For a final answer on whether a player is available for a particular game, check the official game-day list close to kickoff.
How injury status and the active/inactive list differ

The NFL’s revised Injury Report Policy defines Questionable as uncertainty about whether a player will play, Doubtful as unlikely to participate, and Out as not playing. These are qualitative labels, not guaranteed outcomes or a numeric probability. The definitions cited here are from a 2017 policy document; it should not be described as the latest policy edition.
By contrast, the NFL game-day procedures identify the inactive list as part of game-day roster administration. The team supplies that list in its Game Day Administration Report at the 90-minute pregame officiating meeting. That makes it the roster outcome at the pregame reporting point, rather than a prediction posted earlier in the week.
What do Questionable, Doubtful, and Out mean?
- Questionable: It is uncertain whether the player will play. It does not promise a 50/50 chance, and it does not mean the player is active.
- Doubtful: The player is unlikely to participate, but the label is still an injury-report status rather than the final roster entry.
- Out: The player will not play under the cited policy wording.
These terms answer an availability question in the injury-report process. The game-day list answers the roster question. For that reason, a player’s earlier status should not be treated as a guarantee of final participation.

Does Questionable mean a player is playing?
No. Questionable means the player’s availability is uncertain. The final active/inactive designation is a separate game-day decision, so check the official list near the game rather than assuming a Questionable player will suit up.
Are practice participation and game status the same thing?
No. An injury report can show practice participation separately from game status. The practice labels are Did Not Participate, Limited Participation, and Full Participation; the game-status labels include Questionable, Doubtful, and Out. The NFL’s current injury report displays Practice Status and Game Status in separate columns. A practice designation therefore should not be mistaken for a game-day roster result.

When do NFL teams release inactives?
The NFL’s game-day procedures place the inactive list in the Game Day Administration Report provided at the 90-minute pregame officiating meeting. The injury report follows a different timetable: the NFL’s 2026 injury-report dates guidance schedules practice and game-status reporting according to the day of the game and requires clubs to report changes in a player’s condition after the initial Game Status Report. Do not assume the two updates arrive at the same time.
- Use the scheduled injury report as an earlier indication of expected availability.
- As game time approaches, check the team’s or NFL’s official updates for any changed condition.
- At the pregame reporting point, consult the official game-day active/inactive list for the roster designation.
Because individual reports can change close to kickoff, a report viewed earlier in the week may no longer reflect the final status.

Does inactive mean a player is injured?
No. Inactive is a roster designation, not an injury diagnosis. A player may be inactive for a roster or another team decision; unless the team or league reports a specific reason, the list does not establish why that player is out of the game.
Why are some players inactive even when teams have larger rosters?
NFL Football Operations describes a 53-player active/inactive list and a game-day active list of up to 47 players, or 48 when a team has at least eight offensive linemen active. For a player’s injury outlook, use the injury report and distinguish the practice-status and game-status fields. For the roster decision on game day, use the official active/inactive list near kickoff. Fantasy managers should apply the same distinction: an earlier Questionable designation is a reason to monitor updates, not confirmation that a player will play.
