ntmssvc.dll Missing: Trace the Old Windows Component Safely

ntmssvc.dll is a Microsoft Windows system DLL called Removable Storage Manager. On Windows 10 or Windows 11, an error mentioning ntmssvc.dll usually comes from an old application, installer, startup entry, or malware event rather than from a current Windows feature.

Do not download this DLL from a random file library and copy it into System32. First identify what requested it. The correct repair depends on whether the message comes from a legacy Windows installation, an old program, antivirus quarantine, or a suspicious startup item.

What is ntmssvc.dll?

ntmssvc.dll was part of Microsoft Windows Whistler, the development name associated with the Windows XP family. Its description is Removable Storage Manager, or RSM.

RSM managed removable-media libraries, including tape libraries, optical changers, and other devices that used a Windows-managed media library. Microsoft’s Removable Storage Manager documentation describes the technology and its APIs.

Historically, Ntmssvc.dll was used by the Removable Storage service hosted through svchost.exe. RSM was retired from newer Windows generations and is no longer available beginning with Windows 7 and Windows Server 2008 R2. That makes this primarily an XP, Windows Server 2003, and Vista-era component problem.

It is not:

  • A Visual C++ runtime
  • A DirectX component
  • A .NET Framework file
  • A modern Windows 10 or Windows 11 dependency
  • A hardware driver
  • A general-purpose DLL that can be safely registered in every application

Version and identity check

The following identification details are associated with this file:

The version records are historical third-party inventory information, not a current Microsoft download listing. They do not prove that the files are interchangeable across Windows XP, Server 2003, Vista, or different architectures.

First: find what is requesting the file

The wording of the error is useful, but the executable or service that triggered it is more important. Common messages include:

  • “The program can’t start because ntmssvc.dll is missing from your computer.”
  • “This application failed to start because ntmssvc.dll was not found.”
  • “The code execution cannot proceed because ntmssvc.dll was not found.”
  • “Error loading ntmssvc.dll.”
  • “ntmssvc.dll is either not designed to run on Windows or it contains an error.”
  • “Cannot register ntmssvc.dll.”

Before repairing anything, note:

  1. The full error text.
  2. The application name in the title bar.
  3. Whether the message appears during startup, login, installation, or when opening one program.
  4. Whether the dialog names an executable.
  5. Whether the problem began after an update, cleanup utility, antivirus alert, or software installation.

This separates two very different cases:

  • Windows component damage: more plausible on XP, Server 2003, or Vista.
  • Obsolete software dependency: more plausible on Windows 10 or Windows 11.

If the message appears only when launching one old program, repair that program first. If it appears before the desktop loads, investigate startup items, scheduled tasks, services, and security software.

Fix 1: repair the program that requests ntmssvc.dll

On Windows 10 or Windows 11, this is the most likely solution when a particular application displays the error.

Use the installed-app repair option

  1. Press Windows + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the program named in the error.
  5. Select the three-dot menu on Windows 11, or select the program and choose Advanced options on Windows 10 when available.
  6. Choose Repair.
  7. Launch the program again.

If Repair is unavailable or does not help:

  1. Return to the application’s entry.
  2. Choose Uninstall.
  3. Restart Windows.
  4. Reinstall the program from its original vendor installer or trusted installation media.
  5. Test the program before restoring optional plugins or add-ons.

For older desktop software, its own installer may appear in Control Panel:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair, Change, or Uninstall, depending on what the installer provides.
  6. Restart when prompted.

If the program is old enough to expect Removable Storage Manager, reinstalling it may not be sufficient on Windows 10 or 11. Look for a vendor update or a newer release that no longer requires RSM. If no compatible release exists, removing the obsolete program is safer than forcing an XP-era DLL into modern Windows.

A game launcher’s file verification is relevant only if the launcher owns the program that displays the error. It will not repair a missing Windows component or a separate startup entry.

Check compatibility settings only after reinstalling

Compatibility mode can help an old application run, but it does not recreate RSM.

  1. Right-click the program’s shortcut or executable.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Try the Windows version recommended by the software vendor.
  6. Select Apply, then OK.
  7. Launch the application.

Do not use compatibility mode as a reason to download ntmssvc.dll. It changes how the application runs; it does not validate or restore an external DLL.

Fix 2: repair Windows system files

Use this path when the error appears during Windows startup, references a Windows service, or occurs on a legacy Windows installation where RSM was part of the operating system.

Microsoft recommends repairing the component store with DISM before running System File Checker.

Run DISM and SFC in Windows 10 or 11

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for DISM to finish.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Repeat the action that produced the error.

Microsoft documents this DISM and SFC repair sequence.

Possible SFC results include:

  • Windows Resource Protection did not find any integrity violations: protected Windows files were not found to be damaged. Investigate the requesting application, startup entry, or service.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC. If the issue remains, use recovery options or matching installation media.
  • Windows Resource Protection could not perform the requested operation: run the scan from Safe Mode or Windows Recovery Environment.

Repeatedly running SFC without identifying what changed is unlikely to solve an application that simply expects a retired Windows component.

Run repair commands from Windows Recovery Environment

Use this when Windows will not start normally or the error occurs before you can reach the desktop.

  1. Start the computer and enter Windows Recovery Environment.
  2. Select Troubleshoot.
  3. Select Advanced options.
  4. Open Command Prompt.
  5. Identify the Windows drive letter. In WinRE, Windows may not be installed on C:.
  6. Run the offline SFC command, replacing D: with the correct Windows volume:
SFC /scannow /offbootdir=D: /offwindir=D:windows
  1. Run offline DISM:
DISM /image:D: /cleanup-image /restorehealth
  1. Restart the computer.

Microsoft provides the offline SFC and DISM procedure for WinRE.

If DISM reports that source files cannot be found, the repair source must match the installed Windows edition, language, architecture, and servicing level as closely as possible. Do not substitute a random copy of ntmssvc.dll.

Legacy Windows installations

On Windows XP, Windows Server 2003, or Vista, SFC may request the original installation media. Use media that matches the installed edition and service-pack level as closely as possible.

  1. Insert the matching Windows installation disc or connect the trusted installation source.
  2. Open an elevated Command Prompt where supported.
  3. Run:
sfc /scannow
  1. Provide the installation source when Windows requests it.
  2. Restart and test the service or application again.

If the file cannot be restored, use the operating system’s repair installation procedure rather than copying a DLL from another Windows release. These older systems are outside the normal support path for current Windows repair guidance, so preserving data and using authenticated installation media is especially important.

Fix 3: check Microsoft Defender quarantine

A missing file may have been quarantined. That does not mean it is safe to restore.

Microsoft has documented malware that replaces ntmssvc.dll and hijacks the Removable Storage service. A suspicious file with this name should be treated as a possible security issue until its origin is confirmed.

Review Protection History

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review detections around the time the error began.
  5. Expand any item associated with ntmssvc.dll.
  6. Confirm the original path, detection name, and action taken.

Restore the file only if all of the following are true:

  • The file came from the expected Windows installation.
  • The detection is confirmed to be a false positive.
  • The file has been checked with current security tools.
  • Restoring it will not return a modified or malicious system component.

If the file was detected as malicious, leave it quarantined. Run a full scan and then repair Windows from trusted media. Microsoft’s Defender quarantine guidance explains the restore workflow and related commands.

For a deeper malware response:

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Scan options.
  4. Run Microsoft Defender Offline scan.
  5. Allow Windows to restart and complete the scan.
  6. After Windows starts, review Protection history again.
  7. Check startup programs and unfamiliar services.

Microsoft’s malware analysis for Virus:Win32/Jadtre.I specifically documents malicious use of the Ntmssvc service name and ntmssvc.dll.

Fix 4: use System Restore after a recent change

System Restore is useful when the error began after installing software, a driver, an update, or a cleanup utility.

It can roll back system files, settings, drivers, and installed programs without removing personal files. It does not guarantee recovery of every application file.

  1. Press Windows + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point dated before the error started.
  4. Select Scan for affected programs if available.
  5. Review the changes.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

You can also open Control Panel > Recovery > Open System Restore. Microsoft describes the process in its System Restore documentation.

If no restore point exists, continue with application repair, malware scanning, or Windows recovery. Do not create a restore point after the problem begins and expect it to contain the missing file.

Fix 5: investigate drivers only when the timing supports it

ntmssvc.dll is not itself a driver. Reinstalling every storage or removable-media driver is therefore a low-priority response.

Consider a driver investigation only if the message began immediately after connecting a removable-media device or installing storage software.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Storage controllers, Disk drives, and Universal Serial Bus controllers.
  4. Look for a warning icon or a device named in the error.
  5. Right-click the relevant device.
  6. Select Properties and review the General and Driver tabs.
  7. Use Update driver or Uninstall device only when the device is clearly related.
  8. Restart Windows and allow the device to be detected again.
  9. Obtain any replacement driver from the device manufacturer or Windows Update.

Do not remove unrelated storage controllers because a generic DLL message mentions removable storage.

Fix 6: check Windows Features only for a named legacy dependency

Windows Features will not normally reinstall RSM on Windows 10 or Windows 11, because RSM was retired from newer Windows generations. Still, checking optional components can help establish whether an old application is expecting a feature that is not present.

  1. Press Windows + R.
  2. Type:
optionalfeatures
  1. Press Enter.
  2. Review the available Windows Features.
  3. Enable only a feature explicitly required by the application’s documentation.
  4. Select OK.
  5. Restart if requested.

Do not enable unrelated legacy components simply because the word “storage” appears in the error. If no relevant feature exists, that confirms the program is requesting an unavailable or obsolete dependency. Repair, update, or remove the program instead.

Check 32-bit and 64-bit architecture

The publicly indexed versions associated with ntmssvc.dll are 32-bit. That does not make them suitable for every Windows installation.

On 64-bit Windows:

  • System32 contains 64-bit system components.
  • SysWOW64 contains 32-bit system components.
  • SysWOW64 is not the 64-bit DLL folder.

Do not copy the same file into both directories. A 32-bit DLL copied into the wrong location can create loader errors, hide the requesting program, or cause a different application to fail.

To check Windows architecture:

  1. Open Settings.
  2. Select System.
  3. Select About.
  4. Review System type.

Use the exact file supplied by matching Windows installation media or an authenticated enterprise image. The Windows edition, language, architecture, and servicing level all matter. There is no verified basis for treating the listed historical versions as interchangeable across Windows XP, Server 2003, Vista, and 64-bit systems.

Does regsvr32 fix ntmssvc.dll?

Usually, no.

regsvr32 registers DLLs that provide the appropriate registration entry points. It is not a general missing-file repair command. Microsoft describes its behavior in the regsvr32 command reference.

Running:

regsvr32 ntmssvc.dll

does not restore a deleted file, repair corruption, convert a 32-bit DLL into a 64-bit DLL, or recreate the retired RSM service.

If you see an error such as “DllRegisterServer was not found,” that indicates registration is not supported by that DLL or that the file is damaged. Stop using regsvr32 and return to Windows repair, application repair, or malware investigation.

Historically, installing the RSM component could register several files as part of the complete component setup. That is different from manually registering an isolated DLL.

What not to do

Do not:

  • Download ntmssvc.dll from a generic DLL website.
  • Copy an unverified file into System32 or SysWOW64.
  • Use a Windows XP file on Windows 10 or Windows 11 without matching the complete component.
  • Assume a 32-bit file belongs in SysWOW64 merely because that folder name looks like “64.”
  • Install Visual C++, DirectX, or .NET solely to obtain this file.
  • Run regsvr32 repeatedly against a missing or damaged system DLL.
  • Restore a Defender quarantine item without checking why it was detected.
  • Disable antivirus protection to force an old application to start.
  • Replace a suspicious file before scanning the computer.
  • Expect Device Manager to repair a Windows service DLL.

There is no current official Microsoft standalone download page for ntmssvc.dll. Safe sources are matching Windows installation media, trusted recovery images, Windows repair mechanisms, and the original application vendor when the application owns the dependency.

If the error returns after repair

A recurring message means the underlying requester has not been fixed.

Check these locations:

  1. Task Manager startup
  2. Press Ctrl + Shift + Esc.
  3. Select Startup apps.
  4. Disable an unfamiliar entry temporarily.
  5. Restart and test.

  6. Installed applications

  7. Open Settings > Apps > Installed apps.
  8. Sort by installation date.
  9. Remove or repair software installed just before the error began.

  10. Services

  11. Press Windows + R.
  12. Type services.msc.
  13. Press Enter.
  14. Review unfamiliar services and services that reference the error path.
  15. Do not disable a Microsoft service solely because its name is unfamiliar.

  16. Scheduled tasks

  17. Open Start and search for Task Scheduler.
  18. Review tasks that run at logon or startup.
  19. Check the Actions tab for an executable or script requesting the DLL.

  20. Event Viewer

  21. Right-click Start and select Event Viewer.
  22. Review Windows Logs > Application and Windows Logs > System.
  23. Look at entries created at the same time as the error.

  24. Reliability Monitor

  25. Search Start for View reliability history.
  26. Select the day the error began.
  27. Review application failures and Windows failures.

If SFC reports no violations but the dialog persists, the file may not be a current protected Windows file at all. Focus on the executable named in the error, its installer, startup configuration, or malware activity.

FAQ

Is ntmssvc.dll a legitimate Microsoft file?

Yes. It is a legitimate historical Microsoft Windows component associated with Removable Storage Manager. A file with that name is not automatically trustworthy, however, because malware has used the Ntmssvc service name and replaced the DLL.

Is ntmssvc.dll included with Windows 11?

RSM was retired from newer Windows generations. Windows 11 should not be treated as a normal host for this XP-era component. An error on Windows 11 usually indicates an old application, installer, startup entry, or malicious request.

Should I install a Visual C++ redistributable?

No. ntmssvc.dll is not identified as a Visual C++ runtime file. Install a redistributable only when the error names a missing runtime DLL and the application requires that package.

Can I copy the file from another computer?

Only use a file from matching, trusted Windows installation media or an authenticated image. Do not copy a file from an arbitrary computer, because its architecture, language, version, servicing state, or security status may differ.

Should I copy it to System32?

Not as a general repair. The correct location depends on the complete Windows component and architecture. Copying a 32-bit DLL into a 64-bit system directory can create more loader problems.

Will regsvr32 ntmssvc.dll fix the error?

Not normally. regsvr32 is for DLLs that implement registration entry points. It is not a missing-file repair tool.

Why does SFC say everything is fine?

SFC checks protected Windows files. If the message comes from an old application or installer, Windows may be healthy while that program still requests a retired component. Identify and repair or remove the requesting program.

What is the safest fix on Windows 10 or Windows 11?

Identify the program or startup item that requests ntmssvc.dll, then update, repair, or remove it. If the message appears to involve Windows itself, run DISM followed by SFC, check Defender history, and investigate recent system changes before considering recovery options.
