Minecraft Port Forwarding Not Working on Windows 11? Fix Java and Bedrock Servers

If friends can’t reach your Minecraft server, Windows 11 is only one possible cause. A working connection depends on the right Minecraft edition and port, a running server, a Windows firewall rule, a router forwarding to the PC’s current local address, and an internet connection that allows inbound traffic. Check those layers in order; if the server works on your home network but not from outside, double NAT or your ISP’s CGNAT may be the obstacle.

First, identify the edition and kind of server

Java Edition and Bedrock Dedicated Server use different default ports and protocols. A rule for one does not make the other reachable. These are defaults; a server configured to use a different port needs matching firewall and router rules.

Mojang’s official Java server download is for Java Edition. Microsoft’s Bedrock Dedicated Server guide documents Bedrock setup and its default ports. If you are hosting a LAN world, Realms, or a server rented from a host, the dedicated-server forwarding steps below may not apply.

Prove the server works on the host PC

Do this before changing router settings. If the game cannot reach a server running on the same PC, a port forward cannot fix the underlying server or configuration problem.

Java Edition

  1. Start the server and wait for its console to finish startup. Look for an error indicating it could not bind to a port.
  2. In Minecraft Java, open Multiplayer → Direct Connection and try 127.0.0.1:25565 if the server uses its default port.
  3. In PowerShell, check whether a local TCP connection succeeds: Test-NetConnection 127.0.0.1 -Port 25565. You can also inspect the listener with netstat -ano | findstr :25565.

A successful local TCP test supports the conclusion that a service is listening locally. It does not show that the Windows firewall, router, or ISP allows connections from the internet. Mojang’s server page gives this example launch command: java -Xmx4G -Xms4G -jar minecraft_server.<version>.jar nogui. The 4 GB values are examples, not a universal memory requirement; choose settings suited to the PC and server workload.

Bedrock Edition

  1. Launch bedrock_server.exe and check its console for a port-binding error.
  2. In Bedrock’s Add Server screen on the same PC, enter address 127.0.0.1 and port 19132, unless you changed the server’s port.

Do not use Test-NetConnection as the decisive Bedrock test: it checks TCP, while the default Bedrock endpoint uses UDP. A failed TCP result on port 19132 does not establish that the Bedrock server is unavailable.

Allow the server through Windows 11 Firewall

Windows Defender Firewall can filter incoming traffic by app, port, and network profile. Keep the firewall enabled and create a narrow rule for the server rather than turning protection off. Microsoft’s guidance is in Firewall & network protection in Windows Security.

  1. Start the server. If Windows presents a firewall prompt, allow the correct server application on the trusted home network.
  2. Open Windows Security → Firewall & network protection and check that the rule applies to the network profile in use. For a trusted home network, this is usually Private.
  3. If you create an inbound port rule manually, use TCP 25565 for a default Java server, or UDP 19132 for a default Bedrock server. Add UDP 19133 only if you are configuring the Bedrock IPv6 port.
  4. Check any third-party antivirus or endpoint-security firewall as well; it may filter traffic independently of Windows Defender Firewall.

Only mark a network Private if it is trusted. Microsoft’s Windows LAN troubleshooting guidance discusses the Private profile for home LAN play. Opening a port increases the PC’s exposure; see Microsoft’s explanation of the risks of allowing apps through Windows Firewall.

Check the PC’s local IP and the router destination

A forwarding rule targets the host PC’s private LAN address, such as 192.168.1.50. It does not target the public address that friends use. If the router assigned the PC a different local address after a DHCP renewal, an old rule may point at the wrong device.

  1. On Windows 11, open Settings → Network & internet, select the active Ethernet or Wi-Fi connection, and find its IPv4 address. Or run ipconfig in a terminal and read IPv4 Address under the active adapter.
  2. Compare that address with the destination IP in the router’s forwarding rule.
  3. For a stable target, create a DHCP reservation for the PC in the router. A correctly configured static private address is another option, but avoid choosing an address that conflicts with the router’s DHCP pool.

Set up the matching router rule

Router menus differ, so look for a feature named Port Forwarding or Virtual Server. Configure the fields to match the actual server port, protocol, and host PC address.

If you changed the server’s configured port, use that value in the forwarding rule and the Windows firewall rule. Players must also use the changed port when the edition’s connection form allows it. Microsoft’s multiplayer server reference distinguishes Java TCP 25565 from Bedrock UDP 19132.

  • Save or apply the rule; some routers require an additional confirmation or restart.
  • Port triggering is not the same as a persistent forwarding rule.
  • Do not forward both TCP and UDP by default. Forward the protocol the server uses.
  • UPnP may create mappings automatically, but behavior varies and enabling it has security implications.
  • Do not use a router DMZ host as a shortcut; it exposes substantially more of the PC than a single Minecraft port.
  • If an ISP gateway and a personal router both route traffic, a forward on only one device may not be enough.

Determine whether double NAT or CGNAT is blocking inbound connections

Double NAT

Double NAT commonly looks like internet → ISP gateway → personal router → PC. Check the personal router’s WAN/Internet IPv4 address. If it is private rather than publicly reachable, another router may sit upstream. Depending on the equipment, you may be able to put the ISP gateway in bridge or modem mode, forward the port through both routers, or use the personal router as the only router.

CGNAT

Some ISPs place customers behind carrier-grade NAT (CGNAT), where multiple customers share a public IPv4 address. A router rule inside your home cannot normally create the ISP-side mapping needed for unsolicited inbound traffic. One clue is a router WAN address in the shared range 100.64.0.0–100.127.255.255, reserved for this purpose by RFC 6598. Cisco also explains CGNAT addressing and operation.

Compare the router’s WAN IPv4 address with the public IPv4 address reported by an external service. A mismatch is a clue, not proof on its own: upstream routing, IPv6, or stale address information can affect the comparison. A private WAN address or an address in the CGNAT shared range is a strong sign that a home-router forward alone will not suffice. Ask your ISP whether it offers publicly routable IPv4, or consider a tunnel, Realms, or hosted server. No amount of Windows Firewall editing or forwarding on your router alone can remove CGNAT upstream.

Test from outside your home network

After local and LAN tests succeed, ask a friend to connect from another network or test from a phone or laptop using cellular data. Testing your public address from the same home Wi-Fi is inconclusive: some routers do not support NAT loopback (also called hairpin NAT), which lets an inside device reach an inside server by using the outside address.

Test result What it suggests
Localhost fails Fix the server process, configuration, port, or edition before troubleshooting the router.
Localhost works, but another home device cannot connect using the host’s LAN IP Check the server’s LAN binding, Windows firewall, profile, and local address.
A LAN device connects, but an outside player cannot Recheck the forwarding target and public address, then investigate double NAT, CGNAT, and the external test.
A connection from another network works The server is reachable from outside; a failed test using the public address from inside may be a hairpin-NAT limitation.

A generic TCP port checker can be useful for a Java TCP port when the server is running, but it is not a valid test of Bedrock’s default UDP endpoint. Even for Java, “closed” is evidence rather than a complete diagnosis: the checker may be testing the wrong public IP, the server may be stopped, or a firewall, router, or ISP may be dropping traffic.

Rule out Minecraft and PC issues that resemble network failures

  • Version mismatch: Use compatible client and server versions. Download the current Java server from Mojang’s server page. For Bedrock, Microsoft notes that protocol versions can differ between releases; “Outdated Client” or “Outdated Server” points to version compatibility, not necessarily forwarding.
  • Multiplayer permissions: Check account and platform multiplayer settings, especially for Bedrock players. Console players may also need the relevant platform’s multiplayer subscription. See Minecraft’s Java multiplayer troubleshooting and Bedrock connectivity guidance.
  • Server access controls: Check the whitelist and authentication settings if the server is reachable but a particular player is rejected. A timeout is more suggestive of reachability than an explicit access-denied message.
  • VPNs, DNS, and security software: Temporarily test with conflicting VPN or filtering software disabled only if safe and permitted, and restore protection afterward. Minecraft’s troubleshooting guidance also lists VPN, DNS, firewall, and router settings among possible multiplayer factors.
  • Sleep or shutdown: The host PC must remain awake and the server process must stay running while friends connect.
  • After a Windows update: Check that the server process still starts, the network profile is still correct, the firewall rule still targets the current executable, and the PC’s private IP has not changed. Treat the update as a possible timing clue, not proof that Windows broke networking.

Choose another way to host if inbound forwarding is unavailable

If your ISP uses CGNAT, your router is locked down, or you would rather not expose a home port, choose a method that matches who needs access and how much control you want.

Port forwarding Owners who want control of server files, mods, or plugins and have a reachable public address. The PC must stay on; home upload capacity and uptime limit service, the public IP may change, and server security and backups are your responsibility.
Private mesh VPN such as Tailscale A trusted group willing to use a private network instead of exposing a public server. Players need the relevant access method, and setup depends on the documented platform arrangement. See Tailscale’s Minecraft guidance.
Game tunnel such as playit.gg Players who want to keep the server on a home PC without configuring router forwarding. Adds a third-party dependency and may add latency; address, plan limits, and features depend on the service. See playit.gg setup/download and its Minecraft server setup guide.
Minecraft Realms Families and small groups prioritizing managed infrastructure and simple invites. It is not equivalent to a fully customizable dedicated server for extensive mods, plugins, or operating-system control. See Minecraft Realms for current availability and eligible trial details.
Conventional server host Owners who want 24/7 availability without keeping a home PC on. Costs recur, and hardware control, backups, mod support, and cancellation policies vary by provider.

When comparing a paid host, verify Java or Bedrock support, mod and plugin compatibility, backups, region, player capacity, and whether displayed pricing is introductory or recurring. Realms availability, ISP options, platform requirements, and hosting terms vary by region and provider.
