msdis130.dll is a genuine Microsoft Disassembler DLL used by older Microsoft developer tools, especially PoolMon from the Windows Driver Kit. If Windows says msdis130.dll is missing, not found, or could not be loaded, repair the program that needs it instead of downloading a random DLL into System32.
What this file actually does
msdis130.dll is associated with Microsoft’s old 32-bit developer tooling. Microsoft lists it as a required PoolMon file alongside:

The file has also appeared in historical Visual Studio .NET installation media under a path similar to:

That means an msdis130.dll error may involve an old WDK or PoolMon installation, legacy Visual Studio .NET setup files, or another Microsoft developer component. It is not evidence that a modern Windows program or game normally requires this DLL.
It is not a standard Windows component that should normally live in:
C:WindowsSystem32
C:WindowsSysWOW64
It is also not the same as the Visual C++ runtime files msvcp70.dll and msvcr70.dll. Those are separate dependencies that PoolMon may require alongside msdis130.dll.
Public file catalogues commonly identify this DLL as Win32/x86, but that metadata is not a current Microsoft package manifest. Treat the architecture and version as details to verify from the original product installer rather than assumptions for a replacement download.

Fix 1: Identify the program and exact path
Before changing Windows components, find out which executable is requesting the DLL. This prevents you from repairing the wrong product or copying a file into an unrelated directory.
Read the complete error
Note whether the message appears:
- When starting PoolMon
- During a WDK installation
- During old Visual Studio setup
- When launching a custom engineering or diagnostic utility
- Immediately after antivirus detection
- After moving or restoring a program folder
If the dialog includes a path, write it down. A path containing PoolMon, WDK, ToolsOther, VsaEnv, or an old Visual Studio directory is more useful than the DLL name alone.
Search installed locations
- Press Windows key + E to open File Explorer.
- Select This PC.
- In the search box, enter:

- Check whether the DLL is beside the executable that reports the error.
For a command-line search, open Terminal or Command Prompt and run:

If you know the program’s directory, search there first. Do not treat a copy found in an unrelated folder as automatically safe or compatible.
Distinguish an installer error from a runtime error
An installer message such as:
Error 1308. Source file not found:
...msdis130.dll
usually means the installation source is incomplete or inaccessible. It does not necessarily mean that a functioning Windows installation lost a system file.
A runtime message such as:
This application failed to start because msdis130.dll was not found.
usually means the installed application cannot find a private dependency in its own directory.

The repair approach is different: restore complete installation media for the first case, and repair or reinstall the parent application for the second.
Fix 2: Repair or reinstall PoolMon and the WDK
This is the most important fix when the error appears while using PoolMon.
PoolMon should be restored as a matching group of files. Do not combine a copied poolmon.exe with an unrelated msdis130.dll, msvcp70.dll, or msvcr70.dll. Older utilities may depend on the exact set supplied with their WDK release.
If the WDK is currently installed
- Close PoolMon and any command windows running it.
- Open Settings.
- Select Apps.
- Select Installed apps.
- Search for Windows Driver Kit.
- Select the three-dot menu beside the matching entry.
- Choose Modify, Change, or Uninstall, depending on what the installer provides.
- If a repair option is available, select it and complete the wizard.
- Restart Windows.
- Launch PoolMon from its original WDK directory.
If no repair option is available, uninstall the damaged WDK entry and reinstall the same WDK release from the official Microsoft WDK download page. Match the WDK to the Visual Studio and Windows development environment required by that release.
The current WDK documentation focuses on modern WDK and Visual Studio installation. It does not guarantee that every current WDK package still contains this legacy DLL. If an older PoolMon build specifically needs msdis130.dll, use the original matching WDK archive or a known-good organizational software repository.
If PoolMon was copied manually
Copying only poolmon.exe to another computer is not a complete installation. Obtain the complete ToolsOther directory from the same verified WDK installation, or reinstall the WDK.
The repaired directory should contain the files required by that PoolMon build, including:
poolmon.exe
msdis130.dll
msvcp70.dll
msvcr70.dll
pooltag.txt
Do not copy these files into System32 or SysWOW64. Keep them in the application directory supplied by the WDK.
How to tell whether this worked
Start PoolMon from its original directory. If it opens without the loader error, the dependency is being found correctly. If a new dependency error appears, the directory is still incomplete or contains mismatched files. Reinstall the complete WDK tool set rather than adding unrelated DLLs one at a time.
Fix 3: Repair legacy Visual Studio or its installation media
If the message appears during Visual Studio .NET-era setup, the problem may be the installation source rather than an installed runtime.

Historical Visual Studio setup logs identify msdis130.dll under the VsaEnv directory and show a source-file error when installation media is incomplete. If the installer reports many missing files, replacing only this DLL will not repair the media.
Try the supported repair path first
For a currently supported Visual Studio installation:
- Close Visual Studio.
- Open the Start menu.
- Search for Visual Studio Installer.
- Open it.
- Find the installed Visual Studio edition.
- Select More.
- Select Repair.
- Confirm the repair and allow the installer to reinstall missing assemblies.
- Restart Windows when prompted.
Microsoft notes that Visual Studio repair can reset some settings and reinstall assemblies. The official procedure is documented in Repair Visual Studio.

For Visual Studio .NET or another discontinued release, use the original installation media or a complete archive maintained by your organization. Make sure the media was fully copied or extracted before starting setup. If the installer asks for a source path, point it to the complete source directory rather than a folder containing a single DLL.
If setup fails again
- Copy the installation media to a local folder before running setup.
- Confirm that the account running setup can read the source files.
- Avoid launching setup from a partially mounted or incomplete archive.
- Check whether multiple files, not just
msdis130.dll, are reported missing. - Use installation media matching the original product release.
- Do not substitute a modern Visual C++ Redistributable or .NET Framework package for the missing source file.
A Visual Studio setup error is not the same as a normal application startup error. Repair the setup source or parent product first.
Fix 4: Check Microsoft Defender quarantine
A security product may remove a legitimate old developer file, particularly when the file is from an uncommon legacy tool. Do not restore it automatically. First establish where it came from and whether it belongs to the original Microsoft installation.
Check Protection history
- Open the Start menu.
- Search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Open the detection associated with
msdis130.dll. - Review the detected file path, threat name, and action taken.
- Compare the path with the expected WDK, PoolMon, or Visual Studio directory.
Only restore or allow the file when it comes from the original verified Microsoft installation and the detection has been properly reviewed. Microsoft explains the process in Protection History in Windows Security.

- If Defender removes the file again, do not repeatedly restore it. Investigate the detection and obtain a clean complete installation source.
A file from an arbitrary DLL archive is not a safe substitute for a quarantined product file.
Fix 5: Match the application architecture
The commonly catalogued msdis130.dll is a 32-bit Win32 file. A 32-bit PoolMon or legacy developer application normally needs its dependency in the application’s own directory, even when it runs on 64-bit Windows.
Do not assume that putting one copy in each Windows system directory solves an architecture problem. It can hide the source of the error, create version conflicts, and affect unrelated programs.

Check the executable rather than guessing:
- Locate the program that reports the error.
- Right-click its executable.
- Select Properties.
- Open the Details tab and record the product information.
- Check the original installer or product documentation for the supported architecture.
- If necessary, inspect the executable with a trusted PE inspection utility.
The safest way to obtain the correct architecture is to reinstall the same product release. Do not overwrite a working application directory with a DLL from another build.

regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer. It is not a universal missing-DLL repair command, and msdis130.dll is normally a private dependency loaded by an executable.
Do not use:
regsvr32 msdis130.dll
A failed registration message does not prove that the DLL is missing or corrupt. It usually means the file is not a self-registering COM or ActiveX component.
The correct action is to restore the DLL beside the executable through the parent product’s repair or reinstall process.

msdis130.dll is not documented as a Windows-protected system file. Windows Update, DirectX repair, and Visual C++ Redistributable repair do not normally restore this particular legacy developer-tool dependency.

Run DISM, then SFC
- Open the Start menu.
- Search for Terminal.
- Right-click Terminal.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the original application again.
Microsoft recommends running DISM before System File Checker. The commands are documented in Using System File Checker in Windows.
These commands repair Windows component corruption, not necessarily a missing private file from an old WDK or Visual Studio installation.

A driver reinstall is not a direct fix for msdis130.dll. PoolMon examines driver memory usage, but the missing DLL belongs to the diagnostic tool, not to the driver being analyzed.
Use Device Manager only if the computer also has a separate device or driver problem:

- Right-click the Start button.
- Select Device Manager.
- Expand the relevant category.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Note the provider and driver version.
- Select Update Driver and choose Search automatically for drivers, or obtain the correct driver from the hardware manufacturer.
- If the driver is damaged, select Uninstall Device, restart Windows, and install the verified driver package.
- Reboot and test the device.
Do not remove a working driver merely because PoolMon cannot start. Repair PoolMon or the WDK separately.

Why random DLL downloads are a bad fix
Avoid downloading msdis130.dll from an arbitrary DLL site. A replacement may have:
- The wrong architecture
- A mismatched build
- Altered or unknown provenance
- A missing companion runtime
- A version conflict with the executable
- Malware or an unwanted modification
Even a clean file may not solve the problem if the installation is missing pooltag.txt, msvcp70.dll, msvcr70.dll, or other product files.
Use these sources instead:
- The original Microsoft WDK installation media
- The official Microsoft WDK download and installation guidance
- A complete Visual Studio installation source
- A verified internal software repository maintained by your organization
- Microsoft Defender’s quarantine workflow when the original file was removed
Manual copying is appropriate only when you are copying the exact file from the same verified product and version into that product’s own directory. It should be part of a controlled repair, not a general Windows-folder fix.
Still not fixed
Work through this checklist:
- Re-read the complete error and identify the calling executable.
- Confirm the path where Windows expects
msdis130.dll. - Check whether the application directory contains
poolmon.exeorVsaEnv. - Look for other missing companion files.
- Review Windows Security Protection history.
- Repair or reinstall the exact parent product.
- Confirm that the executable and DLL belong to the same product release and architecture.
- Check file permissions if the file exists but cannot be loaded.
- Confirm that the program is launching from the expected directory.
- Run DISM and SFC only if broader Windows corruption is suspected.
- Use System Restore only if the application worked previously and a suitable restore point exists.
If several installation files are absent, replace the installation source. If only one old Microsoft tool is affected, repair that tool instead of changing system directories.
