nssutil3.dll is an application library used by Mozilla Network Security Services (NSS), not a Windows system file. If Windows says it is missing, was not found, or could not be loaded, repair the program that owns it rather than downloading the DLL into a Windows folder.
NSS supplies security functions used by applications, including TLS connections, certificates, PKCS, S/MIME, and X.509 processing. Older Firefox installations carried nssutil3.dll with related NSS files such as nss3.dll, softokn3.dll, nssdbm3.dll, smime3.dll, and nspr4.dll.

The historical version and size are not universal requirements. The correct file must match the application, its architecture, and its companion NSS libraries.
First, identify which program owns the file
The error dialog usually names the program that failed. Write down its executable name and path if Windows displays one. An older Firefox build is a common example, but another Mozilla NSS-based application, launcher, or game may also use the library.

If the dialog does not identify the application:
- Press
Ctrl+Shift+Escto open Task Manager. - Select Details.
- Look for the program that was launching when the error appeared.
- Right-click it, if it is still listed, and select Open file location.
- Inspect the folder beside the executable for
nssutil3.dll.
You can also search the drive for the filename:
- Open File Explorer.
- Select This PC.
- Search for
nssutil3.dll. - Check whether a copy is located beside an application executable.
Do not assume that a copy in another program’s folder is suitable. Application-local DLLs are normally loaded from the program directory, and Windows searches that location early in the DLL loading process. A copy belonging to a different application can have the wrong version or architecture.
What the error wording usually means
Different messages point to different failures:
- “nssutil3.dll was not found” or “is missing” usually means the file was deleted, quarantined, or never installed correctly.
- “The procedure entry point could not be located” often indicates that the DLL and its companion files are from incompatible versions.
- “Could not be loaded” can mean the file is damaged, has the wrong architecture, or depends on another missing library.
- “Not designed to run on Windows” indicates a loading or binary-integrity problem. It does not automatically prove malware.
- A message naming
nssutil3.dllcan sometimes be triggered by another dependency that the loader cannot use.
Because NSS files work as a bundle, replacing only the named file is unreliable. Rebuild the complete application installation first.
Fix 1: Restart, then repair the owning application
Close the affected program and restart Windows once. This clears an incomplete update or a process that still has old files open.

- Press
Windowsand type Installed apps. - Open Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options if available.
- Select Repair.
- Start the program again.
Not every desktop application provides a Repair button. If it does not, use the vendor’s official installer instead.
For Firefox or another Mozilla-based application:
- Download the installer from the developer’s official website.
- Close every copy of the program.
- Run the installer over the existing installation.
- Accept the default installation location unless the application was intentionally installed elsewhere.
- Restart Windows and launch the program.
If the installer reports that the existing installation is damaged, uninstall the application from Settings > Apps > Installed apps, restart Windows, and run the official installer again.
For a game or launcher that bundles NSS, use its built-in Verify, Repair, or Scan and repair function before reinstalling:
- Open the official launcher.
- Select the affected game.
- Open its settings or three-dot menu.
- Choose Verify files, Repair, or the equivalent option.
- Wait for the scan to finish.
- Start the game again.
If verification cannot restore the file, reinstall the game from its official launcher. This is safer than borrowing nssutil3.dll from another installation.

If a clean Firefox reinstall is necessary
A damaged program directory can survive an ordinary uninstall. Mozilla applications generally keep the user profile, including personal settings and other data, separate from the program files.
After uninstalling, check whether the old program folder remains under a location such as:
C:Program FilesMozilla FirefoxC:Program Files (x86)Mozilla Firefox
Remove only the leftover program directory after confirming that the application is uninstalled. Do not delete a profile folder unless you have backed up the data and specifically intend to reset the profile. Reinstall using the official installer, then test the program before restoring extensions or changing advanced settings.

A successful repair means the program starts without the DLL message and the installation folder contains a compatible group of application files. If the same message returns immediately, continue with the checks below rather than copying a single DLL.
Fix 2: Check antivirus quarantine
Security software has historically quarantined Firefox’s nssutil3.dll after misidentifying it. That is not proof that every current error is caused by antivirus software, but it is worth checking before reinstalling repeatedly.
In Microsoft Defender:
- Open Start and select Settings.
- Select Privacy & security.
- Select Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Expand recent detections and look for the affected program directory or
nssutil3.dll.
If the file was quarantined:
- Confirm that the parent application came from its official installer.
- Check the detection name and affected path.
- Update Microsoft Defender and run another scan.
- Restore the file only if you are confident the detection is a false positive.
- Launch the application.
Do not broadly disable antivirus protection to force the program to start. If the file is quarantined again, submit the suspected false positive to the security product’s vendor and reinstall the application from a verified official source.
If the file disappeared again after restoration, treat that as a security or integrity warning. Run a full malware scan and investigate recent downloads, cracked software, and unusual system behavior.

A 32-bit application can run on 64-bit Windows. In that case, it needs 32-bit versions of its private dependencies, even though the operating system itself is 64-bit. A 64-bit application requires compatible 64-bit libraries.

Do not treat System32 and SysWOW64 as interchangeable storage locations. The correct file normally belongs beside the application executable.
To check the program architecture:
- Open the application’s installation directory.
- Right-click the main executable and select Properties.
- Select Details and review available product information.
- Check the application’s official download or installation options for 32-bit and 64-bit builds.
- Install the build intended for the program and Windows configuration.
The historical 3.15.4.0 32-bit record should not be used as a target version for every application. NSS libraries must match the program build. A folder containing nssutil3.dll but an incompatible nss3.dll or nspr4.dll can produce an entry-point or loading error.
Fix 4: Check dependencies and application logs
If reinstalling produces the same error, the named file may not be the real missing component.

An entry-point error suggests a version mismatch. A generic load failure may involve another dependency, a damaged executable, or blocked access to the folder.
Then check Event Viewer:
- Press
Windows+R. - Type
eventvwr.mscand press Enter. - Expand Windows Logs.
- Select Application.
- Look for an error at the time the program failed.
- Read the Faulting application name, Faulting module name, and exception details.
Also confirm that the installation folder is accessible:
- Right-click the application’s executable.
- Select Properties.
- Clear Unblock if that option appears, then select Apply.
- Try launching the program as administrator once by right-clicking it and selecting Run as administrator.
Administrator mode is a diagnostic step, not a permanent DLL repair. If it works only as administrator, review folder permissions, security software, and the application’s installation location.
Fix 5: Install a Microsoft Visual C++ runtime only when diagnostics call for it
The Microsoft Visual C++ Redistributable can be relevant when an application reports a missing Microsoft runtime DLL or dependency. It is not the normal fix for a missing nssutil3.dll.
Use it only when the application’s official documentation, installer, Event Viewer, or dependency analysis identifies a Visual C++ runtime requirement. Install the architecture required by the application, then restart Windows and test again. Do not replace the NSS repair with a random collection of runtime packages.

Fix 6: Repair Windows components when Windows itself is damaged
nssutil3.dll is normally an application-private file, so System File Checker will not usually recreate it. Use Windows repair commands when protected Windows files are also failing, Windows Update is damaged, or several unrelated applications show system-file errors.
Save open work, then:
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to complete. Then run:
sfc /scannow
Restart Windows afterward and test the affected application. Microsoft documents DISM and SFC repair guidance.
Repeating these commands will not reconstruct an application bundle that was deleted. If they report repairs but nssutil3.dll is still absent, reinstall the owning application.

Install pending Windows updates if Windows itself is unstable:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the computer.
Drivers do not normally install or repair nssutil3.dll. Investigate them only if Event Viewer shows a related hardware, storage, graphics, or security-driver failure.
To check a device manually:
- Right-click Start.
- Select Device Manager.
- Expand the category connected to the reported problem.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.

System Restore is reasonable when the error began immediately after a known application, driver, or system change and a suitable restore point exists.
- Press
Windowsand search for Create a restore point. - Open it.
- Select System Restore.
- Choose a restore point created before the failure.
- Review the affected programs.
- Select Finish and allow Windows to restart.
System Restore rolls back system files and settings, not personal files. It may not restore a missing application DLL reliably, so reinstalling the owning application remains the preferred solution.
What not to do
Do not download the DLL from a random website
An isolated DLL may contain malware, have the wrong architecture, use the wrong version, lack a valid source, or fail because the companion NSS files do not match. It often leaves the damaged application installation untouched.

Use the application’s official developer installer, launcher repair feature, or verified recovery option instead.
Do not copy it into System32 or SysWOW64
Copying an application DLL into a Windows system directory can create version conflicts and increase the risk of DLL hijacking. It also does not repair the application’s private file bundle.
Do not run regsvr32
Do not run:
regsvr32 nssutil3.dll
NSS utility libraries are loaded as code dependencies. They are not normally self-registering COM or ActiveX controls, so registration does not solve a missing or mismatched NSS bundle.
Do not copy it from another PC
Another computer may have a different application release, architecture, update level, or set of companion libraries. Reinstall the affected program from its official source instead.

Is nssutil3.dll part of Windows?
No. It is an application library associated with Mozilla NSS-based software. It normally belongs in the installation directory of the program that uses it.

Can a 32-bit nssutil3.dll work on 64-bit Windows?

Should I install Visual C++ Redistributable?
Only if diagnostics identify a Microsoft runtime dependency. It is not the ordinary fix for a missing nssutil3.dll.
