Minecraft Server Not Loading Chunks: Causes and Fixes

Minecraft chunks can fail at generation, server sending, network delivery, or client rendering. This guide shows how to identify the layer, inspect Paper settings and logs, isolate plugins, resolve world-version errors, profile bottlenecks, and use pregeneration safely.

When a Minecraft server is “not loading chunks,” the failure can occur in three different places: the server may not generate or read the chunk, it may load the chunk but delay sending it, or the client may receive it but render it slowly. Check those layers separately instead of raising view distance at random. Start by reproducing the symptom, checking effective distances, reading logs/latest.log, isolating plugins, confirming world-version compatibility, and measuring CPU, disk, and network load. Only then change Paper’s chunk limits, upgrade hardware, or pregenerate terrain.

What “chunks not loading” actually means

A visible hole or delayed landscape is not a single Minecraft error. Chunk data follows a path from storage or generation on the server, through server-side loading and packet sending, to the client’s network and renderer. A problem at any point can look like the same missing terrain.

What you see Most likely layer First check
Only the outer edge of the visible world is missing View-distance, send limits, client render distance, or packet delivery Compare server distances with the affected client and test another client
Terrain appears after walking forward, relogging, or teleporting Delayed generation/loading, a send queue, plugin interference, or a version-specific bug Read the console and profile during a reproduction
Every player sees the same holes in a new area Server generation, disk loading, Paper limits, or world data Check CPU, disk latency, chunk errors, and Paper global settings
Only one player sees invisible or late terrain Client rendering, local network, or client-specific settings Join with a second client or account from the same location
Chunks never appear and the log reports an exception Plugin, server build, or incompatible world Inspect logs/latest.log and the startup console

This distinction prevents a common mistake: increasing a radius cannot repair a plugin crash, a world saved by a newer Minecraft version, dropped packets, or a client that cannot render the received data.

Step 1: Reproduce and classify the symptom

  1. Choose a controlled location. Test in a fresh area as well as an area that has already been explored. New terrain exercises generation; old terrain primarily exercises disk reads, sending, and rendering.
  2. Record the trigger. Note whether chunks become visible when you walk toward them, stop moving, relog, teleport, or wait. A repeatable trigger is more useful than a general report that the world is “slow.”
  3. Compare players. Ask another player to stand in the same place. If possible, connect a second client on the same network. A server-wide symptom should reproduce for both; a single-client symptom needs client and network checks before server changes.
  4. Watch the console while reproducing. Look for chunk, watchdog, plugin stack-trace, out-of-memory, disk, or version messages. Copy the complete exception, including the first plugin class named in a stack trace.
  5. Measure rather than guess. Note tick-time or TPS, CPU utilization, disk activity, memory pressure, and network throughput during the delay. A high view distance can expose a bottleneck without causing it.

View distance and simulation distance: what each setting does

In Paper’s server-properties reference, view-distance is the server-side radius of world data sent to a client. The documented Paper default is 10 chunks, with a minimum of 3 and a maximum of 32. It is measured in each direction from the player, so 10 is a radius, not a 10-chunk diameter.

simulation-distance is a separate radius. It controls how far living entities are updated by the server. Paper documents a default of 10 and an allowed range of 3–32. Entities outside this radius are not ticked and are not visible to players under that rule. Raising it increases the area the server must simulate; it does not guarantee that a client will receive every chunk in the same area.

Setting Controls Paper documented values Common misunderstanding
view-distance World data the server sends to each client Default 10; minimum 3; maximum 32; radius in each direction It is not the client’s guaranteed visual distance and not a diameter
simulation-distance Radius in which living entities are updated Default 10; 3–32 inclusive; radius in each direction Increasing it does not directly fix packet sending or client rendering

Open the server’s server.properties, record both values, change only one value at a time, save, and restart the server before testing. Use a modest baseline while diagnosing rather than repeatedly increasing the numbers. A lower temporary distance reduces the amount of generation, loading, and sending needed for each player and can reveal whether the system is simply saturated.

The configured server value is a maximum, not a promise. A client’s render-distance setting can reduce what it draws, and Paper-specific send-distance or per-player limits can reduce what arrives even when view-distance is high. Confirm the effective result in game instead of assuming the largest number wins.

Check Paper’s chunk-generation, loading, and sending limits

Paper exposes per-player controls in its global configuration. They govern how many chunk operations may run concurrently or how quickly operations are allowed to proceed:

  • player-max-concurrent-chunk-generates
  • player-max-concurrent-chunk-loads
  • player-max-chunk-generate-rate
  • player-max-chunk-load-rate
  • player-max-chunk-send-rate

A low generation or load rate can make newly explored terrain arrive slowly. A low send rate can leave the server ready but the player waiting for packets. Conversely, an unlimited or very high value can overload the CPU, storage, or network and make the entire server less responsive. Treat these as throttles, not performance switches.

  1. Back up the relevant Paper configuration and note the original values.
  2. Change one limit only, preferably by a small amount, and restart if that configuration requires it.
  3. Reproduce the same route with the same number of players.
  4. Compare tick time, CPU, disk activity, and network use.
  5. Keep the change only if the measured bottleneck improves without causing watchdog pauses, spikes, or player-wide lag.

If raising a rate makes chunks arrive but causes long ticks or disk saturation, revert it. A stable lower rate is preferable to a faster queue that freezes gameplay.

Read the logs and isolate plugins

Paper’s troubleshooting guidance starts with logs/latest.log. Search around the moment a chunk fails or appears late, not just at startup. A plugin name in a stack trace is a strong lead, but the first visible error may be a consequence of an earlier failure.

Use a controlled plugin test

  1. Stop the server safely and make a backup of the world and configuration.
  2. Update the server and plugins only from their official download pages, checking that each build supports your Minecraft version.
  3. Temporarily disable all plugins and start a test instance or a copied world. Do not experiment on the only copy of a valuable world.
  4. If the problem disappears, re-enable plugins in halves (a binary search). Reproduce after each change until one plugin or group is responsible.
  5. Test the suspected plugin with its current libraries and a clean configuration. Report the complete log and reproduction steps to its maintainer if it remains broken.

Stale plugin builds, libraries compiled for another server version, and copied “optimization” configurations are frequent causes of behavior that differs from vanilla. Paper recommends reverting copied optimization settings and testing a vanilla-like configuration when the evidence points away from the base server. Do not assume a setting copied from a different Minecraft release still has the same meaning.

Resolve world and server-version incompatibility

If the log contains Server attempted to load chunk saved with newer version of minecraft, the world was opened by a newer server version than the one now running it. Downgrading that world is unsupported. Run the latest supported Paper version for the world and restore a backup before risky experiments.

Do not use -DPaper.ignoreWorldDataVersion=true as a routine fix. Paper describes forcing the load this way as unsupported and warns that it can permanently corrupt the world. If the only copy has already been exposed to an incompatible version, stop making changes, preserve it, and work from a backup or a copied test instance.

Version-specific implementation bugs have existed. Paper issue #5203 documented a 1.16 API scenario in which increasing view distance left some chunks unloaded until a player moved, relogged, or teleported; the issue was closed as completed on April 15, 2021. That history is evidence to check your exact server version and update path, not proof of a universal current bug. A modern reproduction should include the precise Minecraft version, Paper build, plugins, configuration, and log excerpt.

Check client rendering and the network path

When another player can see the same area normally, focus on the affected client. Confirm its render distance is not lower than expected and temporarily disable shaders, heavy visual mods, or resource packs that may delay rendering. Watch whether the debug screen shows a stable connection while the terrain is absent; a local frame-rate or memory problem can make received chunks appear late.

Test from a different network if possible. Wi-Fi loss, VPN routing, packet loss, or a congested uplink can delay or retransmit chunk packets even when the server has generated them. A server-side increase in view-distance cannot repair a damaged network path. If all players on different networks see the same delay, return to server generation, loading, and send limits.

Profile before changing hardware

Paper documents the built-in spark profiler for investigating performance problems. During a reproducible delay, run /spark profiler start --timeout 300 with the required permission. A time-limited profile helps identify whether CPU work, plugin tasks, chunk generation, disk loading, or network sending dominates the interval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Generation dominates: reduce the temporary exploration load, check CPU headroom, and consider controlled pregeneration.
  • Disk loading dominates: inspect storage latency and concurrent workloads before changing rates.
  • A plugin task dominates: update, isolate, or remove that plugin rather than increasing chunk limits.
  • Sending or network work dominates: check player count, bandwidth, send-rate limits, and packet loss.
  • No clear server bottleneck appears: reproduce with another client and inspect client rendering and network conditions.

Only after a measured bottleneck should you consider a faster host, SSD, or CPU. An optimization guide notes that CPU overload can significantly slow chunk loading, but hardware cannot repair incompatible world data or a faulty plugin.

When pregeneration helps—and when it does not

Pregeneration creates terrain before players explore it, reducing the amount of live generation work during normal play. It is useful for a planned map or a known exploration area when profiling shows generation is the bottleneck. It consumes CPU and disk space and may take hours, so schedule it when player demand is low and monitor the server.

Pair a pregeneration plan with a vanilla world border so the workload has a defined shape. Each dimension has its own border; a border in the Overworld does not automatically define the Nether or the End. Keep a backup and verify free disk space before starting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pregeneration does not fix a plugin exception, a world saved by a newer Minecraft version, a client render-distance cap, or network packets that are dropped or delayed. It also does not remove the cost of sending and rendering chunks when many players spread out.

Choose a remedy by the layer it addresses

Remedy Layer addressed Reversibility and restart Cost or risk Effect on gameplay distance
Temporarily lower view-distance or simulation-distance Server send and entity simulation Easy to reverse; restart after editing server.properties Less CPU, disk, and bandwidth pressure Players receive or simulate a smaller radius
Adjust one Paper chunk rate or concurrency limit Generation, disk loading, or packet sending Back up configuration; change one value and usually restart High values can cause CPU, disk, or bandwidth contention Distance stays configured, but arrival speed changes
Disable or update a plugin Plugin layer Reversible if the plugin is retained; restart normally required May remove a gameplay feature; compatibility must be checked No direct distance change
Run the supported server version for the world World/version compatibility Back up first; changing versions can require a migration Downgrade is unsupported; incorrect forcing can corrupt data No direct distance change
Pregenerate a bounded area New-terrain generation Can be stopped, but generated files remain; plan backups Hours of CPU and disk use Smoother exploration inside the prepared area
Upgrade CPU or storage Measured hardware bottleneck Requires infrastructure work; configuration remains reversible Cost without a guarantee if the bottleneck is elsewhere May sustain existing distances more reliably
Fix local network or client rendering Client and network delivery Usually immediately testable Requires a second client or network comparison Server distance is unchanged

Symptom-specific troubleshooting branches

Chunks load only after you walk forward

First determine whether walking changes the server’s requested set or merely gives the client time to render. Reproduce with a second player, inspect the log, and profile for generation and send queues. Check the five Paper per-player limits before raising view distance. If the server is on an old build, test the latest supported build on a copied world; the historical 1.16 issue shows why version-specific testing matters.

Increasing view distance does nothing

Verify that the server restarted with the edited server.properties. Confirm the client’s render-distance setting, then check Paper send limits and network throughput. A larger configured radius can be masked by a client cap or a low send rate, and it can worsen contention if the server is already CPU- or disk-bound.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.

Only newly explored terrain is affected

Compare a previously generated area with a fresh one. If only new terrain is slow, profile generation, check CPU headroom, and consider bounded pregeneration. Do not pregenerate until plugin and version errors are excluded; generating thousands of chunks does not make incompatible data safe.

All players see permanent holes or console errors

Stop changing distances and inspect logs/latest.log. Isolate plugins, verify the Paper build supports the world’s data version, and restore a backup before testing unsupported flags. Permanent holes accompanied by version messages are a data-compatibility incident, not a normal view-distance problem.

The problem affects one player only

Compare that player’s client render distance, mods, resource packs, frame rate, memory use, and network route with another player. A server-side change is unlikely to help if everyone else receives and renders the same chunks normally.

A safe maintenance checklist

  • Back up the world before changing versions, plugins, or global Paper settings.
  • Record Minecraft version, Paper build, plugin list, distances, and the exact reproduction route.
  • Test a fresh area and a previously generated area.
  • Compare at least two players or clients.
  • Read logs/latest.log during the incident.
  • Disable all plugins, then bisect them if the clean test works.
  • Keep view-distance and simulation-distance at a modest diagnostic baseline.
  • Change only one Paper chunk limit at a time and monitor tick time, CPU, disk, and bandwidth.
  • Use /spark profiler start --timeout 300 during a controlled reproduction.
  • Run the supported Paper version for the world; never rely on -DPaper.ignoreWorldDataVersion=true for production recovery.
  • Use pregeneration only for a measured new-terrain generation bottleneck, with a defined border and enough disk space.

Bottom line

Diagnose the delivery path in order: generation or disk load, server send limits, network transport, then client rendering. Paper’s documented distances are radii, and their values are only upper bounds on what a player can receive or simulate. Logs, plugin isolation, version checks, and a short spark profile usually identify the actual bottleneck faster than repeatedly increasing view distance. Apply the smallest reversible change that addresses the measured layer, and keep a world backup before any version or data experiment.
