mscoree.dll Won’t Load: Restore the Right .NET Component

By VGSources Team 17 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

mscoree.dll is a legitimate Microsoft Windows and .NET Framework component called the “Microsoft .NET Runtime Execution Engine.” When mscoree.dll is missing, damaged, blocked, or the wrong architecture is loaded, Windows may be unable to start a .NET Framework application.

The safest fix is not to download the DLL separately. Restore the required .NET Framework version, repair Windows components with DISM and SFC, or repair the application that is reporting the error.

What mscoree.dll does

mscoree.dll is the startup shim for the .NET Framework common language runtime. It helps Windows locate and start the appropriate .NET Framework runtime for a managed application. It is not the entire .NET Framework runtime itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The file belongs to Windows and Microsoft .NET Framework, not to a specific game, graphics driver, Visual C++ package, or DirectX installation. Microsoft describes the related loader behavior in its documentation for the CLR hosting process and LoadLibraryShim.

Modern .NET and .NET Framework are separate products:

  • .NET Framework is the Windows-only platform used by many older desktop applications.
  • Modern .NET, previously called .NET Core, is used by newer applications.
  • Installing the modern .NET Desktop Runtime does not normally repair an mscoree.dll problem in a .NET Framework application.
  • An application targeting .NET Framework 2.0, 3.0, or 3.5 may still require .NET Framework 3.5 even when .NET Framework 4.x is installed.

Where mscoree.dll should be located

On 64-bit Windows, the normal locations are:

%windir%\System32\mscoree.dll
%windir%\SysWOW64\mscoree.dll

The names are counterintuitive:

  • System32 normally contains 64-bit system files on 64-bit Windows.
  • SysWOW64 normally contains 32-bit system files used by 32-bit applications through WOW64 redirection.

On 32-bit Windows, there is no separate 64-bit system directory, so the applicable copy is normally under %windir%\System32.

There is no universal mscoree.dll version or file size. Windows build, architecture, servicing level, and installed .NET Framework history affect the file. Treat version and size information found on download pages as diagnostic clues only, never as a reason to download a replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To inspect a copy:

  1. Press Win + E.
  2. Enter %windir%\System32 in the address bar.
  3. Find mscoree.dll.
  4. Right-click it and choose Properties.
  5. Open the Details tab.
  6. Confirm that the description identifies the Microsoft .NET Runtime Execution Engine.
  7. Open Digital Signatures and inspect the signer.

Repeat the process in %windir%\SysWOW64 when troubleshooting a 32-bit application on 64-bit Windows.

What the error messages mean

You may see one of these messages:

The program can't start because mscoree.dll is missing from your computer.
Try reinstalling the program to fix this problem.
This application has failed to start because mscoree.dll was not found.
Re-installing the application may fix this problem.
The code execution cannot proceed because mscoree.dll was not found.
Reinstall the program to fix the problem.

A damaged file may instead produce a Bad Image message:

C:\Windows\system32\mscoree.dll is either not designed to run on Windows
or it contains an error.

The wording varies according to Windows version, application, architecture, loader path, and the underlying failure status. The message does not prove that the application caused the problem. It only means that Windows could not load the required runtime component while starting that program.

Fix 1: Identify whether one application or many applications fail

Time needed: 2 to 5 minutes

Before changing anything, test the scope of the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Restart Windows once.
  2. Try the affected application again.
  3. Try another known .NET Framework application if one is installed.
  4. If the error appeared while launching a game, test another desktop application.
  5. Check whether Windows features, Office add-ins, PowerShell-related utilities, or startup programs show similar errors.

Use this distinction:

  • One old application fails: the required .NET Framework version or the application installation is the most likely problem.
  • Several unrelated applications fail: suspect Windows component corruption, a failed update, antivirus quarantine, or architecture-specific damage.
  • Only 32-bit programs fail: inspect the 32-bit path under SysWOW64.
  • Only 64-bit programs fail: inspect the 64-bit path under System32.
  • Windows itself is broadly unstable: repair Windows components before reinstalling individual applications.

This simple test prevents installing unrelated runtimes when the problem is limited to one damaged application.

Fix 2: Enable .NET Framework 3.5 for older software

Time needed: 5 to 15 minutes, plus a restart if requested

Many older applications target .NET Framework 2.0, 3.0, or 3.5. .NET Framework 4.x is an in-place update family and does not automatically run every application built for the earlier 2.0–3.5 family.

To enable .NET Framework 3.5:

  1. Press Win + R.
  2. Type:

text
optionalfeatures.exe

  1. Press Enter.
  2. In Windows Features, select:

text
.NET Framework 3.5 (includes .NET 2.0 and 3.0)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Leave the child options at their default settings unless the application documentation requires something different.
  2. Select OK.
  3. Allow Windows to download or enable the component.
  4. Restart if Windows requests it.
  5. Launch the affected program again.

.NET Framework 3.5 can coexist with .NET Framework 4.x. Enabling it does not mean that you must remove .NET Framework 4.8 or 4.8.1.

Windows 11 version 26H1 and later use a standalone installer for .NET Framework 3.5 instead of the traditional optional-feature workflow. Use Microsoft’s current .NET Framework installation guidance for the installer that matches your Windows version.

If .NET Framework 3.5 installation fails

Common error codes include:

0x800F0906
0x800F081F
0x800F0907
0x800F0922

These errors often mean that Windows cannot obtain the required component source.

If you have matching Windows installation media mounted as drive X:, open Command Prompt as administrator and run:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /Source:X:\sources\sxs /LimitAccess

The installation media must match the installed Windows version. Mismatched media can fail or leave the component in an unsupported state. Microsoft documents the requirements in its guide to .NET Framework 3.5 installation errors.

If the command succeeds, restart Windows and test the application. If it fails, record the exact error code before proceeding to Windows component repair.

Fix 3: Repair Windows components with DISM and SFC

Time needed: 15 to 30 minutes, sometimes longer

Use this fix when:

  • mscoree.dll is absent from the Windows directory.
  • Several unrelated programs fail.
  • The problem began after an update, crash, cleanup operation, or disk problem.
  • Windows reports a Bad Image error.
  • The file exists but appears damaged or has an invalid signature.

DISM repairs the Windows component store. SFC then uses that repaired source to check and replace protected system files.

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command first:

text
DISM.exe /Online /Cleanup-Image /RestoreHealth

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Wait for DISM to finish.
  2. Run SFC second:

text
sfc /scannow

  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Test the affected application again.

Do not close the Command Prompt while either scan is running.

A successful repair may produce messages stating that the restore operation completed successfully or that Windows Resource Protection repaired corrupt files. SFC may also report that no integrity violations were found. After restarting, check whether the original application now opens.

  • 256 GB SSD of storage.
  • Multitasking is easy with 16GB of RAM
  • Equipped with a blazing fast Core i5 2.00 GHz processor.

If DISM reports that source files cannot be found, install pending Windows updates and retry. If the issue continues, use matching Windows installation media as the repair source rather than downloading mscoree.dll from an unrelated website.

When you are repeating DISM and SFC without knowing what changed, Outbyte PC Repair can scan and show the issues it identifies; repair is completed by the full version, so it remains optional and Microsoft’s built-in repair path is still the right first step.

Microsoft’s official System File Checker and DISM guidance explains the supported repair sequence.

Fix 4: Run the Microsoft .NET Framework Repair Tool

Time needed: 10 to 20 minutes

The .NET Framework Repair Tool is designed for supported .NET Framework setup and update problems. It can help when the framework installation is inconsistent, but it is not a replacement for DISM and SFC when a protected Windows copy of mscoree.dll is missing or corrupt.

  1. Download the tool from Microsoft’s official .NET Framework Repair Tool page.
  2. Save the executable.
  3. Right-click the downloaded file.
  4. Select Run as administrator.
  5. Accept the license terms.
  6. Follow the repair prompts.
  7. Restart Windows if requested.
  8. Test the application again.

If the tool reports that it made changes but the error remains, continue with DISM and SFC. The Repair Tool addresses framework setup and update issues; it cannot guarantee recovery from every Windows component-store failure.

Fix 5: Repair or reinstall the affected application

Time needed: 10 to 30 minutes

If only one application fails and mscoree.dll exists in the expected Windows directories, the application may be damaged or incomplete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a Microsoft Store or compatible Windows application:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu.
  6. Choose Advanced options.
  7. Select Repair.
  8. Test the application.
  9. If Repair does not help, use Reset only if you understand that application data or settings may be removed.

For traditional desktop software:

  1. Open Control Panel.
  2. Select Programs.
  3. Select Programs and Features.
  4. Right-click the affected program.
  5. Choose Repair or Change, if available.
  6. Complete the installer’s repair process.
  7. Restart Windows if requested.
  8. Launch the program again.

If repair fails:

  1. Uninstall the application.
  2. Restart Windows.
  3. Download the installer from the application publisher’s official source.
  4. Install it again.
  5. Apply the application’s own updates.
  6. Test it before adding optional plug-ins or modifications.

Reinstalling the application is the definitive repair when its private files, launcher, configuration, or managed components are damaged. It does not replace Windows component repair when multiple programs cannot load mscoree.dll.

Verify game files

Game launchers can repair files inside the game directory, but they cannot repair a missing Windows copy of mscoree.dll.

For Steam:

  1. Open Steam.
  2. Select Library.
  3. Right-click the game.
  4. Select Properties.
  5. Open Installed Files or Local Files, depending on the client version.
  6. Select Verify integrity of game files.
  7. Wait for verification to complete.
  8. Start the game again.

Steam documents this process in its official game-file verification instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For Epic Games Launcher:

  1. Open the launcher.
  2. Select Library.
  3. Select the three dots beside the game.
  4. Choose Manage.
  5. Select Verify.
  6. Wait for the process to finish.
  7. Start the game again.

Epic documents the process in its official verification instructions.

Fix 6: Install the .NET Framework version the program actually requires

Time needed: 10 to 25 minutes

Do not choose a runtime based only on the fact that it is newer.

For supported Windows versions:

.NET Framework 4.x versions are in-place updates. Only one 4.x version is present at a time, and installing a later supported 4.x release does not normally require uninstalling the earlier one. .NET Framework 3.5 is separate and can remain installed beside 4.x.

To determine which .NET Framework versions are installed, use Microsoft’s version-detection guidance or inspect Windows Features.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not install .NET 6, .NET 8, .NET 9, or .NET 10 merely because the error mentions a DLL. Install a modern .NET Desktop Runtime only when the application’s own documentation specifically requires modern .NET.

Fix 7: Check Windows Update and recent servicing changes

Time needed: 10 to 30 minutes

A failed update, incomplete rollback, or damaged servicing operation can cause mscoree.dll errors after a restart.

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install all available updates.
  6. Restart Windows.
  7. Test the affected application.

Microsoft provides the current Windows Update installation instructions.

If the problem began immediately after an update:

  1. Open Settings.
  2. Select Windows Update.
  3. Select Update history.
  4. Review recently installed updates.
  5. Use the available recovery or uninstall option only when Windows offers it and the timing clearly matches the failure.
  6. Restart and test again.
  7. Run DISM followed by SFC after the rollback if Windows remains inconsistent.

Do not remove random updates just because their names are unfamiliar. Record the update date and exact failure pattern first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 8: Check antivirus quarantine

Time needed: 5 to 15 minutes

Security software may quarantine a system file after a detection or during a false positive. Check this when the error begins immediately after a security scan or when the file disappears and later returns.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Expand any event involving mscoree.dll.
  6. Check the original path, detection name, and action taken.

Restore or allow the file only if all of the following are true:

  • It is the copy under the Windows system directory.
  • Its digital signature identifies Microsoft.
  • The detection is confirmed as a false positive.
  • Your security software does not report other malware symptoms.

Do not blindly disable antivirus protection. Microsoft notes that restored files may be detected again and may require an explicit Allow on device action. Its Protection History guidance explains the available actions.

If the file is unsigned, located in an unexpected application folder, or associated with suspicious processes, scan the system first. Do not copy the file into System32, SysWOW64, or an application folder.

Fix 9: Check the architecture-specific copy

Time needed: 10 minutes

A 32-bit application and a 64-bit application do not necessarily load the same physical copy of a system DLL.

On 64-bit Windows:

  • 64-bit applications normally use the copy under %windir%\System32.
  • 32-bit applications normally use the copy under %windir%\SysWOW64.

If only 32-bit applications fail, inspect the SysWOW64 copy. If only 64-bit applications fail, inspect the System32 copy.

Do not manually swap the files between directories. Do not install separate DLL packages for x86 and x64. Windows servicing supplies the architecture-specific system files. Use DISM, SFC, the correct .NET Framework installer, or Windows recovery instead.

A file can exist in the correct directory and still fail to load because the application is the wrong architecture, a dependent CLR file is damaged, the component store is inconsistent, or a private copy in the application directory is broken.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 10: Update a driver only when a vendor utility is involved

Time needed: 10 to 30 minutes

A driver reinstall is not a normal repair for mscoree.dll. The file is a .NET Framework loader, not a hardware driver.

Driver troubleshooting is relevant when the error appears only in a hardware vendor’s control panel, helper utility, configuration program, or installer and the vendor identifies a driver package as part of the failure.

To inspect drivers:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category related to the affected hardware.
  4. Right-click the device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Review the provider, date, and version.
  8. Use Update Driver only when an appropriate driver source is available.
  9. Prefer the hardware manufacturer’s official driver package.
  10. Restart Windows and test the vendor utility.

Do not uninstall a working driver solely because mscoree.dll is missing. If the application is unrelated to hardware, return to the .NET and Windows repair steps.

If a vendor utility is involved and you are hunting through Device Manager for a stale driver, Outbyte Driver Updater can scan and show which drivers it identifies; driver installation is done by the full version, so it is optional and not a substitute for repairing .NET when mscoree.dll is the system problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 11: Test with a new Windows profile

Time needed: 15 to 30 minutes

If the program works under a new Windows account, the original user profile may contain damaged settings, permissions, or per-user registration data.

  1. Open Settings.
  2. Select Accounts.
  3. Select Other users.
  4. Choose Add account.
  5. Create a local test account or add another Microsoft account.
  6. Change the account type to Administrator if needed.
  7. Sign out of the current account.
  8. Sign in to the new account.
  9. Install or launch the affected application.
  10. Compare the result.

If the program works in the new profile, migrate personal files carefully. Some applications require reconfiguration or reinstallation after profile migration. Microsoft documents this process in its guidance for fixing a corrupted user profile.

Fix 12: Use System Restore or Windows recovery

Time needed: 20 to 60 minutes

Use recovery tools when the failure affects multiple programs and began after a clearly identifiable system change.

To start System Restore:

  1. Press Win + R.
  2. Enter:

text
rstrui.exe

  1. Press Enter.
  2. Select a restore point from before the problem began.
  3. Review the affected programs and drivers.
  4. Start the restore.
  5. Allow Windows to restart.
  6. Test the application.

System Restore normally rolls back system files, registry settings, drivers, and installed programs without changing personal documents. Microsoft explains the process in its System Restore guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If System Restore is unavailable or does not help, review Microsoft’s Windows recovery options, including Windows Recovery, an in-place repair, reset, or reinstallation where appropriate.

What not to do

Do not download mscoree.dll from a random DLL website

A standalone DLL download can contain malware, have the wrong architecture, belong to a different Windows build, or be altered by a third party. Even a genuine file may not fix the problem if the .NET Framework registration, component store, or dependent CLR files are damaged.

Use Microsoft’s Windows servicing tools, Windows Features, official .NET Framework installers, or the affected application’s official installer.

Do not run regsvr32 mscoree.dll

regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer. It is not a general-purpose repair command for every DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Managed COM registration is normally performed through .NET registration tools such as Regasm.exe. mscoree.dll is the runtime loader referenced by managed COM registrations, not a file that should generally be registered manually. Running:

regsvr32 mscoree.dll

is therefore not a standard fix and may produce an error without addressing the cause.

Microsoft documents the scope of regsvr32 and managed COM assembly registration.

Do not copy the file between System32 and SysWOW64

Those directories serve different architectures on 64-bit Windows. Copying a file between them can make the situation harder to diagnose and may create an architecture mismatch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft does document manual replacement of a protected system file as an advanced last resort after SFC identifies a specific file that it cannot repair. The replacement must come from the same Windows version and architecture, with correct ownership and permissions. For normal troubleshooting, DISM, SFC, Windows servicing, or the official framework installer is safer.

Common causes and their correct fixes

Likely cause Typical pattern Correct repair
Missing or disabled .NET Framework 3.5 One older application fails Enable .NET Framework 3.5 (includes .NET 2.0 and 3.0)
Damaged Windows component store Several unrelated applications fail Run DISM, then SFC
Damaged application files One program fails while others work Repair or reinstall the application
Game-local corruption A game launcher fails Verify game files
Antivirus quarantine Failure starts after a scan Review Protection History and verify the file
Failed update or rollback Error begins after Windows servicing Install updates, repair components, or use recovery
Architecture mismatch Only 32-bit or only 64-bit programs fail Inspect the corresponding Windows path and repair Windows
Damaged user profile Application works under another account Repair or migrate the profile
Vendor utility problem Only a hardware control panel fails Update the related vendor software or driver

These patterns are clues, not proof. The exact executable path, Windows build, architecture, and SFC or DISM results determine the next step.

Advanced checks when the file exists but still will not load

If mscoree.dll is present but the application still reports that it cannot load it, collect evidence before replacing anything.

Check the complete path

Write down the full path shown in the error. Compare it with:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
%windir%\System32\mscoree.dll
%windir%\SysWOW64\mscoree.dll

A path inside the application’s own directory may indicate a broken private copy. A path under the Windows directory points more strongly toward system servicing, architecture, signature, or dependency problems.

Check the digital signature

In PowerShell, run:

Get-AuthenticodeSignature "$env:windir\System32\mscoree.dll"

For the 32-bit copy on 64-bit Windows:

Get-AuthenticodeSignature "$env:windir\SysWOW64\mscoree.dll"

A genuine protected system copy should have a valid Microsoft signature. If the status is not valid, do not restore the file from a download site. Run a security scan and repair Windows components.

Check the installed framework

Use Microsoft’s official .NET Framework detection guidance. Compare the installed framework with the application’s documentation or installer requirements.

The important question is not whether the newest runtime is installed. It is whether the specific framework family required by the application is enabled and healthy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record Windows and application details

Before escalating, record:

  • Exact executable name.
  • Complete error message.
  • Full path shown in the message.
  • Windows edition, version, and build.
  • Whether Windows is 32-bit or 64-bit.
  • Whether one application or many applications fail.
  • Whether the problem began after an update, antivirus action, cleanup, crash, or installation.
  • Whether mscoree.dll exists in System32 and SysWOW64.
  • Digital-signature status of each copy.
  • Installed .NET Framework versions.
  • Output from DISM.
  • Output from SFC.
  • Relevant entries in Windows Security Protection History.
  • Related Application and .NET entries in Event Viewer.

The relevant logs are:

C:\Windows\Logs\CBS\CBS.log
C:\Windows\Logs\DISM\dism.log

To inspect Event Viewer:

  1. Press Win + R.
  2. Enter:

text
eventvwr.msc

  1. Press Enter.
  2. Review Windows Logs > Application.
  3. Review Windows Logs > System.
  4. Look for entries recorded at the same time as the failure.

Frequently asked questions

Is mscoree.dll a Microsoft file?

Yes. The standard file description is “Microsoft .NET Runtime Execution Engine,” and the file is associated with Microsoft Windows and .NET Framework.

That does not mean every file named mscoree.dll is automatically safe. Verify its location and digital signature. A copy in an unexpected folder or an unsigned copy requires investigation.

Is mscoree.dll part of Windows or .NET Framework?

It is a Windows/.NET Framework component. It is normally supplied and serviced as part of Windows and the .NET Framework environment.

Is it part of Visual C++ or DirectX?

No. Visual C++ runtimes and DirectX are separate technologies. Installing them is not a normal fix for an mscoree.dll error unless the same application separately reports a missing Visual C++ or DirectX component.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I install the .NET Desktop Runtime?

Usually not for this error. The .NET Desktop Runtime belongs to modern .NET applications. mscoree.dll is primarily associated with the .NET Framework startup path.

Use the runtime named by the application documentation. For older applications, check .NET Framework 3.5 and the supported .NET Framework 4.x release instead.

Why did installing .NET Framework 4.x not fix the application?

The application may target .NET Framework 2.0, 3.0, or 3.5. These versions belong to a separate framework family. Enable .NET Framework 3.5 through Windows Features or the version-specific installer required by your Windows release.

Should I install both x86 and x64 copies?

Do not manually install DLL copies. Windows handles architecture-specific system files through its own servicing mechanism. On 64-bit Windows, inspect System32 for 64-bit programs and SysWOW64 for 32-bit programs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I fix it with regsvr32?

No, not as a generic repair. regsvr32 is for DLLs that provide the appropriate registration entry point. It is not the normal way to repair the .NET Framework loader.

What if the file exists but Windows still says it is missing?

The file may be corrupt, unsigned, the wrong architecture may be loading, a dependent CLR file may be damaged, or the application may contain a broken private copy. Run DISM followed by SFC, inspect the complete error path, verify the application architecture, and check the digital signature.

Could malware be responsible?

It is possible, but the error alone does not prove malware. Verify the file path, Microsoft signature, antivirus history, and other system symptoms. Do not label the file malicious solely because an application cannot load it.

Could a driver be responsible?

Usually not. mscoree.dll is a .NET Framework runtime shim, not a hardware driver. Investigate drivers only when the error is limited to a vendor utility or installer that specifically depends on the related driver package.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should I escalate?
