“Failed to download” is not a single diagnosis. The next step depends on the game, download platform, mod manager, full error text and whether one mod, a collection or every download is affected. First work out whether the transfer truly stopped, or whether the message reflects an expired login, an unavailable file or a misleading progress display.
Start by identifying the failure
Before changing settings, note the game, where the mod is hosted, which manager you are using and its version. Copy the complete error and any details shown with it; phrases such as “failed to download collection,” “Network connect was not permitted, please check your firewall settings,” and “the link either expired or is invalid” can point to different problems.
- Scope: Does it affect one mod, one collection, all mods for one game, or all downloads?
- Transfer status: Did the download stop, or does the client show 0% while files may still be arriving?
- Platform: Is this Vortex/Nexus Mods, Steam Workshop, or another service? Apply advice for the platform displaying the error.
A report on the Nexus Mods forum in September 2023 received a staff reply describing that individual case as apparently temporary network trouble; it does not establish a general explanation for this message. Read the forum report.
If the download is in Vortex
Check for an expired session when the error is 401
Nexus Mods’ Vortex troubleshooting guidance says that, in Vortex 1.9 and later, an Error 401 after more than six hours idle can indicate OAuth/session expiry. Sign out of Nexus Mods in Vortex, sign back in, then restart Vortex. This is a version- and symptom-specific suggestion, not a fix for every failed download. See Vortex Troubleshooting.

If signing back in does not help
Check whether the mod or file is still available. The same Vortex guidance also identifies local security software as a possible cause if the problem continues. Check whether your security software has blocked or quarantined Vortex or its connection; avoid turning off protection wholesale as an early troubleshooting step.
If only collections fail
A Nexus Mods forum user in June 2024 reported that collection downloads failed while ordinary mod downloads worked, and later said switching browsers resolved the issue. That is one user’s experience, not proof that browsers generally cause collection failures. If the failure is collection-only, checking browser choice or extensions is a reasonable, low-impact test. If the download is in Steam Workshop
Workshop sits at 0%
A 0% display does not always mean a Workshop item failed to transfer: Steam may show a visual client bug while subscribed mods continue downloading. Check whether the download is actually progressing before retrying or changing files. Facepunch’s Steam troubleshooting guide describes this display issue.
Steam reports a file lock or read/write error
These are separate symptoms from a stuck progress indicator. Facepunch’s guide lists a running game and antivirus scanning or quarantine among possible causes. Close the game, then restart Steam; if needed, restart the PC and check whether security software is interfering with Steam or the affected files. Escalate with details, not guesses
If the platform-specific checks do not resolve the issue, contact the platform’s official support channel. Include the game, download source, manager and version, exact full error text, whether one item or all downloads are affected, and the steps you already tried. This gives support enough context to distinguish an account, file availability, transfer, display or local software problem. Avoid deleting files or making broad security changes before the cause is clearer.
