Which fix applies to you
Use the first matching description:
- Several programs fail, Explorer behaves strangely, or Windows reports multiple missing system files: repair Windows with Windows Update, DISM, and SFC.
- Only one game or application fails: repair or reinstall that application after checking its quarantine history.
- The error started after antivirus detected or removed the file: inspect Windows Security protection history before restoring anything.
- The message says “not designed to run on Windows,” “not a valid Windows image,” or “untrusted system file”: suspect a corrupt, mismatched, unofficial, or tampered DLL. Do not replace it manually.
- You are running Windows XP or Server 2003: follow the legacy guidance below. Modern Windows repair steps are the correct route for Windows 10 and Windows 11.
- The error appeared after a driver or Windows change: use System Restore if ordinary component repair does not resolve it.
What normaliz.dll does
normaliz.dll backs Windows Unicode normalization and internationalized-domain-name APIs, including NormalizeString, IsNormalizedString, and IDN conversion functions. Microsoft documents the DLL as part of Windows National Language Support, rather than as a Visual C++ runtime, DirectX component, .NET assembly, graphics driver, or game-specific middleware. See Microsoft’s NormalizeString documentation.

A non-Microsoft application can still report the error because it calls these Windows APIs. An older application may depend on the function without including the operating-system component itself. That explains why a game, browser-related utility, business program, or installer can fail even though normaliz.dll belongs to Windows.
On 64-bit Windows, the normal native copy is:
C:WindowsSystem32normaliz.dll
The 32-bit compatibility copy is normally:
C:WindowsSysWOW64normaliz.dll
The names are counterintuitive: System32 contains native 64-bit system files on 64-bit Windows, while SysWOW64 contains 32-bit files. Microsoft explains this behavior in its File System Redirector documentation.

Do not judge authenticity from the filename alone. A file can exist and still be the wrong architecture, damaged, or replaced.
Fix 1: Install Windows updates, then repair system components
This is the safest first repair when more than one application is affected.
Install pending updates
- Press Windows + I.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart Windows, even if it does not immediately require a restart.
- Start the affected program again.
Microsoft’s current instructions are available on the Windows Update installation page.
If the error remains, repair the component store and protected system files.
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until SFC reaches 100 percent.
- Restart the computer and test the application.
DISM repairs the Windows component store, which SFC uses as a source for replacing corrupted protected files. Microsoft recommends running DISM before SFC in its System File Checker guidance.
Success means the application starts normally or SFC reports that it found no integrity violations or repaired corrupted files.
If Windows Update cannot provide the repair files, DISM may need a matching Windows installation source:

Replace the example path with a repair source that matches the installed Windows version and edition. Do not point DISM at a random folder or an unrelated Windows installation.
Repeating SFC without knowing what changed can waste time. Outbyte PC Repair provides a free scan that shows reported problems, while repair is performed by the full version; it is optional, and Windows Update, DISM, and SFC remain the supported manual path.
If SFC cannot repair the file
If SFC says it found corrupted files but could not fix some of them:
- Run DISM again and wait for it to complete.
- Restart Windows.
- Run
sfc /scannowagain. - If it still fails, save the CBS log for technical support.
- Check the disk and run a full or offline malware scan.
- Consider System Restore or a Windows repair installation.
Persistent repair failures can indicate component-store damage, disk faults, an unsupported Windows installation, or malware. SFC is useful, but it cannot guarantee a repair in every condition.
Fix 2: Repair or reinstall the affected application
If only one application fails, Windows may be healthy and the application may have damaged files or an outdated dependency.
Use the application’s repair option
For a Microsoft Store application:
- Open Settings.
- Select Apps.
- Choose Installed apps.
- Find the application.
- Click the three-dot menu.
- Select Advanced options.
- Click Repair.
- Test the application.
Use Reset only if Repair does not help and you understand that it may remove the application’s local data.
For a traditional desktop program:
- Open Settings > Apps > Installed apps.
- Select the program.
- Choose Modify, Change, or Repair if the installer provides one.
- Complete the official repair wizard.
- Restart and test the program.
For a game, use its launcher’s Verify, Repair, or Verify integrity of game files function. This can restore files owned by the game, but it cannot repair a damaged Windows copy of normaliz.dll.
If repair does not help, uninstall the program, restart Windows, and reinstall it from the developer’s official installer or launcher. Back up saves, settings, and licenses first. Reinstalling the application is the definitive fix when its own files or dependencies are damaged, but it should not be used as a substitute for Windows component repair when multiple programs fail.
Fix 3: Check antivirus quarantine safely
Windows Security or another antivirus program may quarantine a legitimate system file after a false positive. It may also have detected a modified or malicious file pretending to be the Windows copy.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Click Protection history.
- Open the detection associated with
normaliz.dll. - Review the path, detection name, and action taken.
- Update your antivirus definitions.
- Restore the file only if its location and digital signature confirm that it is the genuine Windows copy and the detection is a false positive.
Microsoft warns that restoring a quarantined threat can expose the system. See its Protection History guidance.
If you cannot verify the file, leave it quarantined and run Windows Update, DISM, and SFC instead. Do not disable antivirus protection merely to make the application launch.
Fix 4: Check the path, architecture, and signature
Open an elevated Command Prompt and run:
where normaliz.dll
dir %windir%System32normaliz.dll
dir %windir%SysWOW64normaliz.dll
where may list more than one result. The Windows copies should be in the operating-system directories, not in a temporary download folder or an unrelated application directory.

One-click scans. No signup required.
To inspect the native copy in PowerShell:
Get-Item "$env:windirSystem32normaliz.dll" |
Select-Object FullName,Length,@{Name="FileVersion";Expression={$_.VersionInfo.FileVersion}}
Get-AuthenticodeSignature "$env:windirSystem32normaliz.dll"
Look for a valid Microsoft digital signature and a path under the Windows directory. There is no single file size or version that applies to every Windows installation, because servicing builds, editions, architectures, and update history differ.

On 64-bit Windows, do not copy a 32-bit DLL into System32, and do not copy a 64-bit DLL into SysWOW64. A wrong-architecture file can produce messages such as “not a valid Windows image” or “not designed to run on Windows.”
Fix 5: Do not use regsvr32
Do not run:
regsvr32 normaliz.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. normaliz.dll is a Windows API DLL, not a COM server that needs registration. The likely result is an error saying that the DllRegisterServer entry point was not found. Microsoft documents the utility’s purpose in its regsvr32 reference.
Registering the file does not restore missing APIs, repair corruption, or correct its architecture.

Fix 6: Do not reinstall unrelated runtimes
Reinstalling Visual C++ Redistributable, DirectX, or .NET is not a direct repair for normaliz.dll. Those packages do not own this Windows API DLL.
Install a runtime only when the affected application separately reports that it needs that runtime and the application publisher specifies the required package. For a standalone normaliz.dll error, use Windows servicing and application repair instead.
Fix 7: Check drivers only when the timing points to a driver
A graphics or device driver does not normally provide normaliz.dll, but a failed update can damage or destabilize an application at the same time the DLL message first appears.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the failure, such as Display adapters.
- Right-click the device.
- Select Properties > Driver.
- Review the driver provider, date, and version.
- Use Update Driver or install the current driver from the hardware manufacturer.
- Restart Windows and test again.
Do not replace normaliz.dll with a driver package. Outbyte Driver Updater provides a free scan showing which drivers are reported as outdated, while driver installation is performed by the full version; it is optional and does not replace Windows file repair.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFix 8: Use System Restore or Windows recovery
Use System Restore when the problem began immediately after a Windows update, driver installation, cleanup utility, or software installation and the earlier fixes did not help.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select an appropriate restore point.
- Click Scan for affected programs.
- Review the changes.
- Click Next, then Finish.
- Allow Windows to restart.
Microsoft explains the process in its System Restore guidance.
If DISM and SFC cannot restore system integrity, back up personal data and consider a Windows repair installation or professional support. Repeatedly replacing system files by hand can make recovery harder.
Windows XP and Server 2003
Windows XP and Server 2003 are the historical exception. Microsoft once supplied the Microsoft Internationalized Domain Name (IDN) Mitigation APIs redistributable for those down-level systems, but the original Download Center package is archived and is not a general download for Windows 10 or Windows 11.
For an old XP or Server 2003 computer, apply the final supported service packs and updates for that installation, then use the software vendor’s documented compatibility guidance. Do not obtain the legacy DLL from an unverified mirror. Microsoft describes the historical package and IDN support in its IDN documentation.
Frequently asked questions
Is normaliz.dll malware?
No. The genuine file is a Microsoft Windows system DLL. However, a file with that name is not automatically genuine. Check its path and Microsoft digital signature.
Can I download normaliz.dll separately?
Avoid random DLL download sites sites. The file may contain malware, belong to the wrong Windows build, use the wrong architecture, or fail to correct the underlying component-store problem. Use Windows Update, DISM, SFC, or the affected application’s official installer.
Why does a non-Microsoft game mention it?
The game may call Windows Unicode or internationalized-domain-name APIs. The application uses the Windows component but does not own it.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Does the file belong in System32 or SysWOW64?
On 64-bit Windows, the native 64-bit copy belongs in System32, and the 32-bit compatibility copy belongs in SysWOW64. The correct location depends on Windows architecture and the file involved.
What does “not designed to run on Windows” mean?
It usually indicates a corrupt, mismatched, unofficial, or tampered binary. It is not normally fixed by registering the DLL.
What if Easy Anti-Cheat reports an untrusted system file?
Do not disable security software first. Repair Windows, verify the file’s Microsoft signature and location, update Windows and the game, then use the game launcher’s file verification.
When should I reinstall the application?
Reinstall it when only that application fails and its Repair or Verify function does not help. If Explorer or several programs also fail, repair Windows before reinstalling every application.
