Its documented description is NAP Netsh Helper, a legacy NetShell component associated with Network Access Protection, so downloading a replacement DLL is usually the wrong first move.
Identify napmontr.dll before repairing it
napmontr.dll belonged to older Windows networking components and was historically found in %WINDIR%System32. On 64-bit Windows, 32-bit system files may be accessed through the WOW64 SysWOW64 redirection system.

These examples identify historical file builds, not a complete replacement matrix. A DLL from one Windows release or architecture is not automatically suitable for another.
Microsoft’s Network Access Protection platform is unavailable beginning with Windows 10. As a result, a Windows 10 or Windows 11 computer that reports napmontr.dll may have a stale NetShell helper registration or leftover networking configuration rather than a modern application that genuinely needs this file.

The file itself is not evidence of malware. Verify its location, digital signature, and the event that produced the error before deciding what to repair.
Which error are you seeing
The most specific NetShell message is:
The following helper DLL could not be loaded: NAPMONTR.DLL.
It has been reported while running commands such as:
netsh interface ipv4 install
netsh winsock reset catalog
This is different from an application startup message such as:
The program can't start because napmontr.dll is missing from your computer.
If the message appears only after opening Command Prompt or running netsh, treat it as a Windows networking or obsolete registration problem. If one older application shows it while starting, identify that application first, but do not assume it owns the DLL. napmontr.dll is not a Visual C++ Redistributable, DirectX, .NET, or general-purpose game file.
Fix 1: Check Windows Security quarantine
Antivirus software can quarantine a legitimate system file, although a detection involving this filename should not be accepted automatically.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Review recent detections and expand any item that refers to
napmontr.dll. - Check the detected file path, detection reason, and available signature information.
- Restore the file only when its origin and signature are trustworthy and you have confirmed it is the expected Windows component.
Microsoft notes that a restored quarantined item may be detected again unless it is explicitly allowed. Do not create an antivirus exclusion merely to silence the error. If the detection looks suspicious, leave the file quarantined, update Defender, run a Full scan, and use Microsoft Defender Offline scan if malware is suspected.
If the file was removed by malware, repairing Windows after the scan is more important than copying the DLL back manually.

Fix 2: Repair Windows component files with DISM and SFC
This is the correct first repair for a genuinely missing or damaged Windows component. Save open work, connect the computer to the internet, and use an administrator Command Prompt.

- Type Command Prompt.
- Right-click Command Prompt and choose Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It can remain at one percentage for some time.
- Then run:
sfc /scannow
- Restart Windows.
- Repeat the command that originally produced the error.
DISM repairs the Windows component store that SFC uses as a source. Microsoft recommends running DISM before System File Checker. If SFC reports that it repaired files, restart and test again. If it reports that it found no integrity violations, that does not rule out a stale NetShell registration.
For additional diagnosis, run:
DISM.exe /Online /Cleanup-Image /CheckHealth
DISM.exe /Online /Cleanup-Image /ScanHealth
If Windows Update cannot provide repair files, use a matching, legitimate Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct path to the matching Windows image. Do not use an image from a different Windows release or architecture.
Repeating SFC and DISM without knowing what changed can make troubleshooting slow and inconclusive. If the error appears during netsh winsock reset catalog or another networking command, read the complete output carefully.
- If the command completes and networking works, the message may be a stale reference to the retired NAP helper.
- If the command stops, reports an error, or networking remains broken, continue with Windows recovery and networking diagnosis.
- If only one script or shortcut triggers the message, inspect that script rather than treating every
netshcommand as broken.
NetShell loads helper DLLs to provide command contexts. Microsoft documents helper registrations under:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftNetSh
The registration normally uses the DLL name without .dll as the value name and the DLL filename as its data. On Windows 10 and Windows 11, an old reference can remain even though NAP is no longer available.

Do not delete a NetSh registry value merely because it mentions napmontr.dll. First create a restore point, export the relevant registry key, record the exact command and Windows version, and confirm that the registration is the cause. If DISM and SFC are clean but the helper message persists, use Windows recovery rather than rebuilding a retired component from an arbitrary file.
Fix 4: Repair networking only when networking is also broken
A missing helper message does not automatically mean the network adapter driver is defective. Reinstalling a driver will not normally restore a NetShell helper or correct an obsolete registry entry.
Use Windows’ built-in network reset only when you understand its effect:
- Open Settings.
- Select Network & internet.
- In Windows 11, choose Advanced network settings, then Network reset. In Windows 10, choose Status, then Network reset.
- Select Reset now.
- Restart when prompted.
- Reconnect to Wi-Fi and reconfigure any VPN or virtual network software.
For a separate adapter problem, check the driver:
- Right-click Start and select Device Manager.
- Expand Network adapters.
- Right-click the affected adapter and choose Properties.
- Read the device status on the General tab.
- On the Driver tab, note the provider and version.
- Use Update Driver only with a driver from the computer or adapter manufacturer, or uninstall the device and restart if the driver installation is damaged.
Manually checking several hardware vendors and matching each driver to the correct Windows architecture is time-consuming. Fix 5: Use System Restore after an upgrade or removal
A failed Windows upgrade, firewall uninstall, cleanup utility, or security-product removal can leave networking configuration inconsistent.

Use System Restore when the error began after a known change and a suitable restore point exists:
- Press Windows + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Let Windows restart and test the original command or application.
System Restore does not remove personal documents, but it can roll back drivers, applications, and system settings installed after the selected point. If no appropriate restore point exists, proceed to a repair reinstall.

Settings → System → Recovery → Fix problems using Windows Update → Reinstall now
When available, this reinstalls the same Windows version while preserving applications, files, and settings. Follow the prompts, keep the computer connected to power, and restart when requested.
If that option is unavailable or does not resolve the helper error, use official Windows installation media and choose the in-place repair path. Select the option to keep personal files and applications. Back up important files first, disconnect unnecessary external devices, and verify that you have the correct Windows edition and architecture.
A repair installation is preferable to placing an old napmontr.dll into System32 because it can restore the Windows files, dependencies, servicing state, and registrations together.
Check 32-bit and 64-bit compatibility
On 64-bit Windows, 64-bit system DLLs normally belong in System32, while 32-bit programs use the 32-bit system area through WOW64 redirection, commonly associated with SysWOW64.
Do not copy a 32-bit file into System32, or a 64-bit file into SysWOW64, to satisfy an error message. A mismatched binary can produce messages stating that the file is not designed to run on Windows or that a dependent module is missing. Architecture must match both the Windows installation and the process loading the DLL.
What not to do
Do not download napmontr.dll from a DLL website
Random DLL repositories can provide malware, a wrong Windows build, a wrong architecture, or an incomplete set of dependent files. Copying the file into System32, SysWOW64, an application folder, or the desktop also does not repair the NetShell registry entry or Windows servicing state.

There is no identified official Microsoft standalone redistributable for napmontr.dll. The safe sources are Windows component repair, matching Windows installation media, System Restore, or an in-place Windows repair.
Do not run regsvr32 as a routine fix
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. A NetShell helper uses NetShell’s helper-registration mechanism instead. Running:

may simply return an entry-point error and will not make a stale NetShell registration correct.
Do not install unrelated runtimes
Visual C++, DirectX, and .NET are not supported fixes for this filename. They may be appropriate for a different application error, but installing them will not restore a missing legacy NetShell helper.
Do not enable or recreate NAP on Windows 10 or 11
NAP is unavailable beginning with Windows 10. Do not attempt to recreate the old feature by copying files or importing registry data from another computer.

Not as a current Network Access Protection component. If Windows 11 reports it, the cause may be an obsolete NetShell registration or leftover configuration. A clean DISM and SFC result does not disprove that possibility.
Why does it appear during netsh winsock reset catalog?
NetShell can attempt to load registered helper DLLs while processing networking commands. A legacy registration can therefore produce the message even when the command itself is unrelated to a modern NAP deployment.
Should I reinstall my game or application?
