The plan covered more than final assembly: the reported work included circuit-board production, molding and metal stamping, console build, and testing. A further China site for work then overseen in Guadalajara, Mexico, was described only as a future expectation.
What Microsoft announced in 2002
In a report published May 15, 2002, EE Times journalist Claire Serant said Microsoft planned an Xbox manufacturing operation in Doumen with electronics manufacturing services partner Flextronics International Ltd. The report said Flextronics would establish manufacturing and assembly there later that year, and that Xbox work then performed in Hungary would be relocated to Doumen. Read the EE Times report.
The article framed the move against manufacturing costs and price competition among video-game makers. It did not provide a launch date for the Doumen operation or confirm that the announced relocation was completed.
Which locations were involved—and what their status was
| Location | What the 2002 report said | Status in the report |
|---|---|---|
| Hungary | Xbox work performed there was to move to Doumen. | Planned relocation. |
| Doumen, China | Flextronics was to establish the announced manufacturing and assembly operation. | Planned destination and operation. |
| Guadalajara, Mexico | Flextronics was then overseeing Xbox work there; Microsoft expected another China location in the future to accommodate that work. | Future expectation, not a reported completed move. |
The report does not establish whether the Doumen plan opened as described, how long production lasted there, or whether the contemplated second China location was established. It therefore documents an announcement, not a complete account of original Xbox manufacturing history.

What the planned Doumen operation was meant to do
The reported scope included several stages of console production, from board work and component fabrication through final build and testing:
- Circuit-board assembly.
- Printed circuit board fabrication.
- Injection molding.
- Sheet-metal stamping.
- Final box build and testing.
This range makes the announcement a supply-chain plan, not merely a proposal to perform final console assembly in China.

What Microsoft and Flextronics said about costs and capacity
Todd Holmdahl, identified by EE Times as Microsoft’s general manager of Xbox hardware, said the facility would let Flextronics manufacture consoles under “ideal production circumstances.” He also described it as a large facility with strong infrastructure and flexible production capacity, which he said would produce significant cost efficiencies. Those were Microsoft’s stated expectations; the report gave no measured savings figure.
Flextronics chairman and chief executive Michael Marks said the company was confident its China industrial park could meet Xbox production demand. He also cited the local supply base and Flextronics’ buying power as ways to help reduce product costs and meet growing worldwide demand. These were company claims, not quantified outcomes in the article.
