oidis400.dll is missing from your computer. You may also see “The application was unable to start because oidis400.dll was not found,” “Error loading oidis400.dll,” or “oidis400.dll could not be located.”
This is normally an application error, not a missing Windows runtime. oidis400.dll is the legacy DISPLAY LIBRARY component of Imaging for Windows, associated with Wang Imaging and later Kodak or Eastman Software imaging products. The safest repair is to identify the program that needs it and repair or reinstall that complete program.

Which fix applies to you
Start with the situation that best matches what happened:
- The error appears when opening an old scanner, fax, document, or image-editing program: repair or reinstall that parent application.
- The error began after uninstalling Imaging for Windows: reinstall the licensed Imaging for Windows package or the program that included it.
- The program was copied from another computer: install it properly from its original media instead of copying individual files.
- Windows Security recently quarantined a file: inspect Protection history and restore it only if the original installation is trusted.
- The program uses an old ActiveX control such as an image editor or thumbnail control: reinstall the control and its dependencies. Do not register
oidis400.dllunless the vendor explicitly instructs you to do so. - The issue began after moving from Windows XP, Windows 7, or Windows NT: check whether the application supports your current Windows version.
- The error appears with a scanner or fax device: repair the application first, then check the device driver.
- The message remains after reinstalling: another dependency, registry entry, OCX control, license file, or compatibility problem may be involved.
Do not begin by downloading a replacement DLL from a random website. A copied file can contain malware, belong to a different release, use the wrong architecture, or leave the real installation problem untouched.

What oidis400.dll belongs to
oidis400.dll is a 32-bit Win32 library from the Imaging for Windows product family. Its recorded description is DISPLAY LIBRARY. The software lineage includes Wang Imaging and Kodak or Eastman Software imaging components, with current product support associated with OpenText.
It is not a current Windows 10 or Windows 11 system DLL. It is also not supplied by Visual C++, DirectX, or .NET. Installing those runtimes is not an evidence-based solution for this specific file.
Older document-management, scanning, fax, annotation, and image-editing programs may use the library directly or through related ActiveX controls. The DLL name alone cannot identify the exact program that is failing.
On a 64-bit version of Windows, an old 32-bit application normally loads its 32-bit libraries through its own installation path and compatibility layer. Do not assume that the file belongs in C:WindowsSystem32 or C:WindowsSysWOW64. Do not copy it into both locations.
Fix 1: Repair the application that reports the error
This is the most likely fix.
Find the failing program
- Close the error message.
- Note which shortcut, document, scanner utility, fax program, or image editor you opened.
- Right-click its shortcut and select Properties.
- Check the Target field to identify the executable.
- Look in the same folder for the program’s installer, setup utility, or uninstall entry.
If the error appears during startup, check the notification area and startup applications. An old imaging utility may launch automatically even when you no longer use it.
Use Windows repair
- Open Start.
- Select Settings.
- Choose Apps.
- Select Installed apps.
- Find the imaging, scanning, fax, or document-management program.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Restart Windows and open the original program.
If Repair is unavailable or does not work, return to the same screen and use Reset only if you understand that it may remove the application’s settings and local data. Export settings or back up application data first.
A successful repair means the program opens without the oidis400.dll message and its image, scan, or fax functions work normally. If the same error returns, continue with a complete reinstall.
Fix 2: Reinstall the complete legacy imaging application
Do not replace only oidis400.dll. Older Imaging for Windows installations commonly depended on companion OI libraries, ActiveX controls, registry entries, licensing information, and shared files.

Before uninstalling
- Check the application’s documentation for saved scans, templates, annotations, fax archives, and license information.
- Back up those files.
- Locate the original CD, OEM scanner or fax package, licensed installer, or vendor-provided download.
- Confirm that the installer is intended for the program and Windows architecture you are using.
The current official product-support route is OpenText’s Imaging for Windows support portal. If your organization licensed the software through an OEM, scanner manufacturer, or document-management vendor, that vendor may have the correct installer instead.
Uninstall and reinstall
- Open Start > Settings > Apps > Installed apps.
- Find Imaging for Windows or the application that displays the error.
- Select the three-dot menu.
- Choose Uninstall.
- Restart Windows when prompted.
- Run the original installer as an administrator.
- Right-click the installer and select Run as administrator.
- Accept the vendor’s default installation path unless its documentation specifies another path.
- Restart Windows again.
- Open the application from its installed shortcut.
If the application is not listed in Installed apps, open Control Panel:
- Press
Windowsand type Control Panel. - Open Programs and Features.
- Select the relevant imaging program.
- Choose Repair or Uninstall, if available.
- Reinstall from the original trusted source.
The repair worked if the application launches and can display or process an image. If installation fails, record the installer’s exact message. It may indicate an unsupported Windows version, missing licensing data, or another dependency rather than a missing oidis400.dll.

Fix 3: Check Windows Security quarantine
Antivirus software may remove a legacy DLL because old imaging programs use outdated packaging or controls. Do not disable antivirus to obtain a replacement file.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Choose Protection history.
- Expand any detection that mentions the imaging program or
oidis400.dll. - Check the file path, publisher information, and detection details.
- Restore the file only if it came from your trusted, original application installation.
- Update the parent application or reinstall it from verified media.
- Run a full scan after restoring or reinstalling.
If Windows Security repeatedly removes the file, stop restoring it. Verify the installer, publisher, and complete application source with the software vendor. A repeated detection is a security investigation, not a reason to download the DLL elsewhere.
Fix 4: Reinstall a missing ActiveX control and its dependencies
Some older imaging programs use controls such as image editors, image administration controls, or thumbnail controls. A control can be present while its supporting DLLs are missing.
Reinstall the application that supplied the control. Do not copy an OCX or DLL from another computer unless the vendor confirms that the files belong to the same release.

- Type Command Prompt.
- Select Run as administrator.
- Use the 32-bit registration utility for a 32-bit OCX on 64-bit Windows:
%windir%SysWOW64regsvr32.exe "C:PathToimgedit.ocx"
Replace the example path and filename with the exact path supplied by the application’s documentation.
A successful registration normally produces a message saying that registration succeeded. If Windows reports that the module could not be found, check the path and reinstall the complete application. If it reports that an entry point is missing, the OCX or one of its dependencies is the wrong version.
Do not register oidis400.dll
regsvr32 is for DLLs or OCX files that provide registration entry points such as DllRegisterServer. oidis400.dll is a runtime or helper library and should not normally be registered.

An entry-point error from that command does not mean the DLL is missing. It usually means the file is not a self-registering component.
Fix 5: Check compatibility before forcing old software to run
A program designed for Windows 9x, NT, XP, or another older release may not work correctly on Windows 10 or 11 even when every file is present.
Try compatibility settings only after reinstalling the trusted application:
- Right-click the application shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the older Windows version recommended by the vendor.
- Select Apply, then OK.
- Start the program again.
Do not use compatibility mode to justify downloading mismatched files. If the application still fails, a vendor-supported virtual machine, newer document-imaging application, or replacement workflow may be safer than forcing obsolete controls onto the current operating system.
Fix 6: Check the scanner, fax, or imaging driver
A device driver will not normally supply oidis400.dll, but an old scanner or fax program may fail with several messages at once when its device driver is damaged.

Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, Printers, or Universal Serial Bus controllers.
- Find the scanner, fax device, or imaging hardware.
- Right-click it and select Properties.
- Read the Device status box.
- Open the Driver tab and note the provider and date.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows and test the parent application.
If the device has a warning icon, download the driver from the hardware manufacturer or the organization that supplied the imaging software. A driver update may restore scanning, but it will not replace a missing application installation.

Fix 7: Repair Windows components only when Windows is also damaged
Because oidis400.dll belongs to an application, System File Checker usually will not restore it. Use Windows servicing commands when you also have broad system symptoms, damaged protected Windows files, failed updates, or multiple unrelated applications malfunctioning.

- Open Start.
- Type Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish, then run:
sfc /scannow
- Restart Windows.
- Test the original application again.
SFC reports whether it found and repaired protected Windows files. A clean result does not prove that oidis400.dll is present, because this DLL is not normally a protected current Windows component.
Repeating SFC and DISM without knowing what changed rarely repairs a removed third-party application. Fix 8: Install Windows updates and consider recovery
If the failure began immediately after an update or migration:
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the computer.
- Test the application again.

- Choose a restore point from before the problem began.
- Review the affected programs.
- Start the restore process.
System Restore does not reconstruct a missing third-party installation. You may still need to reinstall Imaging for Windows or the parent application afterward.
Architecture and manual-copy warnings
Available historical evidence identifies oidis400.dll as a 32-bit library. A 32-bit application cannot generally use an arbitrary 64-bit replacement. Conversely, an old DLL copied from Windows NT, Windows XP, or another computer may produce:
- “The program cannot start”
- “Not designed to run on Windows”
- Entry-point errors
- New missing-dependency errors
- Application crashes
Manual copying is reasonable only when all of these conditions are true:

- Its product version matches the parent program.
- Its architecture matches the application.
- The vendor specifies the destination.

Never place an unverified file in System32 or `SysWOW64. Do not install both architectures “just in case.”
If reinstalling does not solve the error
The displayed filename may be the first dependency Windows reports, not the only missing component.
Check these areas:
- Event Viewer: Press
Windows + X, choose Event Viewer, then inspect Windows Logs > Application. - Installer logs: Look in the application’s documentation or installation folder.
- Application licensing: Old imaging software may require licensing data that was not restored.
- OCX registration: The application may need its control registered with the 32-bit tool.
- Copied program folders: A copied folder may omit registry entries, codecs, fonts, shared libraries, and configuration files.
- Unsupported operating system: The original program may require an older Windows environment.
Provide the application vendor with the exact error, application name, Windows version, installation source, and any installer or Event Viewer details. The current Imaging for Windows support route is OpenText, while scanner and fax vendors may provide a separate supported package.
Prevention
- Keep the original installer and license information with the application’s backup.
- Back up scans, fax archives, templates, and annotations before uninstalling.
- Do not clean old application folders until the replacement is tested.
- Keep Windows Security enabled.
- Restore quarantined files only from a verified installation.
- Avoid copying legacy applications between computers.
- Record the application version and hardware model before replacing a working system.
- Prefer a supported imaging application when the old program cannot run reliably on Windows 10 or Windows 11.
FAQ
Is oidis400.dll a Windows system file?
No. It is a legacy Imaging for Windows component associated with Wang, Kodak, and Eastman Software imaging products. It is not a normal Windows 10 or Windows 11 system file.
Can I download just oidis400.dll?
That is unsafe and usually incomplete. A standalone file may have the wrong version or architecture and may omit the OCX controls, companion libraries, registry entries, and licensing data the application needs.

Should I install Visual C++, DirectX, or .NET?
Not as the primary fix. There is no evidence that these general runtimes install this Imaging for Windows library.
Should I run regsvr32 oidis400.dll?
Normally, no. Register the relevant OCX only when the application vendor documents that step, using the matching 32-bit regsvr32.exe on 64-bit Windows.
Does SFC replace the missing file?
Usually not. SFC repairs protected Windows files, while oidis400.dll belongs to a third-party application.
Why does the error remain after reinstalling?
