When a Minecraft Bedrock server mod (officially an add-on) does nothing, the pack is usually installed but not activated, identified with the wrong UUID or version, left inside an archive, attached to the wrong world, or blocked by a client or compatibility issue. Work through the checks below in order: verify the extracted folders, compare the manifest with the world pack files, restart and read the log, then isolate conflicts or version problems.
Playing with friends? Godlike.Host runs hosted Minecraft Bedrock servers from 10 data-center locations, with free DDoS protection.
Bedrock loads add-ons through a behavior pack, a resource pack, or both. Merely uploading a folder makes it available; the world must also reference it before the server uses it.

The fastest fix depends on whether the problem affects one pack, every pack, the server process, or only players joining from a particular client. Use this table to choose the first branch rather than changing several files at once.
| What you see | Most likely layer | First check |
|---|---|---|
| The files are on the server, but the world is unchanged | Activation or path | Confirm the pack is listed in the world’s pack JSON files and that you edited the active world’s folder. |
| The log says a pack was not found or was ignored | Identity | Compare the manifest header UUID and version with the corresponding world entry. |
| The server stops starting after an upload | JSON syntax or incompatible pack | Validate the JSON, remove the newest pack, restart, and add packs back one at a time. |
| Textures or sounds work, but gameplay changes do not | Client acceptance or behavior-pack setup | Check that players accepted the download prompt and that the behavior pack is enabled. |
| Two add-ons are installed but only one change appears | File conflict | Disable one pack and test; packs that replace the same file cannot both apply reliably. |
| It worked until a Bedrock update | Engine compatibility | Back up the world, check the pack’s engine requirements, and retest each pack on the new server version. |
How Bedrock actually loads an add-on
Available folders are not enabled packs
A Bedrock Dedicated Server (BDS) installation normally has shared top-level folders named behavior_packs and resource_packs. A pack placed there is available to worlds on that server, but it is not automatically active. Microsoft also documents per-world copies under worlds/<world-name>/; those copies are available only to that world.

Activation is recorded separately in the world’s world_behavior_packs.json and world_resource_packs.json files. The usual mistake is to upload a folder and stop. Open the files inside the directory for the world that the server is actually loading and make sure the intended behavior pack, resource pack, or both are listed there. Preserve the file’s existing structure and commas; a malformed list can prevent startup.
Choose shared or per-world storage deliberately
- Use the shared top-level folders when several worlds should be able to use the same pack.
- Use the folders inside a specific
worlds/<world-name>directory when the add-on belongs to only one world. - Regardless of location, add the pack’s identity to the matching world JSON file. Storage location and activation are separate decisions.
Clean installation procedure
Perform this sequence for a new pack or when rebuilding a broken installation. Stop the server before changing files unless your host explicitly supports a safe file operation while it is offline.

- Back up the world. Copy the complete world directory and, if possible, the server configuration. This is essential before changing packs or updating the game.
- Obtain the actual pack folders. Bedrock servers read directories, not an untouched
.mcpackor.mcaddonarchive. If your file manager does not open those extensions, rename the file to.zip, extract it, and upload the extracted behavior-pack and resource-pack folders. - Check the extraction level. Open each extracted folder and verify that its
manifest.jsonis inside that folder. Do not leave the archive as the only item inbehavior_packsorresource_packs. - Inspect the manifest before uploading. Record the
header.uuidandheader.versionvalues. The header UUID is the pack’s unique identity; the version is an array such as[1,0,0], not a free-form label. - Copy the folders to the intended location. Put a behavior pack in
behavior_packsand a resource pack inresource_packs, either at the server’s shared level or inside the target world’s directory. - Activate the packs in the world files. Edit
world_behavior_packs.jsonfor behavior packs andworld_resource_packs.jsonfor resource packs. Use the manifest header UUID and matching version in the entries. If a host supplied a template, keep its field names and punctuation rather than replacing it with a different format. - Save plain JSON. Remove comments, trailing commas, smart quotes, and accidental text before or after the JSON value. A single missing comma or bracket can stop BDS from starting.
- Restart the server fully. Do not rely on a gameplay reload after changing pack files. Wait for the process to finish starting before testing.
- Read the startup log. Search for the pack name, UUID, “not found,” “ignored,” manifest errors, and version warnings. Fix the first relevant error before investigating later messages.
- Join with a test account. Resource-only changes should be visible to connecting clients. Gameplay changes from behavior packs may require every player to accept the download prompt on first join.
Fix UUID and version mismatches
Use the header UUID, not a module UUID
The UUID that identifies a pack for world activation is the value in the manifest’s header object. Some manifests contain other UUIDs for modules. Copying a module UUID into the world file can make the server treat the installed pack as a different, missing pack.
Open the manifest and compare the values character for character, including every hyphen. A pack can appear in the correct folder and still be ignored if one digit differs.
Match the header version
The version array in the world entry must match the manifest’s header version. A newer folder with an old world entry, or an old folder with a newer entry, can produce a “was not found and was ignored” style warning. Re-copy the current header version into the world file after replacing a pack.

Do not assume that a display name proves an update succeeded. The name can remain unchanged while the UUID or version changes. Treat the manifest as the source of identity.
Check behavior-to-resource dependencies
When a behavior pack requires a resource pack, the behavior pack’s dependency UUID must equal the resource pack’s header.uuid. Compare the dependency object in the behavior manifest with the resource manifest’s header. If the resource pack was regenerated, its UUID may have changed, leaving the behavior pack pointing at an identity that no longer exists.
For a paired add-on, verify all three links: the behavior pack is activated, the resource pack is activated, and the behavior manifest dependency points to the resource pack’s current header UUID.
Correct paths, worlds, and restart timing
Edit the world that is actually running
Servers can contain several directories under worlds. The folder name in the configuration or startup setting determines the active world; it may not be the folder you edited most recently. Confirm the active world name, then open that exact folder and inspect its pack JSON files.
If the pack works in one world but not another, compare the two worlds’ JSON files. Shared folders make a pack available to both worlds, but each world still needs its own activation entries.

Restart after every meaningful change
Restart after changing a manifest, moving a folder, editing a world JSON file, or changing a server property. Read the new startup log rather than relying on an old session. A warning that names a UUID or says a pack “was not found and was ignored” usually points to a wrong path, UUID, or version.
When the server crashes or will not start
Validate JSON first
Invalid JSON is the simplest explanation for a server that fails immediately after an edit. Check for a missing comma between objects, an unmatched square or curly bracket, duplicate accidental text, comments, or curly quotation marks copied from a rich-text editor. If you have shell access, a command such as python -m json.tool path/to/world_behavior_packs.json can report syntax errors; otherwise use a JSON-aware editor or your host’s validation feature.
Validate both world pack files and any manifest you edited. A syntactically valid file can still contain an incorrect UUID or version, so syntax checking is only the first gate.
Bisect the pack list
- Stop the server and back up both world JSON files.
- Remove the newest or most recently changed pack entry from the relevant file.
- Restart and observe whether the server starts cleanly.
- If it still fails, remove another entry and repeat.
- When the server starts, the last removed entry is a strong suspect. Test that pack alone, then add known-good packs back one at a time.
This one-at-a-time method distinguishes a bad manifest from an interaction between otherwise valid packs. Re-add entries in small batches only after each individual pack starts successfully.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsResolve packs that overwrite the same files
Add-ons are not automatically merged at the level of every JSON file. If two packs replace the same asset or definition—for example, both provide a modified player.json—only the first applicable version can take effect. The result may look like a broken pack when it is actually a collision.

Disable one of the overlapping packs and restart. If each works alone but not together, choose the change you need, find a compatible combined pack, or edit a custom pack that incorporates both definitions. Do not diagnose a conflict by repeatedly changing UUIDs; identity fixes cannot make two replacements occupy the same slot.
Separate server-side behavior from client-side downloads
Resource packs
Resource-only add-ons change textures, sounds, models, or other presentation assets. They are delivered to connecting clients according to the server’s pack settings, so a player may need to reconnect or accept a download before seeing the result. A successful server load does not guarantee that a client has applied the assets.
Behavior packs
Behavior packs alter gameplay, entities, recipes, or rules. Players may be prompted to accept the pack download on their first join. If one player sees the change and another does not, compare their acceptance state and client version before changing server files.
The texturepack-required setting
One hosting guide recommends texturepack-required=true in server.properties to force a resource-pack download. Treat this as guide-specific advice: confirm that the property is supported by your Bedrock server build and that forcing downloads fits your community. It does not repair a missing activation entry, an incorrect UUID, or an invalid manifest.
Enable required experimental gameplay toggles
Some add-ons depend on experimental gameplay features. If the pack is correctly installed and activated but its mechanics never appear, open the world’s settings and enable the experimental toggles named by the pack author. Apply the change to the correct world, restart the server, and test in a backup or test copy first; experimental settings can affect world behavior and compatibility.

Account for Bedrock version changes
Read the manifest’s engine requirements
Microsoft distinguishes two version concepts that are easy to confuse. base_game_version controls how vanilla elements behave in a world. When present, min_engine_version states the minimum engine version needed to parse the pack’s JSON. These fields describe different compatibility concerns; changing one does not automatically make an outdated add-on compatible with a newer server.
Compare the pack’s stated requirements with the BDS version you are running. A pack built for an older engine may load partially, fail to parse, or behave differently after an update.
Retest after updates, especially around protocol changes
A hosting report says a Bedrock 26.50 update changed protocol behavior and caused some older packs to start while breaking blocks or entities. That report is not confirmed by an official Microsoft statement in the available documentation, so treat it as a compatibility warning rather than a universal rule. Before relying on a pack after any game update:
- Make a complete world backup.
- Test on a copy of the world if possible.
- Load each pack separately and check its core feature, blocks, entities, and recipes.
- Read the log for new parsing or version warnings.
- Keep the previous server build or a known-good backup available until the pack is confirmed.
A practical diagnostic decision tree
- No files visible in the pack folder: extract the
.mcpackor.mcaddon; upload directories, not archives. - Files visible but no effect: verify the active world’s
world_behavior_packs.jsonorworld_resource_packs.jsonentry. - Entry present but log says ignored: compare the manifest header UUID and header version exactly.
- Behavior pack depends on resources: match the dependency UUID to the resource pack header UUID and activate both packs.
- Server fails during startup: validate JSON, remove the newest entry, and bisect the list.
- One pack works alone but not with another: test for overlapping files such as
player.jsonand keep only a compatible combination. - Server loads but players see nothing: check client download acceptance, resource-pack settings, and required experimental toggles.
- Failure began after an update: back up, compare engine requirements, and retest on the new version before changing unrelated files.
Final preflight checklist
- The archive has been extracted into real behavior-pack and resource-pack folders.
- Each folder contains its manifest at the expected level.
- The active world’s pack JSON files contain the pack’s header UUID.
- The version array in each world entry matches the manifest header version.
- Behavior-pack dependencies point to the current resource-pack header UUID.
- The JSON has valid punctuation and no comments or smart quotes.
- The server was restarted after the edit, and the new log was checked.
- Players accepted required downloads, and any required experimental toggles are enabled.
- Conflicting packs were tested separately.
- A backup exists before any game-version update or experimental change.
Most “mods not working” reports resolve once installation, activation, identity, and client delivery are checked as separate layers. Keep the backup, change one variable at a time, and let the startup log identify the next failing layer instead of repeatedly reinstalling the same archive.
