netman.dll Missing: Safe Windows Repair and Recovery Steps

Length12 min Posted Quest giverVGSources Team

The netman.dll errors you may see

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Windows or an application may display one of these messages:

  • “The program can’t start because netman.dll is missing from your computer.”
  • “This application has failed to start because netman.dll was not found.”
  • “There was a problem starting netman.dll. The specified module could not be found.”
  • “The code execution cannot proceed because netman.dll was not found.”
  • “netman.dll is either not designed to run on Windows or it contains an error.”

The same symptoms can occur when netman.dll exists but one of its dependencies is missing, the wrong architecture is being loaded, or the file is damaged.

The 60-second answer

netman.dll is a genuine Microsoft Windows system file named Network Connections Manager. It is associated with the Windows Netman, or Network Connections, service and is normally loaded by svchost.exe.

Do not download a replacement from a random DLL website. First install pending Windows updates, restart, then repair Windows with DISM followed by System File Checker:

Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Run both commands in Command Prompt as administrator. DISM repairs the Windows component store, while SFC uses that store to replace protected files. Restart after both commands finish.

If the error appears only in one old application, repair or reinstall that application after checking whether it is 32-bit or 64-bit. If it began after an update, cleanup utility, antivirus action, or driver installation, use the matching recovery step below.

What netman.dll does and where it belongs

netman.dll ships with the Microsoft Windows Operating System. It is not a Visual C++ Redistributable, DirectX, .NET runtime, game file, or ordinary third-party application component.

Microsoft describes the associated Network Connections service as managing objects in the Network and Dial-up Connections folder. On current 64-bit Windows installations, the native 64-bit copy normally belongs in:

%windir%System32

Windows uses the name SysWOW64 for its 32-bit system-file location on 64-bit Windows. A 32-bit copy normally belongs in:

%windir%SysWOW64

This arrangement is part of Windows WOW64 file-system redirection. The names are confusing, but do not “correct” them by moving files between folders. Copying a 32-bit DLL into System32, or a 64-bit DLL into SysWOW64, can create a new architecture mismatch.

A file named netman.dll is not automatically trustworthy merely because the filename is familiar. For a file already on the computer, check its location, Microsoft digital signature, Windows edition and build, and antivirus results.

What probably caused the error

The correct repair depends on what failed and when it started.

What you observe More likely explanation Best first repair
Windows tools and several applications fail Damaged or missing Windows component DISM, then SFC
Only one old application fails Application damage or architecture mismatch Repair or reinstall that application
The error began after security software acted Quarantine or false positive Inspect Protection History
It began after an update, cleanup, or driver change Recent system configuration change Update, uninstall the change, or use System Restore
“Specified module could not be found” appears although the file exists Missing dependency or incompatible module Identify the failing executable and repair its installation
A 32-bit program fails on 64-bit Windows Wrong file location or old compatibility problem Repair the application and verify its architecture

The exact executable named in the error matters. A failure from ipconfig.exe, a Windows networking tool, and a single old game do not point to the same repair.

Fix 1: Install Windows updates and restart

Updates can repair servicing components and replace protected Windows files.

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install all available updates.
  6. Restart the computer, even if Windows does not immediately require it.
  7. Reproduce the original error.

If the error remains, continue with DISM and SFC. Do not repeatedly restart without running the repair commands.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Repair Windows with DISM, then SFC

This is the safest general repair when netman.dll is genuinely missing or corrupted.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control asks for permission.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the command to finish. Do not close the window because progress may pause for an extended period.
  2. Restart Windows if DISM requests it.

Run System File Checker

Open an elevated Command Prompt again and run:

sfc /scannow

Wait until verification reaches 100 percent. SFC can report several outcomes:

  • Windows Resource Protection did not find any integrity violations: protected system files were not found to be corrupted.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test the affected program.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: continue to the recovery steps below.
  • Windows Resource Protection could not start the repair service: restart, try Safe Mode if necessary, and run the command again from an administrator account.

If SFC repaired files, restart before testing. If the same error returns, confirm the exact program producing it rather than assuming the repair failed.

When manually repeating DISM and SFC leaves you unsure what changed, Outbyte PC Repair can scan for reported Windows problems and identify repair items; its full version performs the repair, but it is not required and does not replace the Microsoft commands above.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If DISM cannot find repair files

Microsoft documents using a matching repair source when Windows Update cannot provide the required files:

DISM.exe /Online /Cleanup-Image /RestoreHealth ^
  /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with a genuine repair source matching the installed Windows version and edition. Do not use a folder copied from an unrelated computer.

If you do not have a matching source, use Windows recovery or installation media from Microsoft, or proceed to the in-place repair section. An exact known-good Windows source is safer than downloading an isolated DLL.

Fix 3: Determine whether the failing program is 32-bit or 64-bit

A 32-bit program can fail even when the native 64-bit copy of netman.dll is present. This is especially relevant with older utilities and applications.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the error carefully for the executable name. Then consider:

  • Does the application have a 32-bit and 64-bit edition?
  • Is it installed under Program Files or Program Files (x86)?
  • Does the error happen only in that application?
  • Does Windows networking work normally elsewhere?

Do not use a DLL from another Windows installation simply because its filename matches. Historical file inventories show that netman.dll has appeared in different Windows builds, architectures, versions, and sizes. Those historical entries are not a complete current version list and should not be used to select a “highest” download.

If one old application fails while Windows networking tools work:

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu.
  6. Select Advanced options if available.
  7. Select Repair.
  8. Test the program.
  9. If Repair is unavailable or ineffective, uninstall and reinstall the application from its official installer.

For a game or specialized program, use its launcher’s Verify, Repair, or equivalent file-checking feature before reinstalling the entire program.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the application has a separate x86 and x64 installer, install the architecture it supports. Do not manually place netman.dll beside the executable unless the application’s official documentation specifically requires an app-local file. For a Windows system DLL, servicing Windows is normally the correct path.

Fix 4: Check Windows Security Protection History

Antivirus software may quarantine a system file after a false positive or after detecting tampering. Do not restore a quarantined file automatically.

  1. Open Start.
  2. Type Windows Security.
  3. Open the app.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Review entries that mention netman.dll.
  7. Check the original path, detection name, action, and timestamp.
  8. Restore or allow the item only if you have confirmed that it is the genuine Microsoft-signed file and the detection is a false positive.
  9. Run a full scan after resolving the alert.

Microsoft warns that restoring a real threat can expose the device. If the file was found outside the normal Windows system locations, treat that as a separate security issue. Do not whitelist every file named netman.dll.

After quarantine is resolved, run DISM and SFC. Those commands can restore the protected Windows copy without relying on an uncertain downloaded file.

Fix 5: Repair the affected application

If only one application reports the error, Windows may be healthy and the application installation may be damaged.

Try these steps in order:

  1. Close the application.
  2. Restart Windows.
  3. Use the application’s own Repair, Verify files, or Verify integrity command.
  4. In Windows, open Settings > Apps > Installed apps.
  5. Select the application’s three-dot menu.
  6. Choose Advanced options.
  7. Select Repair where Windows provides it.
  8. Start the application again.
  9. If it still fails, uninstall and reinstall it using the vendor’s official installer.

Do not install a runtime package merely because an application mentions a DLL. netman.dll is a Windows component. Visual C++ Redistributable packages are appropriate when the error names files such as VCRUNTIME140.dll or MSVCP*.dll, not automatically when it names netman.dll.

If an application installer places its own copy beside the executable, that copy may be damaged or incompatible. Repairing the application is safer than replacing it with a file copied from another machine.

Fix 6: Check the Network Connections service

netman.dll is associated with the Network Connections service. A disabled or damaged service can cause networking problems, although enabling a service will not replace a missing DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows key + R.
  2. Type:
services.msc
  1. Press Enter.
  2. Find Network Connections.
  3. Open its properties.
  4. Check the service status and startup configuration.
  5. If the service is stopped, select Start.
  6. If it has been deliberately disabled by company policy or a system administrator, do not change it without approval.
  7. Test the original operation.

If the service refuses to start and reports that a module or dependency is missing, return to DISM and SFC. Do not copy a replacement DLL into the service directory.

Fix 7: Reinstall or update the network driver only for a driver problem

A network adapter driver can cause connectivity failures, but replacing a driver normally does not restore a missing Windows system DLL. Use Device Manager when the symptoms include a missing adapter, a warning icon, or a driver-specific error.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Network adapters.
  4. Right-click the affected adapter.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart if Windows installs an update.

If the adapter became faulty after a driver update:

  1. Open Device Manager.
  2. Expand Network adapters.
  3. Right-click the adapter.
  4. Select Properties.
  5. Open the Driver tab.
  6. Select Roll Back Driver if available.
  7. Restart and test.

You can also choose Uninstall device, restart Windows, and let Windows detect the hardware again. Use the hardware manufacturer’s official driver when Windows cannot locate a suitable package.

Finding the correct driver manually can mean checking hardware IDs, Windows editions, and several package versions. Outbyte Driver Updater can scan for reported driver issues and identify available driver updates; installation is handled by the full version, and it is optional because Device Manager and the manufacturer remain valid repair paths.

Fix 8: Use System Restore when the timing is clear

System Restore is appropriate when the error began after a Windows update, driver change, cleanup utility, security-software action, or application installation.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the error began.
  4. Select Scan for affected programs if available.
  5. Review the programs and drivers that may be removed or rolled back.
  6. Select Next, then Finish.
  7. Allow Windows to restart and complete the operation.

System Restore normally rolls back system files, drivers, and settings without changing personal documents. It is not a substitute for backups, and it cannot help if there is no suitable restore point.

Fix 9: Use Windows recovery if repair commands cannot fix it

If DISM and SFC repeatedly fail, inspect the CBS log:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
%windir%LogsCBSCBS.log

The log may identify the component SFC could not repair. Do not extract an arbitrary netman.dll from the internet based on a line in that file.

At this stage, use one of these supported paths:

  • Run System Restore if the failure has a clear starting point.
  • Perform an in-place Windows repair using matching official installation media, preserving personal files and apps where the installer offers that choice.
  • Use manufacturer recovery media when the computer vendor provides it.
  • Reset or reinstall Windows after backing up important data if other recovery methods fail.

Before an in-place repair, confirm the Windows edition and architecture, back up important files, disconnect unnecessary external devices, and follow Microsoft’s installation instructions for the installed edition.

Do not use random DLL downloads or regsvr32

Random DLL download sites create several risks:

  • The file may contain malware or tampering.
  • Its version may not match the installed Windows build.
  • Its architecture may be wrong.
  • Its dependencies may still be missing.
  • A copied file may break servicing or be overwritten by Windows.
  • The download may hide the real application or hardware problem.

The safe sources for this component are Windows Update, Windows servicing, System Restore, official Windows recovery media, and the original Microsoft installation.

Do not treat regsvr32 as a universal DLL repair command. Microsoft describes it as a tool for registering DLLs that provide registration entry points such as DllRegisterServer. netman.dll is a Windows service DLL loaded by the Network Connections service, not an ordinary application COM plug-in. Some historical builds may expose registration-related exports, but that does not establish that manually running:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
regsvr32 netman.dll

will repair the service, its dependencies, or the Windows component store. Use DISM and SFC instead.

Historical Server 2003 exception

Microsoft documented a specific historical Windows Server 2003 x64 case in which 32-bit ipconfig.exe failed because netman.dll was absent from SysWOW64.

That case explains why architecture and file-system redirection matter, but it is not a model for Windows 10 or Windows 11. Do not use the old workaround as a reason to download or manually copy the DLL on a modern system.

FAQ

Is netman.dll safe?

It is a genuine Microsoft Windows system DLL when it is in the expected Windows system location and has a valid Microsoft signature. The filename alone does not prove that a particular copy is safe. Check the path, signature, and Windows Security results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is netman.dll part of Windows?

Yes. Its description is Network Connections Manager, and it ships with the Microsoft Windows Operating System.

Should I download netman.dll?

No. Random downloads can be malicious, incompatible, or the wrong architecture. Repair Windows through Windows Update, DISM, SFC, System Restore, or official recovery media.

Why does the message say “specified module could not be found” when the file exists?

That wording can mean a dependency of netman.dll is missing or incompatible. It can also indicate that the wrong architecture is being loaded. Identify the executable named by the error and repair the affected application or Windows installation.

Should I install Visual C++ Redistributable?

Only when the error separately identifies a Visual C++ runtime file, such as VCRUNTIME140.dll or MSVCP*.dll. Installing it is not the default repair for netman.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will reinstalling my network adapter driver fix it?

Usually not. Drivers can explain networking failures, but a missing Windows system DLL should first be repaired with Windows servicing. Reinstall the driver when Device Manager shows a driver or adapter problem.

What if SFC says it cannot repair netman.dll?

Run DISM first, then run SFC again. If it still cannot repair the file, inspect %windir%LogsCBSCBS.log and use a matching Windows repair source, System Restore, in-place repair, or recovery media. Do not substitute an unverified internet copy.

When should I contact support?

Escalate when the error continues across multiple Windows tools after DISM and SFC, the file signature is invalid, malware is suspected, the Windows component store cannot be repaired, or the computer has broader startup and networking failures. Provide the full error text, executable name, Windows edition and build, repair-command results, and any relevant Protection History entry.
