Identify the failure before changing anything
The symptom usually tells you which layer to inspect first. Use this map to avoid changing several settings at once:

These symptoms can overlap. For example, a bad URL can produce a download error, while a URL that returns an HTML error page can produce a later hash or ZIP failure. Work through the checks in order and record what changed.
Understand the four resource-pack properties
Java servers advertise packs through server.properties. PaperMC’s server reference defines the fields as follows:

After editing the file, save it and restart the server. A running server may continue using the previous values until it is restarted. Keep a copy of the working properties file so a later change can be reverted cleanly.
Step 1: Test the resource-pack URL
Start with the address in resource-pack=. Copy it exactly and test it in a private browser window or with a download client. The result should be the ZIP file itself, not a web page that happens to contain a download button.
Check the HTTP response
Record the HTTP status, final URL after redirects, response content type, and downloaded byte count. A successful browser tab is not proof that Minecraft can retrieve the file: a browser may follow an interactive login flow, use an existing cookie, or render an HTML error page that looks normal to a person.
- A redirect should end at a stable, publicly accessible file address.
- The response must not require an account, browser cookie, confirmation click, or expiring session.
- Save the response to disk and open it as an archive. If the first bytes identify an HTML document or the archive viewer reports a corrupt file, fix hosting or access control before changing Minecraft settings.
- Use the same URL players receive. Do not test one mirror while the property points to another.
Common delivery failures
An empty resource-pack value produces no server-provided pack. A plugin or proxy can also replace, suppress, or rewrite the join sequence, so compare the server’s properties with the effective configuration of any layer between the client and the server. TLS certificate errors, a denied request, a redirect loop, and a provider-generated error page all need to be fixed at the host before hash troubleshooting is meaningful.
Step 2: Recompute the SHA-1 from the served ZIP
resource-pack-sha1 is a verification value, not a name or a URL. PaperMC recommends setting it so players can be checked against the intended file. The digest must be calculated from the bytes downloaded through the configured URL, because a local copy may have been replaced, recompressed, or otherwise changed.
Calculate the digest
Download the file using the exact address from resource-pack, then calculate SHA-1 on that downloaded file:

shasum -a 1 downloaded-pack.zip. - On Windows PowerShell, run
Get-FileHash .downloaded-pack.zip -Algorithm SHA1.
Copy only the 40 hexadecimal characters into resource-pack-sha1=. Use lowercase for consistency, remove spaces, and do not hash a folder or a screenshot of a checksum. If the digest differs from the value in server.properties, replace the property with the newly calculated value and restart the server.
When the hash is correct but the error remains
A matching digest proves that the bytes were verified; it does not prove that Minecraft can replace an old cached copy. If the client log reports a hash-check failure together with a file-deletion or file-in-use error, treat the cache as a separate problem rather than recalculating the same hash repeatedly.
Step 3: Check the player’s acceptance and enforcement settings
On the client, open the multiplayer server entry and set Server Resource Packs to Prompt or Enabled. A setting that refuses server packs can explain why a server appears not to send one even when its URL is valid.
Required packs and disconnects
With require-resource-pack=true, Mojang’s Java 1.17 documentation says players are prompted and disconnected if they decline the required pack. A disconnect is therefore expected policy behavior when a player selects the negative response; it is not automatically evidence of a network fault.

For diagnosis, an administrator can temporarily set require-resource-pack=false, restart, and test whether an optional pack downloads and applies. Restore the intended policy after testing. Do not use this change to conceal a failed download on a production server where the pack is part of the game’s rules.
Separate a missing prompt from a failed prompt
No prompt usually means the server did not advertise a pack, the client setting blocks it, or an intervening plugin or proxy altered the flow. A prompt followed by a failure means the advertisement reached the client, so concentrate on URL delivery, the hash, the ZIP, and the client log.
Step 4: Clear a stale or locked cached pack
Mojang issue MC-164316 documents “Pack application failed: Hash check failure” when the existing cached file cannot be deleted because another process is using it. This can happen even when the server now serves the correct ZIP.
- Exit Minecraft completely, including the launcher session that may still hold files open.
- Open the game directory and locate the client’s
server-resource-packscache. - Remove only the affected cached pack files. Do not delete worlds, screenshots, saves, or unrelated configuration.
- Relaunch Minecraft and join the server so the pack is downloaded afresh.
If the file cannot be removed, close resource monitors, archive tools, synchronization clients, or security software that may be scanning it, then try again. If the problem returns immediately, capture the client log and identify which process is holding the file rather than repeatedly deleting unrelated data.

Step 5: Validate the ZIP’s internal layout
A valid download can still be an unusable pack. Open the ZIP and check that the required files and folders are at the archive root:
- The pack metadata file, usually
pack.mcmeta, must be directly inside the ZIP. - The
assets/directory must also be directly inside the ZIP. - There should not be an extra top-level folder such as
MyPack/pack.mcmetaandMyPack/assets/.
An extra directory commonly appears when a folder is compressed instead of its contents. Rebuild the archive with pack.mcmeta and assets/ at the top level, upload the new ZIP, and recalculate its SHA-1. Repacking changes the bytes, so the previous digest is no longer valid.
If the downloaded file opens as HTML, a provider error document, or a login page, fix the URL instead of trying to repair the archive. Minecraft cannot turn a hosting error response into a resource pack.
Step 6: Check release compatibility and unsupported features
Use a pack built for the client’s Minecraft release. Mojang’s Java 1.21.9 documentation states that a minor resource-pack-version increment is backwards-compatible within the same major version. That allowance does not make every asset or feature portable between releases.
When only some assets are missing
If the pack reports as applied but selected textures, models, sounds, or fonts remain unchanged, inspect the client log for “missing” or “could not load” entries. Then compare:
- Namespace names and folder paths.
- Filename spelling and lowercase characters; case differences can work on one operating system and fail on another.
- References inside model, block-state, font, or sound JSON files.
- The pack version declared in
pack.mcmetaagainst the client release.
This partial-load pattern points to asset resolution or compatibility, not usually to the server URL. Fix one missing path at a time and retest with a clean client cache when the pack itself has changed.

Core shader replacement
Mojang’s 1.21.9 notes also state that replacing core shaders is unsupported. A pack may download and show ordinary textures while shader-dependent visual changes fail. Do not interpret that limitation as a hash or ZIP error; remove unsupported shader overrides or redesign the effect with features supported by the target release.
Read the client log strategically
Logs are most useful after you know which stage failed. Search the client log immediately after reproducing the issue and classify the first meaningful error:
- Connection, TLS, status, or redirect text: return to URL delivery and hosting access.
- Hash mismatch: compare the configured digest with a fresh hash of the exact served ZIP.
- Delete, access, or file-in-use text: close Minecraft and clear the affected
server-resource-packsentry. - Archive, metadata, or missing-asset text: inspect the ZIP root, namespaces, paths, and filenames.
- Version or unsupported-feature text: align the pack with the client release and remove unsupported overrides.
Capture the log from the same join attempt as the failure. A later successful join can overwrite the context needed to distinguish a transient network response from a persistent pack defect.
A complete repair sequence
For a controlled fix, use this order and stop when the symptom changes:
- Back up
server.propertiesand note the client and server Minecraft versions. - Confirm that
resource-packcontains the intended direct-download address. - Download that exact address outside Minecraft and verify that it is a ZIP, not HTML or an access page.
- Calculate SHA-1 on the downloaded bytes and update
resource-pack-sha1with the lowercase 40-character digest. - Restart the server.
- Set the client’s Server Resource Packs option to Prompt or Enabled.
- Test with
require-resource-pack=falseonly if you need to separate optional download behavior from mandatory-policy disconnects; restore the original policy afterward. - If the log mentions a locked or undeletable file, exit Minecraft and remove only the affected cache files under
server-resource-packs. - Inspect the ZIP root for
pack.mcmetaandassets/, then correct namespaces, paths, case, and pack-version metadata. - Retest and keep the first new log entry if the next failure moves to a different layer.
What each result means
The prompt appears after the URL fix
The server is now advertising a pack. Continue with acceptance, hash verification, and archive validation rather than changing proxy settings.

That is expected when the ZIP bytes change. Recalculate after every replacement, including a repack that only changes compression or folder layout.
The pack applies but the game looks unchanged
Confirm that the assets you are viewing are actually overridden, then inspect root layout, namespace paths, filename case, and version compatibility. A successful application status only means the pack was accepted and loaded; it does not guarantee that every referenced asset exists.
Only one player fails
Compare that player’s client resource-pack setting, game version, log, and cached files with a player who succeeds. A server-wide URL or hash error normally affects multiple clients, while a local cache lock or incompatible client release can be isolated to one machine.
Bottom line
Fix Minecraft server resource packs from the outside in: deliver the real ZIP at the configured URL, hash those exact served bytes, ensure the client is allowed to accept the pack, clear a locked cache entry, and only then debug ZIP layout and release compatibility. This sequence addresses the failure modes documented by PaperMC and Mojang without weakening a required-pack policy or deleting unrelated game data.
