A Minecraft server that will not start is usually failing for a specific, identifiable reason: the Java runtime does not match the release, the EULA has not been accepted, the wrong JAR or folder is being used, another process owns the port, a file cannot be written, or a mod/plugin is incompatible. Start the server from a terminal or hosting-panel console, read the first meaningful exception, and then check logs/latest.log. The message normally tells you which fix applies.

Start with the exact error, not a guess

Run the server from a terminal or your host’s console instead of double-clicking the JAR. A terminal keeps the process visible when it exits, so you can copy the first exception and the lines immediately after it. Then open logs/latest.log in the server directory. The earliest meaningful error is generally more useful than the final shutdown message.

  1. Launch the server and copy the first exception, warning, or failure line.
  2. Open logs/latest.log and locate the same event with its surrounding lines.
  3. Classify the message before changing files or settings.
  4. Change one cause at a time, restart, and record whether the error changes.
Console message or symptom Likely branch First action
UnsupportedClassVersionError Java is older than the server requires. Run java -version in the launch environment and install or select the required release.
An EULA or eula.txt message The first-run agreement has not been accepted, or the file is in another directory. Run the JAR once, edit the generated file in that same folder, and set eula=true.
Address already in use Another process is listening on the configured port. Stop the conflicting process or change the server port and update matching firewall and router rules.
Access denied, read-only storage, or a file-creation failure The account cannot write to the server directory, or another program has locked a file. Use a user-owned directory and check antivirus, backup, or synchronization locks.
A named mod, plugin, dependency, or loader error A component does not match the Minecraft version, loader, or another required component. Remove the most recently added component, restart, and compare every version named in the log.

If the process reaches a running state, startup is complete even if players still cannot connect. Treat that as a separate network problem rather than continuing to replace server files.

Verify Java before changing anything else

Java is selected by the shell or account that launches the server, not necessarily by the Java version visible in a desktop control panel. In the same terminal, user account, or hosting-panel environment used for the server, run:

java -version

The required baseline depends on the exact Minecraft release. Minecraft’s Java Edition 1.18 documentation required Java 17 or above for custom Java setups and third-party launchers. The Java Edition 26.1 release notes state that Java 25 is required. Those are release-specific requirements, not a universal rule for every version.

Minecraft release context Required Java baseline Qualification
Java Edition 1.18 custom setups Java 17 or newer Requirement documented by Minecraft for the 1.18-era release.
Java Edition 26.1 Java 25 Requirement stated in the 2026 release notes.

Compare the result of java -version with the requirement for your server’s exact release, not merely the version of the launcher or client you use. An older runtime commonly produces UnsupportedClassVersionError before the server can create normal files.

When several Java installations exist

Multiple installations can make a correct Java version appear to be installed while the server still invokes another one. Call the intended executable by its full path in the launch command, then check that executable directly with its version option. For example, replace the placeholder path and filename with the locations on your system:

/path/to/java -version

/path/to/java -jar <server-file>.jar nogui

Keep the version check and launch command in the same script or shell context. If a hosting panel offers a Java-runtime selector, choose the release required by the server and confirm the panel’s console output rather than relying on a different Java installation on your computer.

Run the correct JAR from the correct directory

The launch command must point to the actual server JAR, and the working directory must be the folder that contains it. Starting a similarly named file from another folder can make the server appear to ignore configuration, EULA, world, or log files.

  1. Open a terminal and change into the server folder: cd /path/to/server.
  2. List the files and confirm the exact JAR filename. On Windows use dir; on Unix-like systems use ls.
  3. Run that exact filename: java -jar <server-file>.jar. Add nogui if you want a console-only launch: java -jar <server-file>.jar nogui.
  4. Keep the terminal open and watch the first-run output.

A wrong filename, a command launched from another directory, or an incomplete download can stop the process before the normal configuration files are generated. Do not create a second server folder to “fix” a missing file; first verify where the command is running and where it is writing.

What a normal first run does

The official setup sequence expects the first run to create eula.txt and server.properties. The server may stop after displaying the EULA notice. That stop is part of setup and does not, by itself, mean the JAR is corrupted. If neither file appears, inspect the working directory and write permissions before trying another download.

Fix the EULA message safely

On the first launch, the server writes an EULA file with eula=false and exits until you accept the agreement. Follow these steps:

  1. Stop any remaining server process.
  2. Open eula.txt in the same directory as the server JAR.
  3. Change only the value from eula=false to eula=true.
  4. Save the file without changing its name or location.
  5. Run the same JAR command again from that directory.

If the console says it failed to load eula.txt, first determine whether the file was never generated, was saved in another folder, or cannot be read. A second copy of the file elsewhere will not satisfy the server. Check the path shown by the launch command and make sure the account can read and write that folder.

Resolve permissions, read-only storage, and file locks

Messages such as access denied, read-only storage, or failure to create a file indicate an operating-system or storage problem rather than a Minecraft setting. The server must be able to create and update its configuration, logs, world data, and libraries.

  • Check whether antivirus, backup, cloud-sync, or indexing software is holding the JAR, world, or log files open.
  • Look for a path that is unavailable, disconnected, or mounted read-only.
  • Read the exact path in the exception; permissions may affect only one subfolder.

There is no universal Windows permission command that fixes every case. Apply the remedy indicated by the path and error in your own log, and avoid granting broad permissions to an entire drive when a user-owned server folder is sufficient.

Deal with a port conflict

Address already in use means another process has claimed the network port configured for this server. Common causes include an older server instance that did not close, a second server on the same machine, or another application using that port.

  1. Stop the other Minecraft instance or application that owns the port.
  2. If that process must remain running, open server.properties and change the server’s port to an unused value.
  3. Save the file and restart the server.
  4. Update the host firewall and router forwarding rules to use the new port.
  5. Tell players to include the changed port in the address they use to connect.

The default Java server port is 25565 when it has not been changed. A port conflict prevents startup; router forwarding is not involved in getting the process itself to launch. Forwarding matters only when players outside the local network need inbound access.

Isolate incompatible mods, plugins, and loaders

Modded and plugin-based servers add another failure branch. A component can be present but built for a different Minecraft version, a different server loader, or a dependency that is missing or mismatched. The log usually names the component or loader involved.

  1. Stop the server and make a complete backup of the world and configuration.
  2. Identify the most recently added or updated mod, plugin, loader, or dependency.
  3. Temporarily move that component out of the relevant load directory rather than deleting it.
  4. Restart and inspect the new log.
  5. If the server starts, reintroduce removed components in small groups until the failing item is isolated.
  6. Match the isolated component to the exact Minecraft version and server loader named in the log, then follow that loader’s documentation for dependency requirements.

Do not mix a client-only mod into a dedicated-server loadout or assume that a file working on one Minecraft release will work on another. Keep the world backup outside the server folder while testing so a failed migration cannot overwrite your only recovery copy.

When the log names a dependency

A message about a missing library or required dependency is different from a generic crash. Keep the named parent component disabled until its required version is installed, and verify that the dependency itself supports the same Minecraft release and loader. Replacing random JARs can create a second incompatibility and make the original error harder to identify.

Separate startup from players being unable to join

A server that reaches its running state has passed the Java, JAR, EULA, and basic file-creation stages. If you can connect from the host with localhost but remote players time out, investigate networking rather than reinstalling the server.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test locally first

  1. On the host machine, connect to localhost using the configured port.
  2. If local access fails, return to the server console and logs/latest.log; the process may not be listening despite appearing open.
  3. If local access succeeds, continue with firewall, router, and address checks.

Check the host firewall

Permit the Java process or the configured server port through the host firewall. If you changed the port from 25565, the firewall rule must use the new value. A rule for the client game does not necessarily permit the dedicated server process.

Check router forwarding

For a home-hosted server, forward the server port from the router to the host computer’s current private IP address. If the host receives a different private address later, a previously correct rule may point to the wrong machine. The router and firewall must agree on the same port.

Check the address players use

Players on the same local network may use the host’s private address, while players outside it normally need the network’s public address and the configured port. They should not use localhost; that name always refers to the computer on which the game is running. If the server port is not 25565, include the port in the connection address.

Home-network configuration can be complex. Some routers do not support connecting to the public address from inside the same network, and some internet connections do not provide an inbound public address. Those conditions can make remote testing fail even when the Minecraft process is healthy.

Choose the remedy that fits your setup

Situation Most appropriate path Why
Local server with a clear Java, EULA, file, port, or mod error Fix the named branch and retest locally. The log identifies a change you can make directly on the host.
Local server runs, but outside players cannot connect Check firewall permissions, router forwarding, private-IP stability, and the address players use. The process is running; the remaining failure is reachability.
You need full control over files, mods, and networking Continue self-hosting with documented Java and backup procedures. You control the runtime, loader, world, and port configuration.
You cannot maintain Java, firewall, or router settings Consider managed hosting that supplies a server console and handles more of the operating environment. It can reduce local networking and runtime maintenance, although mod and version support still must be checked.

No single RAM number applies to every server. Memory needs vary with the Minecraft release, world, mods, player count, and host. If the log does not report a memory-related failure, changing allocation is not a substitute for fixing a Java mismatch, EULA refusal, port conflict, permission error, or incompatible component.

A controlled recovery sequence

When several changes have already been made and the cause is unclear, return to a known state instead of stacking more fixes.

  1. Stop the server cleanly and copy the world, server.properties, eula.txt, mod/plugin folders, and logs to a backup location.
  2. Record the exact Minecraft version, loader, JAR filename, Java executable, and launch command.
  3. Move recently added mods or plugins out of the load directory.
  4. Run the original JAR from its own folder with the intended Java executable.
  5. Read the first exception in the console and logs/latest.log.
  6. Apply only the fix associated with that exception, then restart.
  7. Restore content in small groups after the server starts reliably.

Do not delete the world or overwrite the only copy of a configuration file while diagnosing startup. A clean log after one controlled change is more valuable than a successful launch whose cause you cannot reproduce.

Prevent the next startup failure

  • Keep a launch script that calls the intended Java executable by full path when multiple runtimes are installed.
  • Record which Minecraft release and loader each world uses before updating.
  • Back up the world and configuration before adding or updating mods and plugins.
  • Keep the server directory separate from temporary downloads and synchronization folders.
  • Reserve or otherwise track the host’s private IP if your router forwards a port to it.
  • Keep the console and logs/latest.log available whenever you change Java, the JAR, the loader, or the network port.

Bottom line

Read the first real error and logs/latest.log, verify the Java version for the exact Minecraft release, launch the correct JAR from its own directory, accept the EULA in the generated file, and then follow the specific branch for permissions, ports, or mod compatibility. Once the process is running, test localhost and troubleshoot firewall and router forwarding separately. This sequence prevents a connectivity problem from being mistaken for a startup failure and gives each error a targeted fix.
