What is mfc71cht.dll?

mfc71cht.dll is part of Microsoft Foundation Classes, usually called MFC. MFC was a Microsoft C++ application framework used by many Windows programs.

The filename breaks down as follows:

  • mfc means Microsoft Foundation Classes.
  • 71 identifies the MFC 7.1 generation, associated with Visual Studio .NET 2003 and Visual C++ 7.1.
  • cht identifies the Traditional Chinese language-resource variant.
  • .dll means Dynamic Link Library.

Microsoft lists this naming pattern as MFC language resources rather than ordinary Windows system APIs in its DLL redistribution documentation.

The file provides language-specific resources used by an MFC application. It is not usually the main executable, a device driver, or a COM component. It commonly appears alongside other old runtime files, including:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • mfc71.dll
  • mfc71u.dll
  • mfc71chs.dll
  • mfc71enu.dll
  • msvcp71.dll
  • msvcr71.dll
  • atl71.dll

The exact files required depend on the application. Restoring only mfc71cht.dll may reveal another missing dependency immediately afterward.

Is mfc71cht.dll part of Windows?

Not normally. It belongs to the MFC 7.1 runtime ecosystem and may have been installed by an application.

Older software can deploy MFC files in two ways:

  • In a shared Windows location
  • In the application’s own directory

Microsoft supports application-local deployment of MFC files through the MFC redistribution guidance. For that reason, the correct copy may be beside the affected program’s executable, not in a Windows system directory.

A legitimate copy can be found in locations such as:

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The affected program’s installation folder
  • C:\Windows\System32
  • C:\Windows\SysWOW64 on 64-bit Windows

The path alone does not prove that a file is legitimate. A malicious program can use the same filename, and a genuine file can be placed in an unexpected directory by an installer.

Is the file safe?

An authentic Microsoft-built mfc71cht.dll used by a legitimate legacy application is generally expected. That does not mean every file with this name is safe.

Check the file’s origin before restoring or allowing it:

  1. Right-click the file.
  2. Select Properties.
  3. Open the Details tab.
  4. Review the description and company information.
  5. Open Digital Signatures, if that tab is present.
  6. Check the file’s full path.
  7. Scan it with Microsoft Defender or your installed security product.

The expected description is related to MFC language-specific resources, and the publisher should identify Microsoft or the legitimate software installer. A file found in a temporary download directory, an unfamiliar user profile folder, or a newly created random directory deserves more investigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not treat the filename as authentication. If the file appeared after installing pirated software, a suspicious utility, or an untrusted archive, remove the source application and run a full security scan instead of restoring the DLL.

Is mfc71cht.dll 32-bit or 64-bit?

It is normally a legacy 32-bit x86 component. The Visual Studio .NET 2003 security packages documented by Microsoft are x86 packages, and Microsoft’s published MFC 7.1 file tables list builds of mfc71cht.dll at 45,056 bytes.

The affected application is therefore usually a 32-bit program, even when it runs on 64-bit Windows.

The distinction matters:

  • A 32-bit program needs the 32-bit version of its dependencies.
  • A 64-bit program cannot load a 32-bit DLL as its native dependency.
  • A 32-bit program cannot use a 64-bit replacement for the same file.
  • On 64-bit Windows, 32-bit system files are associated with SysWOW64, despite the confusing name.

Microsoft explains these loading rules in its documentation for running 32-bit applications and file-system redirection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not search for a supposed x64 version simply because your Windows installation is 64-bit. Use the x86 files supplied with the application unless the publisher explicitly documents a different build.

Which application is requesting the file?

The filename alone usually does not identify the program. Many unrelated legacy applications used MFC 7.1 resources.

The error dialog may show a path such as:

C:\Program Files\OldApplication\app.exe

or:

C:\Program Files (x86)\Vendor\Utility\utility.exe

The executable named in that path is the program to repair. It may be:

  • A game or game launcher
  • A radio-programming or hardware utility
  • A printer or point-of-sale package
  • Backup software
  • Scientific or engineering software
  • An old installer
  • A business application

If the dialog does not show the path, use these checks:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Note the name of the program you started immediately before the error appeared.
  2. Open Task Manager with Ctrl + Shift + Esc.
  3. Select the Details tab.
  4. Look for the application’s executable.
  5. Right-click it and choose Open file location, if available.
  6. Use that folder when repairing or reinstalling the application.

If several old programs fail at the same time, a shared runtime, antivirus action, disk cleanup, or system-wide change becomes more likely. If only one program fails, its private installation is the leading suspect.

Fix 1: Repair the affected application

Repair is the first step because it restores the complete set of files expected by that program. It also preserves the application’s matching versions of MFC and older C runtime files.

Windows 11 Settings

  1. Open Start.
  2. Select Settings.
  3. Select Apps.
  4. Select Installed apps.
  5. Find the affected application.
  6. Select its three-dot menu.
  7. Choose Advanced options, if available.
  8. Select Repair.
  9. Start the program again.

If the application opens normally, the repair restored the missing file or another related dependency.

Some classic desktop programs do not provide Advanced options. In that case, use Control Panel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control Panel

  1. Press Win + R.
  2. Type:
appwiz.cpl
  1. Press Enter.
  2. Find the affected program in Programs and Features.
  3. Right-click it.
  4. Select Repair, Change, or Modify.
  5. Follow the installer’s instructions.
  6. Restart Windows if the installer requests it.
  7. Test the application again.

If the repair option is unavailable, download or recover the original installer from the software publisher and run it. Choose Repair, Modify, or a reinstall that preserves the application’s data where possible.

What to do if repair fails

Uninstall and reinstall the application from its official installer. Before uninstalling, check whether the program stores profiles, license files, saved games, device settings, or databases in a separate folder.

A complete reinstall is especially important when the application depends on several related files. Installing only mfc71cht.dll can leave mfc71.dll, mfc71u.dll, msvcp71.dll, or msvcr71.dll missing.

For a game, use the launcher’s repair or verify-files function first. If the launcher is Steam, its official file verification instructions are preferable to manually replacing individual files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Check Microsoft Defender quarantine

A program that worked previously and suddenly reports a missing DLL may have had the file quarantined by antivirus software.

Microsoft Defender Protection History

  1. Open Start.
  2. Type Windows Security.
  3. Open Windows Security.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review recent detections.
  7. Look for the affected application or the complete path to mfc71cht.dll.
  8. Expand the detection to inspect its details.

If the file came from a trusted, legitimate application installer, reinstalling the application is safer than restoring an isolated DLL. Reinstallation lets the publisher’s package restore the matching group of files.

If you confirm that Defender quarantined the correct file from a trusted installation, you can use the available restore action. Microsoft warns that Defender may detect the file again unless it is separately allowed, so do not allow it merely because the filename looks familiar. Follow Microsoft’s Protection History guidance.

After restoring or reinstalling, start the application again. If it is immediately quarantined again, stop using the program until you determine why the security product considers the file suspicious.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Reinstall the complete vendor prerequisite

The missing file may be part of a larger prerequisite package installed by the application. This is common with old hardware utilities, printer software, backup products, and business programs.

Look for an installer with names such as:

  • Runtime
  • Prerequisites
  • Redistributable
  • Support files
  • Common files
  • MFC components

Use only the application publisher’s official download or the original installation media. Install the complete package, then restart Windows and test the program.

Do not assume that installing a newer Visual C++ package replaces MFC 7.1. The current Microsoft-supported redistributable catalog does not document the old Visual C++ 7.1 runtime as part of the modern packages. The latest supported Visual C++ redistributable page is useful for newer applications, but it is not a source for mfc71cht.dll.

Fix 4: Use Microsoft’s legacy Visual Studio packages only when they match

Microsoft published security updates for Visual Studio .NET 2003 that include MFC 7.1 files:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The package names are:

vs7.1-kb924643-x86.exe
vs7.1sp1-kb927696-x86.exe

These are not universal installers for every third-party application missing mfc71cht.dll. Microsoft states that the updates require the corresponding Visual Studio .NET 2003 installation or service pack.

If the installer refuses to run because Visual Studio .NET 2003 or its service pack is not installed, that behavior is expected. Use the affected application’s own installer instead.

For third-party software that privately redistributed MFC files, Microsoft’s guidance is to obtain an updated package from the software vendor. The MS07-012 bulletin lists the MFC 7.1 files and explains the package requirements.

Different documented builds of mfc71cht.dll have the same published file size but are not automatically interchangeable. Use the build supplied with the application’s installer and its other runtime files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Confirm the application’s architecture

A 32-bit and 64-bit mismatch can produce a missing-module error even when the named file is present.

Check the application folder first:

  • C:\Program Files commonly contains native 64-bit applications.
  • C:\Program Files (x86) commonly contains 32-bit applications.

This is only a clue, not proof. Some installers use different folder choices.

To check the executable:

  1. Right-click the program’s shortcut.
  2. Choose Properties.
  3. Select Open file location.
  4. Right-click the executable.
  5. Select Properties.
  6. Open Details and note the product information.
  7. If the publisher provides architecture information, confirm that it is x86 or x64.

For a legacy application using mfc71cht.dll, assume x86 unless the publisher documents otherwise. Keep the matching DLLs together in the application directory when that is how the original installer deployed them.

Do not copy an x86 file into System32 simply because the operating system is 64-bit. Do not replace an existing runtime file with a copy from another computer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Check related MFC and CRT files

If mfc71cht.dll exists but Windows still reports that it cannot load the module, the named file may not be the actual missing component. Windows can show the same type of error when a dependency of that DLL is missing or damaged.

Check the application’s directory for related files such as:

mfc71.dll
mfc71u.dll
msvcp71.dll
msvcr71.dll
atl71.dll

Do not treat this list as a command to download individual files. It is a diagnostic checklist. The correct solution is to restore the complete matching package from the application’s installer.

A dependency error often appears in one of these forms:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
The specified module could not be found.
The application was unable to start correctly.
The file is either not designed to run on Windows or it contains an error.

If the file exists but the application still fails:

  1. Record the complete path.
  2. Check whether the other runtime files are present.
  3. Run the application’s repair installer.
  4. Reinstall the application if repair does not restore the dependency set.
  5. Use a reputable dependency diagnostic tool or contact the publisher if the problem remains.

Avoid replacing files one at a time. MFC and older CRT files were released as related runtime components, and mixing builds can create a second failure.

Fix 7: Understand “Bad Image” and error 0xc000007b

A “Bad Image” message or error code 0xc000007b usually points toward a damaged binary or an architecture mismatch rather than a simple missing-file problem.

The likely causes include:

  • A 32-bit program receiving a 64-bit DLL
  • A 64-bit program receiving a 32-bit DLL
  • A corrupted runtime file
  • An incomplete application installation
  • A missing dependency next to the named DLL
  • A file altered by an untrusted installer

Use the original application repair or reinstall process first. Confirm that all MFC 7.1 files come from the same supported package.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not fix a Bad Image error by downloading several copies of the DLL and trying them one after another. That makes it harder to identify the original cause and can leave an inconsistent runtime directory.

Fix 8: Check Windows Update

Windows Update normally will not install this obsolete application-local MFC file, but keeping Windows current is still sensible when the error followed system corruption, an upgrade, or a failed installation.

Windows 11

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install available updates.
  6. Restart the computer.
  7. Test the affected application.

Windows 10

  1. Open Start.
  2. Select Settings.
  3. Select Update & Security.
  4. Select Windows Update.
  5. Select Check for updates.
  6. Install available updates.
  7. Restart Windows.
  8. Test the application.

If the application still reports the same file, return to its installer. Windows Update is not a substitute for restoring a private application dependency.

Fix 9: Run DISM and System File Checker

Use DISM and SFC when several Windows components are malfunctioning, Windows has recently suffered an interrupted update, or system corruption is suspected. They generally repair protected Windows components, not an MFC DLL privately deployed inside an application folder.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft recommends running DISM before SFC.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the command to finish.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches completion.
  2. Restart Windows.
  3. Test the affected application.

If SFC reports that it repaired files, test the application again. If it reports that it found no integrity violations, the cause is more likely inside the application installation. If it cannot repair some files, run Windows Update again and repeat the application repair process.

Manually repeating DISM and SFC will not recreate an application-local mfc71cht.dll if the application installer originally supplied it.

If you are tired of hunting through system repair steps and repeating SFC or DISM without knowing what changed, Outbyte PC Repair can scan for the problems it detects; the free scan shows what it found, while repair is handled by the full version, and it is not required when reinstalling the affected application is the definitive fix.

Fix 10: Use System Restore after a recent system-wide change

System Restore is appropriate when the error began after a driver installation, Windows upgrade, system cleanup, or other recent change and a suitable restore point exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Win + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point from before the problem began.
  4. Select Scan for affected programs.
  5. Review the changes.
  6. Select Next and then Finish if the restore point is appropriate.
  7. Allow Windows to restart.
  8. Test the application.

Microsoft’s System Restore documentation explains what is rolled back. System Restore normally does not remove personal documents, but it can change installed programs, drivers, system files, and registry settings.

If the missing file belongs only to one old application, repairing that application is usually more targeted than restoring the entire system.

Fix 11: Reinstall hardware utilities, not only the driver

A radio-programming utility, printer package, backup tool, or hardware-management application may request mfc71cht.dll. In that situation, the problem is usually in the utility package rather than in the device’s kernel driver.

Use this sequence:

  1. Disconnect the device if the vendor’s instructions require it.
  2. Open Settings > Apps > Installed apps.
  3. Uninstall the related utility or control software.
  4. Restart Windows.
  5. Download the complete software package from the hardware manufacturer.
  6. Install the utility, support files, and driver in the order specified by the vendor.
  7. Reconnect the device.
  8. Test the application.

You can also check Device Manager:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category.
  4. Right-click the device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Review the driver provider and date.
  8. Use Update Driver only with a driver package supplied by the manufacturer.
  9. If the device remains problematic, uninstall the device and restart before reinstalling the complete vendor package.

Device Manager does not restore mfc71cht.dll by itself. Reinstalling only the driver can leave the companion control program broken.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the tedious part is hunting through hardware support pages and guessing which of several drivers is stale, Outbyte Driver Updater can scan and identify driver issues; the free scan shows what it finds, while the full version performs driver installation, and the manufacturer’s complete software package remains the definitive fix for this DLL.

Windows Features are not a direct fix

Windows includes optional components under Turn Windows features on or off, but enabling random features will not normally install mfc71cht.dll.

To inspect them:

  1. Press Win + R.
  2. Type:
optionalfeatures
  1. Press Enter.
  2. Review the available Windows features.

Do not enable or disable features merely because a DLL error appears. An old application may separately require a framework component, but the installer or vendor documentation should identify that requirement. mfc71cht.dll itself is an MFC 7.1 application resource, not a feature that can generally be added from this window.

Why regsvr32 does not normally apply

Do not run:

regsvr32 mfc71cht.dll

regsvr32 is intended for self-registering COM and ActiveX DLLs that expose registration entry points such as DllRegisterServer. mfc71cht.dll is documented as an MFC language-resource DLL, not as a COM server.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Running the command can produce an error such as “DllRegisterServer entry point was not found.” That does not mean the file needs a different registration command. It means the command is not appropriate for this type of DLL.

Microsoft explains the limits and troubleshooting of the tool in its Regsvr32 documentation.

Only register a different DLL when the application publisher explicitly identifies that DLL as a COM or ActiveX component and supplies the correct instructions.

Why random DLL downloads are risky

Downloading a single DLL from an unknown archive is a poor first-line repair because:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The file may contain malware.
  • The version may not match the application.
  • The architecture may be wrong.
  • The file may be altered or unsigned.
  • Its related MFC or CRT dependencies may still be missing.
  • Copying it into a shared system directory can create version conflicts.
  • It does not explain why the original file disappeared.

The safe sources are:

  • The affected application’s official installer
  • The publisher’s official prerequisite package
  • Original installation media
  • Microsoft’s documented Visual Studio .NET 2003 packages when the required Visual Studio installation is present

If the application publisher explicitly provides a supported app-local deployment package, placing the matching files in the application’s own directory can be appropriate. Copying an arbitrary file into System32 is not.

What if the original installer is unavailable?

For abandoned software, first identify the exact product and version from the error path, shortcut, or installed-program entry.

Then:

  1. Search the publisher’s official support or download area.
  2. Check original installation media and archived business records.
  3. Contact the publisher if support still exists.
  4. Preserve the application’s current data before uninstalling anything.
  5. Run the program in a suitably isolated legacy environment if it cannot be safely maintained on the current system.

Do not download an isolated DLL as the first solution. The original application package may contain a particular MFC build and several companion files that must remain matched.

If you recover an installer from removable media or an old backup, scan it before running it and verify that it belongs to the expected publisher.

Free tools Windows power users keep installed

Final diagnostic checklist

Before contacting the software vendor, collect:

  • The exact error text
  • The complete path shown in the error
  • The name of the executable requesting the file
  • The application name and version
  • Windows 10 or Windows 11 version
  • Whether Windows is 32-bit or 64-bit
  • Whether the program is likely 32-bit or 64-bit
  • Whether the application worked previously
  • Any recent update, migration, cleanup, antivirus event, or driver change
  • Whether mfc71cht.dll exists in the application folder
  • Whether related files such as mfc71.dll, mfc71u.dll, msvcp71.dll, or msvcr71.dll are present
  • Whether Microsoft Defender quarantined the file
  • The result of application repair or reinstall
  • Any DISM or SFC result

The most useful conclusion is often the application path. Once you know which executable is asking for mfc71cht.dll, reinstalling that program’s complete official package is usually more reliable than repairing Windows globally.

FAQ

Does the current Visual C++ Redistributable install mfc71cht.dll?

No. Current Visual C++ redistributables do not replace the old MFC 7.1 resource files from Visual Studio .NET 2003. Repair or reinstall the affected application, or use its documented legacy prerequisite package.

Should I copy mfc71cht.dll into System32?

No, not as a general fix. The file may belong in the application’s own folder, and the correct copy must match the application’s architecture and companion runtime files.

Is there an official Microsoft download?

Microsoft has official Visual Studio .NET 2003 MFC71 security updates, but they require the corresponding Visual Studio .NET 2003 installation or service pack. They are not universal installers for third-party programs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does mfc71cht.dll need to be registered?

Normally no. It is a language-resource DLL, not a COM server. regsvr32 is not an appropriate repair method.

Why does Windows say the specified module could not be found when the file exists?

The error may refer to a dependency of mfc71cht.dll. Check the other MFC and older CRT files, then repair or reinstall the complete application package.

Can a 64-bit version of mfc71cht.dll fix the problem on 64-bit Windows?

Not necessarily. The legacy application is usually 32-bit and needs the matching x86 files. A 64-bit operating system does not mean that every application needs 64-bit dependencies.

Will SFC repair this DLL?

Usually not if the file was installed privately by an application. SFC repairs protected Windows components. Use it for wider system corruption, but use the affected program’s installer for its private MFC files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if antivirus removed the file?

Open Windows Security > Virus & threat protection > Protection history. Confirm the detection and file path. Reinstalling the trusted application is safer than restoring an isolated file from an unknown source.

What if only a radio, printer, or backup utility fails?

Reinstall the complete vendor software package, including its support files and control utility. Updating the device driver alone may not restore the application’s MFC runtime files.

What if the software is abandoned?

Recover the original installer or official archived package, preserve its data, and consider running it in an isolated legacy environment. Avoid arbitrary DLL archives.
