The safest fix is to identify the application named in the error and repair or reinstall that application rather than downloading a replacement DLL.
What this file actually does
MP4FileLibU.dll is historically associated with the mpegable MP4FileLib multimedia library from dicas digital image coding GmbH. It was used by older MPEG-4 and 3GPP software components, including applications that imported, converted, synchronized, or edited video.

Public historical file records report a 32-bit build identified as version 3.6.0.18 and approximately 308 KB, but those details do not prove that every legitimate copy has the same version or size. The file is not part of the standard Windows installation and should not normally be copied to C:WindowsSystem32 or C:WindowsSysWOW64.

- “Error loading mp4filelibu.dll. The specified module could not be found.”
- “mp4filelibu.dll is either not designed to run on Windows or it contains an error.”
These are Windows loader messages. They do not prove that this DLL alone is missing. A dependent library, damaged installation, incompatible video, or quarantined file can produce the same result.

Match the symptom to the likely cause
| What you see | Most likely cause | First action |
|---|---|---|
| The error appears when an old program starts | The application installation is incomplete or damaged | Repair or reinstall that application |
It appears in Windows Live Movie Maker while importing .3gp or .mp4 |
An old codec path cannot handle the media, or the Movie Maker files are damaged | Test another video, then repair or reinstall the application |
NokiaMServer.exe is named in the message |
An old Nokia/Ovi Suite component is missing a private multimedia file | Repair or reinstall the Nokia/Ovi software |
| The problem began after antivirus activity | Windows Security quarantined the original file | Check Protection history before reinstalling |
| It happens only with one video | Unsupported, corrupt, or unusual media | Test another file or convert the original |
| A 32-bit application fails on 64-bit Windows | The matching 32-bit application files are missing | Reinstall the application, not the DLL into a system folder |
| The file appeared in an unrelated folder | Suspicious or altered software may be involved | Scan the file and investigate its source |
Fix 1: Identify and repair the parent application
Start with the executable named in the error. Look for wording such as NokiaMServer.exe, Movie Maker, a video converter, a phone-sync utility, or another older multimedia program.
If the program is listed in Windows settings:
- Press Windows + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application associated with the error.
- Select the three-dot menu beside it.
- Choose Advanced options if available.
- Select Repair.
- Restart Windows and open the application again.
If Repair does not work, return to the same page and choose Reset if Windows offers it. Reset can remove the application’s local settings, so use it only after Repair fails.
For traditional desktop software:
- Press Windows + R.
- Enter
appwiz.cpland press Enter. - Select the affected application.
- Choose Change, Repair, or Uninstall, depending on what the installer provides.
- If you uninstall it, restart Windows.
- Reinstall it from the application’s original developer-provided installer or trusted installation media.
Use the installer for the same application family. Reinstalling a random media player will not normally restore a private DLL required by another program.
Recommended Free Tools
A successful repair should allow the application to start without the missing-file message. If the error changes to name another DLL, the original installation has more than one missing dependency. Continue with a complete reinstall rather than copying files individually.
Fix 2: Handle Windows Live Movie Maker or Nokia/Ovi errors
Windows Live Movie Maker
If Movie Maker starts normally but reports the error when importing a .3gp or .mp4, the media file may be the trigger rather than the only problem.
Try this sequence:
- Open Movie Maker without importing a file.
- Import a different, known-good video.
- If the second file works, the original video may use an unsupported codec, audio stream, or container variation.
- Convert the original video using a reputable video conversion application.
- Import the converted file.
- If every video produces the error, repair or reinstall the Windows Live software.
Microsoft notes that support for MPEG-4 and 3GP formats varies by Windows version, application, and installed codecs. See Microsoft’s documentation for supported Windows Media Player file types and Media Foundation formats.
Nokia or Ovi software
If NokiaMServer.exe or Nokia/Ovi Suite is named, the missing file belongs to that older phone-management installation. Do not place the DLL in a Windows folder.

Uninstall the Nokia or Ovi software from Settings > Apps or Control Panel > Programs and Features, restart Windows, and reinstall the complete suite from the original installation media or a legitimate installer associated with that product. If the software is no longer supported, consider exporting the required phone data with a supported method instead of rebuilding an unsafe legacy installation.
Fix 3: Check Windows Security quarantine
Antivirus software may have removed the file from an otherwise working application.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event naming
mp4filelibu.dllor the affected application. - Expand the event and inspect its path and detection details.
Restore the file only if all of these conditions are true:
- It was inside the original application’s installation folder.
- You recognize the application.
- The installer came from a legitimate source.
- You are confident the file was not downloaded separately.
Microsoft warns that restoring a quarantined file can cause Defender to detect it again. If the DLL came from an unofficial download site, do not restore it. Remove that copy and reinstall the parent application from its legitimate installer instead.

Fix 4: Check whether the media is the real problem
A missing-DLL message can occur when an old application activates its multimedia engine only for certain files.
Test the behavior carefully:
- Copy the problem video to a separate folder.
- Try a different
.mp4or.3gpfile. - Try the same problem file in a current media player.
- Check whether the file plays completely or reports corruption.
- If possible, obtain the video again from the phone, camera, or original storage.
- Convert it to a format documented as supported by the old application.
- Import the converted copy.
If only one file triggers the message, reinstalling Windows or registering DLLs is unlikely to solve the underlying issue. If every video fails, return to application repair or reinstall.
Fix 5: Confirm the 32-bit application path
The historically reported MP4FileLibU.dll component is 32-bit. A 32-bit application running on 64-bit Windows still needs its 32-bit application files in the location expected by that application.

Check the program folder:
- Right-click the application’s shortcut.
- Select Properties.
- Open the Shortcut tab.
- Note the path in Target.
- Select Open File Location if available.
- Check whether the application directory contains its other multimedia files.
Do not copy a 32-bit DLL into System32 or SysWOW64 to solve this. SysWOW64 contains 32-bit Windows components on 64-bit Windows, but it is not a general-purpose storage location for application DLLs. A copied file may be the wrong build or may require additional libraries that are also absent.

The correct repair is to restore the complete matching file set through the application’s installer.
Fix 6: Run DISM and SFC for broader Windows corruption
Because this is a third-party application DLL, System File Checker normally will not restore it. These commands are still useful if Windows itself is damaged or several unrelated applications are failing.
First install pending Windows updates and restart. Then:
- Open Start.
- Search for Command Prompt.
- Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to complete.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
Microsoft’s System File Checker instructions document this DISM-then-SFC sequence.
If SFC reports that it repaired files but mp4filelibu.dll is still missing, that is expected for a private application DLL. Reinstall the parent program.
Repeating SFC and DISM without knowing what changed can make troubleshooting slow and inconclusive. Outbyte PC Repair can perform a free scan that shows what needs attention; repairs are completed by the full version, but reinstalling the application remains the definitive fix when this file belongs to that application.
Fix 7: Do not use routine regsvr32 commands
regsvr32 is not a universal DLL repair command. It works only with DLLs that provide registration entry points such as DllRegisterServer, and a private codec or runtime library may not provide them.

- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
Running commands such as these is therefore not a normal solution:
regsvr32 mp4filelibu.dll
regsvr32 C:WindowsSystem32mp4filelibu.dll
They can produce an entry-point error, architecture error, or another message without restoring the application’s missing dependency. Microsoft explains the intended behavior of regsvr32. Reinstall the application instead.
Fix 8: Update drivers only when the symptoms point to drivers
A graphics or camera driver is not the first suspect for this filename. Consider driver repair only if the application also crashes during video rendering, Device Manager shows an error, or other video applications fail.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters, Sound, video and game controllers, and any camera-related category.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Check the driver status and date.
- Use Update Driver only with a driver supplied through Windows Update or the hardware manufacturer.
- Restart Windows and retest.
Do not remove a working driver merely because mp4filelibu.dll is missing. Outbyte Driver Updater can scan for outdated drivers and show what needs updating; installation is completed by the full version, while reinstalling the multimedia application remains the correct fix for this application-owned DLL.
Fix 9: Check optional Windows features carefully
Do not enable random Windows features to replace this file. The DLL is not identified as a Windows component, and enabling legacy features will not normally recreate it.

Why downloading mp4filelibu.dll is a bad fix
Random DLL download sites can provide malware, a modified file, the wrong architecture, or a build that does not match the application. Even a genuine file may fail because the application needs additional libraries, registry settings, codecs, or files from the same installer.
There is no verified current official standalone Microsoft or dicas download page for this DLL. Use the original application’s legitimate installer or installation media. Only manually copy a file when an administrator has verified it came from the exact same application and build and has confirmed the application’s expected folder.
FAQ
Is mp4filelibu.dll part of Windows?
No evidence supports that. It is associated with an older third-party multimedia library and normally ships with the application that uses it.
Should I put it in System32?
No. The application directory selected by its installer is usually the correct location. System32 and SysWOW64 are not general DLL drop locations.
Is the file a Microsoft Visual C++ runtime?
There is no evidence that it is. Do not install Visual C++ packages as the first response unless another error specifically identifies a missing Microsoft runtime.
Why does the error mention a video only during import?
The application may load its old MPEG-4 or 3GPP component only when processing media. The file may be missing, or that particular video may use an unsupported or damaged format.
Will SFC restore the file?
Normally no. SFC repairs protected Windows system files, while mp4filelibu.dll is an application-owned component.
Can I run regsvr32 on it?
Not as a routine fix. A private codec or runtime DLL may not support registration, and the command does not restore its dependent files.
What is the safest final solution?
Identify the application named in the error, check whether antivirus quarantined its file, and repair or reinstall that application from legitimate installation media. If the problem occurs only with one video, test or convert the media instead of replacing Windows files.
