“The program can’t start because nlsdata003e.dll is missing from your computer.”
You may also see “The code execution cannot proceed because nlsdata003e.dll was not found,” “The specified module could not be found,” “Error loading nlsdata003e.dll,” or “nlsdata003e.dll is either not designed to run on Windows or it contains an error.”
The 60-second answer
nlsdata003e.dll is a genuine Microsoft natural-language component associated with Windows. Microsoft also documents it as a dependency of NaturalLanguage6.dll for Malay full-text word breaking in SQL Server.
Do not download a replacement DLL from a random website. First install pending Windows updates and restart. Then open Command Prompt as administrator and run:

Restart again and test the affected program. If the failing executable is using a copy under an application or SQL Server folder rather than Windows, repair that owning product instead.
What is nlsdata003e.dll
Public Windows file records describe nlsdata003e.dll as Microsoft Neutral Natural Language Server Data and Code, published by Microsoft and associated with the Windows operating system. Historical Windows installations placed copies in locations including:
C:WindowsSystem32C:WindowsSysWOW64- Component-store paths beneath
C:WindowsWinSxS
Microsoft has documented the file in a WinSxS path in a Windows support article. That establishes its Windows relationship, but it does not mean every current Windows 10 or Windows 11 installation contains the exact same file.
The 003e portion is also used in Microsoft’s SQL Server full-text language mapping. For Malay, LCID 1086, SQL Server uses NaturalLanguage6.dll, which depends on NlsData003e.dll. This means the file can be involved in either Windows language functionality or SQL Server Full-Text Search.

What the error message really means
A Windows loader message does not always mean that the named file has simply been deleted.
- “Is missing” or “was not found” usually means Windows could not find the requested copy.
- “The specified module could not be found” can mean the DLL itself is absent, the wrong architecture was supplied, or another dependency could not be loaded.
- “Not designed to run on Windows” or “contains an error” commonly indicates corruption, an incompatible architecture, or an invalid replacement file.
- “Failed to load” only confirms that the application could not load the module successfully.
Possible causes include a damaged Windows component, an incomplete update or installation, disk corruption, cloning-related component-store damage, antivirus quarantine, malware damage, or a broken SQL Server or application installation.
Find which product owns the failing copy
Before copying anything, identify the program that is making the request.
Check the error window
Write down the executable or application named in the error. If the message appears while starting a database application, SQL Server service, game launcher, or older utility, that context matters.
Check likely file locations
In File Explorer, inspect:
C:WindowsSystem32
C:WindowsSysWOW64
C:WindowsWinSxS
Also inspect the affected program’s installation directory and, if SQL Server is involved, its instance MSSQLBinn directory.
Do not assume that the first file found is the correct one. Confirm its Properties, Digital Signatures tab, publisher, location, and version information. A Microsoft-signed copy in a protected Windows location is different from an unsigned file with the same name in a temporary or download folder.

This may take time. If it returns multiple paths, record them rather than replacing one with another.
Determine whether the program is 32-bit or 64-bit
On 64-bit Windows, native 64-bit system files normally reside in System32. Despite its name, System32 is the native system directory. 32-bit programs are normally redirected to SysWOW64.
To check an executable:
- Open Task Manager with Ctrl+Shift+Esc.
- Select the Details tab.
- Right-click a column heading and choose Select columns.
- Enable Platform, if available.
- Check whether the process is 32-bit or 64-bit.
A 32-bit application may need the x86 copy, while a 64-bit application may need the x64 copy. Matching only the filename is not enough. Microsoft explains this redirection in its file-system redirector documentation.

Historical public inventories list 32-bit builds such as 6.1.7600.16385 and 6.2.9200.16384, along with both 32-bit and 64-bit Windows-era builds of 6.0.6001.18000. These are historical records, not a complete Microsoft release manifest and not a universal recommendation for the newest version.

This is the correct first repair path when the error involves System32, SysWOW64, or WinSxS, or when several Windows components are behaving incorrectly.
1. Install Windows updates
- Press Windows+I.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart when Windows asks.
- Return to Windows Update and check again until no pending update remains.
If Windows Update itself fails, use Microsoft’s Windows Update troubleshooting guidance before proceeding.
2. Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the operation to finish. Do not close the window because the percentage may pause for a while.
DISM repairs the Windows component store and supplies the repair source that SFC uses. Microsoft documents this order in its System File Checker repair instructions.
3. Run SFC
In the same elevated Command Prompt, enter:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows.

Repair an SQL Server Full-Text installation
SQL Server is the likely owner when the error appears in a database application or service that uses Full-Text Search, particularly for Malay language processing.
Do not copy a Windows nlsdata003e.dll into an SQL Server directory. SQL Server’s language binaries belong to the installed instance and may have matching dependencies.
Use SQL Server Setup maintenance:
- Close applications using the affected SQL Server instance.
- Open the SQL Server installation media or the original SQL Server installer.
- Start
setup.exe. - Select Maintenance.
- Choose Repair.
- Select the affected instance or feature when Setup asks.
- Allow Setup to complete.
- Restart any related SQL Server services.
- Test the database application and its Full-Text Search operation.
Microsoft’s Full-Text Search binary documentation identifies the Malay dependency. Its word-breaker restoration guidance explains the SQL Server component location and maintenance context.
If SQL Server Setup cannot repair the feature, repair or reinstall the relevant SQL Server instance from matching installation media. Preserve databases and configuration first, and involve the database administrator before removing an instance.
Repair the application that reports the error
If the error appears only when one program starts and the relevant DLL is beside that program’s executable, treat it as an application installation problem.
Use the installed repair option
- Open Settings with Windows+I.
- Select Apps and then Installed apps.
- Find the affected program.
- Select its three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- Start the program again.
For a traditional desktop program:
- Open Control Panel.
- Select Programs and then Programs and Features.
- Select the application.
- Choose Change, Repair, or the equivalent option.
- Complete the installer and restart if requested.
Verify or reinstall a game
If a game launcher reports the error, use its built-in Verify, Repair, or Scan files command. That restores files from the game’s official package without mixing Windows and application binaries.
If verification fails, uninstall the program, restart Windows, and reinstall it using the developer’s original installer or official launcher. Do not select a random DLL download as a shortcut. Reinstalling the program remains the definitive fix when the missing copy belongs to that program.
Run the installer as administrator only when the vendor’s installer requires it. Right-click the installer, select Run as administrator, and allow it to finish before testing.
Check antivirus quarantine safely
Security software can quarantine a legitimate file, but a matching filename in an unusual folder is not automatically safe.

- Open the detection associated with the error.
- Check the file path and detection details.
- Restore it only if the file is in the expected Windows, SQL Server, or application directory and its Microsoft or application signature can be verified.
- Run a full scan afterward.
If the detection is uncertain, leave the file quarantined and repair the owning product instead. If malware may have modified Windows, disconnect from sensitive accounts, complete a security scan, then run DISM and SFC.

Why downloading the DLL or using regsvr32 is usually wrong
Random DLL download sites websites can provide malware, the wrong Windows build, the wrong architecture, or a file with a forged or missing signature. Even a genuine file may not fix the missing dependency that caused the loader error. It can also damage servicing if manually placed in System32, SysWOW64, WinSxS, or SQL Server’s protected directories.
Use Windows Update, DISM, SFC, SQL Server Setup, or the application’s official installer instead.
regsvr32 is not a general DLL repair command. It is intended for self-registering COM or ActiveX components that implement DllRegisterServer. The available evidence does not show nlsdata003e.dll to be such a component, so commands such as these are not an appropriate fix:
regsvr32 nlsdata003e.dll
regsvr32 /u nlsdata003e.dll

If DISM or SFC cannot repair the file
If DISM says it cannot find source files:
- Confirm that Windows Update is working.
- Restart and run the DISM command again.
- Use a matching Windows installation source with Microsoft’s documented
/Sourceand/LimitAccessmethod. - Run SFC again after DISM succeeds.
If SFC reports that it could not repair some files, inspect the CBS log for the affected component and repeat DISM with a matching repair source. Microsoft also documents offline repair and Windows recovery options when online repair cannot restore the component.
System Restore is justified when the failure began after a recent driver, update, cleanup operation, or installation and a restore point predates the change:
- Press Windows+R.
- Enter
rstrui.exe. - Select a restore point from before the failure.
- Review affected programs.
- Start the restore and let Windows restart.
If the component store remains damaged, updates cannot install, and repair from matching media fails, use an in-place Windows repair installation or Windows recovery. Back up personal data first. A clean installation should be the last resort, not the first response to one missing DLL.
Driver checks are secondary
nlsdata003e.dll is not established as a driver file. Do not begin with Device Manager, Visual C++, DirectX, or .NET.
Check drivers only if the application independently reports a graphics, audio, chipset, storage, or other hardware fault:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers, or install the driver from the hardware manufacturer’s official support page.
- Restart and retest.

Is it a legitimate Microsoft file?
